Problems/Comments

Two fuel islands, diesel to the east and JP-4 to the west, were located within the JP-4 fillstands source area. The current use of the fillstands is to provide distribution of JP-8 fuel. A JP-4 separator building (Building 1572) and a buried 2000-gallon waste fuel tank were located approximately 100 feet east of the fuel islands. A floor drain in the fuel/water separator building was connected to the waste fuel tank by a drain pipe. An underground diesel fuel pipeline extended west/northwest to east/southeast across the site approximately 100 feet north of the fuel island. The pipelines, originating from MGH, supplied fuel to the fillstands. The depths of the pipelines are not known. Petroleum contamination was found in the soil and groundwater. Air Force Installation Restoration Program Site ST009. This site is located adjacent to the Vehicle Maintenance Facility and past reports have combined the two sites occasionally. Petroleum contaminated soil remains within the source area. Groundwater contamination is extensive and still requires additional delineation. --Updated 2011-- Site ST009 includes two fromer USTS, two removed fillstands, a current sill stand, a 300 gallon AST, B1572, and portions of B1573. In April 2010 a Work Plan for Site Inspection, Remedial Investigation, and Site Characterization Former Galena Forward Operating Location, Alaska was developed. JP4 Fill-stands was identified as a candidate for the site characterization pathway. The goal of the site characterization pathway is to characterize the nature and extent of contamination both laterally and vertically. Target analytes at this site are: DRO, GRO, RRO, VOCs, PAHs, metals, PCBs, and pesticides. This site was also analyzed for possible analytes based on a 500ft radius from the site boundary. Based on the site use, the target analyte list for this site was not adjusted. August 2010 Results from the Second Triad meeting: Data from the on-site lab was available at for this site. Analytes that that the on-site lab can analyze for include: GRO, DRO, RRO, and BTEX. The on-site lab can also perform PCE and TCE screenings. The other target analytes for this site are sent to an off-site lab and the results were not available for discussion. This site will be re-visited once all data is available. On-site Lab data: BTEX screening level exceedances at SS009_GP017,GP009, GP013, GP012, GP014, GP004, GP011, GP003, GP001, GP005, GP008, GP006, GP015, GP007, and GP002. Seven additional step outs were approved: 1. North side of the Old abandoned pipeline (OAP), 2. North side of OAP, 2A. Next to corner of building, NE of GP008, 3. Step out from GP017, 4. Step out from Western samples, 4A. NW edge of plume, 4B. Western side, avoid the ditch Results from the Fourth Triad meeting: Data from the on-site lab was available at for this site. Analytes that that the on-site lab can analyze for include: GRO, DRO, RRO, and BTEX. The on-site lab can also perform PCE and TCE screenings. The other target analytes for this site are sent to an off-site lab and the results were not available for discussion. This site will be re-visited once all data is available. On-site lab results from the first set of step out locations: Step out locations ST009_GP0019, GP025, GP024, GP023, and GP020, were slightly above the screening levels (SL) for BTEX. ST009_GP021 showed 4,000J mg/kg GRO at 26 ft bgs, ST009_GP020 showed 2070mg/kg GRO at 26 ft bgs. It was agreed that there was no need to perform further step outs beyond the road at this site. The smear zone is delineated to the south and west, but not to the north and east. Additional stepout samples to the north and east were aproved in 2011.

9/15/2005 Update or Other Action DEC approved a plan to transport 230 cubic yards of petroleum-contaminated soil for storage at an old contaminated soil biopile at the Campion Air Station. The contaminated soil was generated during work on Valve Pit #10, located within the JP-4 Fillstands site. The Campion biopiles contain an unknown volume of petroleum-contaminated soils stockpiled in the middle 1990s that underwent incomplete treatment. The Air Force has proposed to treat all of the contaminated soil starting in 2006 via landfarming. Colin Craven

1/3/2006 Update or Other Action DEC received the draft Remedial Investigation and Feasibility Study. The Air Force is proposing air injection bioventing to remediate petroleum contaminated soils, and additional installation of monitoring wells to better delineate the resultant groundwater plume. 3/7/2006 Update or Other Action The draft risk assessment found unacceptable risk at this site due to benzene, toluene, ethylbenzene, and xylenes in soil. The Air Force proposed air-injection bioventing to remediate the petroleum contaminated soil, long term groundwater monitoring (LTM), and land use controls as the remedy. DEC concurred with this remedy, but requested better monitoring well coverage for LTM, and proper design of the bioventing system to help mitigate the potential for vapor intrusion into nearby buildings. 6/1/2006 Site Characterization Workplan Approved The Air Force and DEC came to agreement on a work plan for monitoring well installation and sampling that will serve to fill data gaps identified during the recent remedial investigation. One nested well cluster in the “mid-plume” and one monitoring well near the source area will be installed to better establish a sufficient well network for long-term monitoring. The new monitoring wells will also serve to clarify the contribution of source areas that have caused co-mingled plumes of petroleum contamination. Colin Craven

11/17/2006 Update or Other Action Monitoring wells were installed in summer of 2006 along the presumed center axis of the dissolved phase hydrocarbon plume emanating from the Vehicle Maintenance Facility area. A nested well was installed at the location of a decommissioned well (southeast corner of the Combat Alert Cell), and another well was installed between the CAC and the presumed source area. Consistent with other deep monitoring wells at the base, the deeper interval well at the CAC cluster contained higher benzene concentrations than the shallower interval. The new monitoring wells seem to support the presumed trajectory of the plume, however, the downgradient edge of the plume remains undifferentiated from the Million Gallon Hill and Missile Storage Area plumes.
