Problems/Comments

Trichloroethylene (TCE) at the Materials Lab to a level of 180 micrograms per kilogram (ug/kg). Old Asphalt Plant tested to reveal DRPH and total petroleum hydrocarbons (TPH) at 1,600 milligrams per kilogram (mg/kg) and 6,400 mg/kg, respectively. Leach field is suspected to be contaminated also. Equipment shop is also suspect of contamination. Municipality of Anchorage (MOA) funding for FY99 - $130K. This funding is targeted for Materials Lab contamination delineation and remediation and Asphalt Plant assessment and soil remediation. Site also includes spill no. 12309934205. Soil and groundwater contamination from a Class V injection well at the cathouse building.

Plan entails excavating about 1000 cubic yards of TCE contaminated soil and land spreading at the City of Fairbanks City Shop area. 11/15/2004 Update or Other Action Received Shannon & Wilson report titled "Soil Removal, Materials Laboratory Addition, ADOT&PF Peger Road Maintenance Facility, Fairbanks Alaska". Soil samples were taken at the bottom of the excavation next to the existing Materials Laboratory building to estimate the degree of contamination that may exist beneath the existing structure. The TCE concentrations ranged between 0.0618 mg/Kg and 0.197 mg/Kg. The concentration levels for the rest of the excavation ranged between 0.0735 mg/Kg and 0.144 mg/Kg. The land spread soil was sampled approximately one month following excavation in late September and the concentration levels ranged between 0.0334 mg/Kg and 0.384 mg/Kg. The TCE migration to ground water standard is 0.027 mg/Kg. The land spread soil will be tilled in spring and late summer 2005 and re-sampled. Douglas Bauer
11/24/2004 Meeting or Teleconference Held A meeting was held with Mark Lockwood and Dr. Jon Lindstrom with Shannon & Wilson to discuss the preliminary results of the 2004 ground water sampling event. At least two additional deep monitoring wells need to be installed to locate the distal end (5 µg/L isopleth) of the trichloroethene (TCE) ground water plume. These additional wells were already budgeted and will be installed this year contingent on the weather. The TCE ground water plume extends north beyond 19th Avenue and is approaching a residential area with known private wells. Also, portions of a benzene ground water plume that commingles with the deep TCE ground water plume have been identified. The source of the benzene ground water plume is unknown at this time. 1/6/2005 Update or Other Action A pre-publication technical review was performed for an article titled “Chloroethene Biodegradation in Sediment Microcosms at 4 ºC” co-authored by Drs. Paul Bradley and Frank Chapelle with USGS and Sharon Richmond with the department. The article will be published in the journal Environmental Science and Technology and it disseminates the major findings from the microcosm studies performed for the River Terrace and ADOT&PF Peger Road sites. 4/22/2005 Meeting or Teleconference Held The ground water data from two recently installed deep wells for the ADOT&PF Peger Road Maintenance facility project continue to show confounding results. One well was placed at 18th Street and the other further north at 17th Street on the projected center-line of the ground water plume envelop. Both wells were installed at shallower depths than anticipated because of permafrost. The well at 18th Street had non-detect for both trichloroethene (TCE) and benzene. However the well at 17th Street detected both TCE and benzene close to their respective maximum contaminant levels (MCL) of 5 µg/L. It is appears that the top of the permafrost is rising (depth from ground surface to top of permafrost is decreasing) and may be influencing the ground water flow direction. There is less development and land disturbance north of 19th Street which would support this hypothesis. Permafrost within the general area has been detected as shallow as 8-10 feet below the ground surface (bgs) in the less developed areas; whereas the deeper monitoring wells south of 18th Street close to Peger Road have not encountered permafrost to depths of 50 feet bgs. The locations for the remaining budgeted monitoring wells were discussed at a meeting with Mark Lockwood with Shannon & Wilson, Inc. There is a junk yard and several other businesses south of 17th avenue that could be the source(s) for the TCE and benzene that were detected in this well. Therefore the remaining wells will be positioned hydraulically down gradient from the suspected sources and also within the projected envelop of the known PCE and benzene plume. The remaining ground water monitoring wells should be installed within the next month and sampled. Likewise, the sampling of nearby residential wells should also be completed by the end of March. The field work is on schedule and should be completed by the end of June 2005. Douglas Bauer

7/19/2006 Update or Other Action Issued request for Release Investigation and Corrective Action to Qwik Three, Inc for the former Qwik Lube site on Peger Road. Response required within 30 days of receipt of certified letter. A 1997 site assessment was received in October 2004 only after repeated requests to the RP. ADEC response letter in October 2004 outline regulatory requirements: release investigation and corrective action. RP did not respond. With the receipt of the 2005-2006 Shannon & Wilson reports that identified Qwik Lube as a possible source for the benzene detected in the private residential well at 2525 17th Avenue, it became necessary to issue the June 19th letter. 7/19/2006 Update or Other Action Telephone message and email sent to Chris Bellovary with EPA Region 10 UIC program requesting any closure information about floor drains tied into domestic wastewater system at CJM Construction. There is no information in ADEC LUST file 102.26.190 concerning closure of floor drains. 7/19/2006 Update or Other Action Issued request for information letter to M. Coats concerning closure of floor drains (injection wells) at the location of the former B&B Auto and Truck Repair. EPA conducted an inspection in 1988 and issued a compliance order in June 1990. No evidence in either EPA or ADEC files that the closure was completed. 7/21/2006 Update or Other Action Sent a FPE/Roen Engineers September 1991 closure report for a home heating oil tank and floor drain disposal system for file 100.38.038 to Monica English. The site (Lot D-1, Block 18, EM Jones Subdivision) is adjacent to and immediately north of the Tesoro Station at the corner of Peger and Davis Roads. The report indicates that the floor drain disposal system piping is tied into the sewer system at the Tesoro Station. There were releases document associated with the floor drain disposal system on Lot D-1. Most soil samples were tested for TPH; only one sample was tested for VOCs and 1,1,1-TCA was detected at 0.14 ppm. Douglas Bauer

