Problems/Comments
In 1991 ADEC was notifiedthat a site assessment concerning a floor drain located in the apartment maintenance garage had revealed petroleum, solvents, and metal contamination in both soils and groundwater. The contamination was likely the result of the floor drain seperating from the pipe connecting to the sanitary sewer. Excavation of the floor drain resulted in the removal of three drums of soil contaminated with TCE, petroleum hydrocarbons and some metals. Soils at the limits of excavation below the floor drain were analyzed in 1991 for volatile halogenated organic compounds & TCLP metals. No analytes were detected above ADEC cleanup levels. A monitoring well was installed in 1991. This monitoring well extended to 18 feet bgs. Analytical water samples showed trace amounts of volatile organice compounds (2.2 ppb tetrachloroethylene and 50 ppb trichlorofluoromethane) and 5.3 mg/L of total petroleum hydrocarbons. 2007 monitoring of the GW detected benzene and trichlorofluoromethane below ADEC Table C groundwater cleanup levels. See also ADEC File # 102.26.030. Petroleum contamination detected in GW likely from LUST event.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
5/24/1991 | Preliminary Assessment Approved | Shannon and Wilson performed Level I Environmental Site Assessment and recommended additional sampling be performed. | Former Staff |
7/9/1991 | Update or Other Action | (Old R:Base Action Code = SI - Site Investigation). Shannon and Wilson performed Level II Site Assessment which included sampling drain, soils, and groundwater. Monitoring well installed. 1,000 gallon UST is located next to garage B. Hydrocarbons at 65,000 ppm in the soil and 5,300 ppm in the groundwater were detected with 418.1 Method. Volatile Organic Compounds also found, none above MCLs. High levels of metals found in soil: lead at 835.5 ppm. | Former Staff |
10/1/1991 | Site Added to Database | Floor drain hazardous and petroleum wastes. | Former Staff |
10/1/1991 | Site Ranked Using the AHRM | Ranking value = 81. | Former Staff |
5/6/1992 | Cleanup Plan Approved | (Old R:Base Action Code = CAPR - Corrective Action Plan Review (LUST)). Project work plans for Interim Corrective Action reviewed. Recommended Department protocol of stockpile sampling, excavation through water table if needed, and groundwater monitoring long-term. | Former Staff |
5/19/1992 | Update or Other Action | (Old R:Base Action Code = CORR - Correspondence (General)). Gibler summarizing CAP activities agreed upon at 5-18-92 meeting. | Don Gibler |
7/20/1992 | Update or Other Action | (Old R:Base Action Code = RAU - Remedial Actions Underway (General)). Gibler reporting three drums of floor drain soils successfully remediated by ESI. | Don Gibler |
1/14/1994 | Update or Other Action | (Old R:Base Action Code = RPL2 - Site Information Request Letter). Sent PRP-CS Database Notification Letter to RP requesting update and more environmental information concerning the contaminated site. As of this "complete date" no response has been received. | Jeff Peterson |
1/4/1995 | Update or Other Action | This site selected as one of top 20 sites. Prepared site summary report according to format desired by C/O. | Eleanor Hung |
2/27/1995 | Update or Other Action | (Old R:Base Action Code = FI - Field Inspection (General)). Accompanied Anchorage EPA Inspector to confirm and photograph sealed floor drain. | Eleanor Hung |
2/1/1996 | Site Characterization Workplan Approved | (Old R:Base Action Code = MP - Management Plan (CERCLIS)). Closure to be considered in conjunction with closure of LUST site 102.26.030 due to possibility that contamination connected. | Eleanor Hung |
7/10/2002 | GIS Position Updated | Changed the Latitude, Longitude, Method Accuracy, Accuracy and Unit fields. | Heather Goldman |
10/23/2006 | Update or Other Action | Updating database to reflect administrative file. | Shannon Oelkers |
10/23/2006 | Update or Other Action | Updating database to reflect administrative file. During excavation of the floor drain, two horizontal pipes were revealed, and the drain was determined to be connected to one of the pipes in the past, but damage to the fitting had disconnected the drain from the pipe. A magnetic survey suggested that the piping form the floor drain was connected to the hotel sewer system. Based on the low volume of contaminated soil (3 drums) Shannon & Wilson believe that he majority of the waste placed in the floor drain was transferred to the hotel's sanitary system. | Shannon Oelkers |
10/23/2006 | Update or Other Action | Updating database to reflect adminstrative file. | Shannon Oelkers |
6/6/2007 | Update or Other Action | Received "Monitoring Well Sampling Results, Sophie Plaza Apartments, Fairbanks, AK" from Shannon & Wilson. Assessment of current GW quality shows GRO, benzene, VOC's and PAH's below ADEC Table C Groundwater Cleanup Levels. Residual contaminants were detected (benzene at 1.55 ug/L and trichlorofluoromethane at 23.5 ug/L), but not at levels above ADEC cleanup levels. | Shannon Oelkers |

6/8/2007 | Exposure Tracking Model Ranking | Updated Ranking Complete for Source Area: 72387 (Autogenerated Action) | |
7/13/2007 | Site Closure Approved | The June 2007 groundwater report did not detect contamination above Table C cleanup levels. The monitor well was downgradient from the former gasoline tank and a former floor drain. The tank and impacted soil were removed in 1991. The floor drain was assessed and contained hazardous substances (petroleum; VOCs and metals). Soil was removed and the floor drain closed. Benzene levels in groundwater were as high as 19 ppb but now meet cleanup levels. Closure decision issued on July 13, 2007 for tank site and floor drain. | Jim Frechione |
1/8/2013 | Update or Other Action | Site symbol visually adjusted using ArcGIS.com and historical documents from the file. | Laurel Gale |
