Zimmerman and Dubois inspected the site and found approximately 400 drums with asphalt and tar, 2 asphalt emulsifier drums, and 1 drum of Tedimon 31 which appeared to be empty and in good condition. Waterfowl were noted in the gravel pits and a slough is within 30 feet. |

Anonymous complainant (7/25/99) reported barrels leaking a black fluid that was running towards the gravel pit. There were several hundred barrels of asphalt oil - some had leaked - gravel pit is popular boating, swimming, fishing recreation area. Groundwater might be contaminated. |

Urban Rahoi (owner of Lakeview Enterprises) called CS Staff and identified himself as the RP. He he admitted drums were his; said he used some tar to pave the Lakeview Trailer Court; planned to use the remaining material to continue paving more. RP said he also tried to give tar/asphalt to the Borough for landfill capping (they didn’t accept it). He may have a few drums of waste oil on site, but they aren’t leaking (somebody else put them there). He plans to have the boiler fired up again during summer – use the waste oil as fuel, and get rid for tar for asphalt paving. He is going out of town until 5 or 8 March, and will respond to our letter when he returns. He mentioned he was unwilling to pay for a consultant to come and do site assessment work – he was trying to do good by recycling the material. Originally drums came from Phillips Field and the Army during the 1950s.
CS staff is exploring potential methods of disposal of the approximately 500 drums from the site (e.g. asphalt recycling plants and Borough landfill), as well as soils containing hardened tar/asphalt. |

Met with RP for Tax Lot 2304, Lakeview Enterprises, Inc. They had read our letter notification of NEC with Deed Notice to be filed with the Fairbanks North Star Borough's Recorder's Office unless we could coordinate site characterization of the property that had leaking barrels of unknown petroleum products. They said that their company had worked with the Army Corps of Engineers (Environmental Site Assessment), Ancor (construction prime contractor), Tutka (received and reviewed laboratory sampling receipt and analyses of soil samples), and TPECI (Travis/Peterson Environmental Consulting, Inc. ESA report to Army Corps of Engineers). This report was required (by US COE)to move materials to Fort Wainwright for a construction project. He assumed this had cleared his site of any possible contamination. He had been in three days ago and spoke with another Program Manager about our letter. We have a memo from them documenting what they characterized as their meeting. |

Spoke with RP regarding need to characterize soils and groundwater where barrels were stored in the past on Tax Lot 2303. They are planning to hire Travis/Peterson Environmental Consulting, Inc. to develop a work plan for that purpose. They also intend to call prior RP regarding remaining barrels on the Tax Lot 2407 and would like to work with them to remove the barrels. |