8/11/2006 Update or Other Action Telephone call from Peter Beardsly with NORTECH. According to CMI leach fields were abandoned and floor drains now tied into sewer system. NORTECH plans a dye check to confirm outlet of each floor drain. Former leach field was composed of two trenches with the exact locations unknown. 9/1/2006 Update or Other Action The City of Fairbanks informed ADEC via email that they want to install a “high volume” water supply well for non-drinking purposes at the City’s maintenance facility on Davis Road. The City’s facility is across Davis Road from the ADOT&PF Peger Road Maintenance facility and down gradient from the eastern TCE ground water plume (Cat House plume). The extent of the eastern TCE ground water plume has not been fully delineated and additional monitoring wells will be installed this fall. A meeting was proposed by ADEC. Douglas Bauer

11/13/2006 Update or Other Action Telephone call with Peter Beardsly with NORTECH. NORTECH is investigating potential floor drains at former CJM Construction property (now CMI). Water samples from two temporary monitoring wells down gradient from former leach field and UST were non-detect. NORTECH discovered that floor drain is not tied into sewer as suspected but a buried culvert beneath the shop floor. Additional investigation is necessary. NORTECH will send an email to Chris Bellovary with EPA Region 10 with update on investigation. Douglas Bauer

8/29/2007 Update or Other Action Changed PM from Doug Bauer toAnn Farris. Staff received a proposal for work during the FY2008. Reviewed and commented on the proposal: Work is to include: installation of new wells to further delineate the benzene plume to the northwest, ongoing monitoring of the TCE and benzene plume throughout the area, and vapor intrusion assessment work at the maintenance facility and operations and maintenance facility. 2/5/2008 Update or Other Action One round of groundwater and air sampling has been completed. The benzene plume has been completely delineated, although slight concentrations of MTBE were discovered in the most downgradient wells. The vapor sampling at the O&M building did not indicate any significant intrusion or potential for such. The air sample collected in the vent system beneath the maintenance facility indicated elevated TCE levels. A second round of air sampling will be conducted in February and groundwater will be sampled again in April. Ann Farris
2/21/2008 Update or Other Action Staff met with Shannon and Wilson to discuss the next round of vapor intrustion sampling which is scheduled for February. We agreed to collect 1 sub-slab and 1 indoor sample in the old part of the materials lab building, which is closer to the hazmat storage area. One outdoor air sample will also be collected at the Mat. Lab. An indoor and 1 sub-slab at the O&M building will be collected. Ann Farris

4/11/2008 Update or Other Action Spoke with Mike Schmetzer with City of Fairbanks Public Works. They are constructing a new building and will be removing a well on site. Shannon and Wilson will sample it before they remove it as it is at the downgradient edge of the plume from the Peger O&M building. S&W is in the process of doing the site-wide monitoring so this sample will be incorporated into those activities. The City was told that he should contact DEC spill response if they encounter any contamination during their contruction activities. Ann Farris

11/12/2008 Update or Other Action The following are highlights from the 2007-2008 ground water quality assessment: 1. The extent of the western ground water contaminant plume has been identified. The plume consists of TCE and benzene and extends from the ADOT&PF Peger Road facility, northerly to 17th Avenue and westerly to Kiana Street. 2. Only two residential groundwater wells, one drinking and one irrigation well, have detectable concentrations of benzene or TCE. The contaminant concentrations are relatively low, below public drinking water maximum contaminant levels (MCL), and seem to have a decreasing trend. 3. Vapor intrusion is under investigation at the Materials Lab and O&M building. The soil gas was elevated at the materials lab so further sampling will occur in FY09. A long-term ground water monitoring program will continue to analyze contaminant concentration trends and verify no further migration of the contamination. ADEC will coordinate investigative efforts with the Qwik Lube responsible parties (RPs) at the other site under investigation to determine if they are contributing to the area-wide ground water contamination. 4/9/2009 Update or Other Action DEC sent letters to homeowners whose wells were sampled in January 2009. There were four wells sampled and all were below the cleanup level for both TCE and benzene as well as the other analytes. The concentrations appear stable. Ann Farris
9/22/2009 Meeting or Teleconference Held Staff met with ADOT and Shannon and Wilson to discuss the Peger Road Facility. DOT collected passive soil gas samples around the Cat House and temporary summer laboratory that indicated elevated concentrations of TCE and TPH. There are three wells in the area that have increasing groundwater concentration trends that are not explicable from known sources. These “new” areas may be additional soil sources contributing to the groundwater plume. Additionally DOT has determined the drain in the cat house is uncapped. It was capped, but sometime in the last several the cap has been removed. This is the most likely source of the increased concentrations and DEC and DOT will work together to get the drain permanently closed under EPA’s Class V injection well program. Ann Farris

A shallow soil gas point (VMP-13) outside the building was 40 ug/m3 for TCE (below 84 ug/m3 target level). Other soil gas points were ND.
