Crowley Marine notified ADEC that they were unable to deliver a bulk gasoline order due to the condition of the tank farm. The Native Store Tank Farm facility is located on an unbermed gravel pad on a bluff overlooking the Bering Sea. The tanks to receive the product are reported to be leaning and the pads are sinking into the tundra. The manifold system consists of piping of dubious condition and at least on some of the facility there is flexible rubber hose connections which also gives concern. It is reported that these tanks were installed in 1976, possibly by the BIA for use at the BIA school. At an unknown date the tanks were turned over to the Native Village of Savoonga. No written documentation of this transfer exists. Added in 2007 to reflect administrative file. |

Broken line in tank farm caused a discharge that was contained in the diked and lined impound area. Power Plant operator then drained stormwater from the diked area. Approximately 100 gallons of fuel discharged. Broken line was caused by tank movement and stress on 3" flex. To prevent recurrence, SPCC plan has been updated. Added to database in 2007 to reflect administrative file. |

Bering Straits Regional Housing Authoroity confirms that Savoonga Native Store Tank Farm is abandoned and the 33 tanks are "empty, decommissioned ten years ago and will never be used again". The location of this tank farm is down gradient from the nearest residences. Note by KM - 33 tanks include another tank farm - not necessarily all under this site. The other tanks are the Power Plant former tank farm which is fenced. Reported spills and contamination were at the Store Tank Farm. |

Savoonga Native Store Tank Farm pad and all associated piping is no longer in use. Old piping from the tank farm to various day tanks in the village were abandoned in place. The system was replaced in 2001 by an adjacent AVEC Tank Farm. Currently the abandoned and decommissioned Native Store tanks are still located on the original gravel pad. Contamination from historical spills remaining at this site have not been characterized. |

Received request June 22, 2007 for approval of a soil dispoal plan for 100 cubic yards of soil stockpiled within the secondary containment of the AVEC tank farm. The soil is assumed to be from the abandoned Savoonga Native Store Tank Farm. ADEC approved use of the soil as material for a compacted soil workpad at the AVEC site. Analytical samples showed that the soil met the most stringent ADEC cleanup levels. |

A site characterization work plan proposal submitted by Rural Alaska Fuel Services was reviewed on this date. The work plan could not be approved under 18 AAC 75.335 for the following reasons: 1)Under 18 AAC 75.335(b)(1), a site characterization work plan is to be written by a Qualified Environmental Professional. As far as ADEC is aware, RAFS staff are not considered to be Qualified Environmental Professionals under 18 AAC 75.333. 2)ADEC could issue a waiver concerning third party impartiality, but not for Qualified Environmental Professional or Sampler status. 3)This work plan is incomplete and does not follow ADEC guidelines given in ADEC’s 2017 Site Characterization Work Plan and Reporting Guidance for Investigation of Contaminated Sites. The RP was notified, and is researching Qualified Environmental Professionals. A site characterization work plan is still requested by May 23, 2017. |

ADEC has reviewed and approved the “Work Plan for Site Characterization Activities, Former Savoonga Native Store Tank Farm, Savoonga, Alaska” (Work Plan) for the Savoonga Native Store Tank Farm site in Savoonga, AK dated August 4, 2017. The work plan was submitted via email on August 4, 2017 by Shannon & Wilson, Inc. Proposed activities generally consist of collecting soil samples from six text pits advanced by heavy equipment and collecting water samples from temporary groundwater monitoring wells installed. Select soil and water samples will be analyzed by the project laboratory for one or more of the following: gasoline range organics (GRO), diesel range organics (DRO), volatile organic compounds (VOC), polycyclic aromatic hydrocarbons (PAHs) and/or benzene, toluene, ethylbenzene, and xylenes (BTEX). |

The “Final Work Plan for Additional Site Characterization Activities, Former Savoonga Native Store Tank Farm, Savoonga, Alaska” is approved. The work plan describes soil and groundwater sampling efforts. The work plan proposed advancing four test pits, P13 - P16. Each test pit will be field screened at two-foot intervals using a photoionization detector (PID). One analytical sample will be collected at each test pit. The work plan proposes installing, developing, and sampling four new groundwater monitoring wells at the locations of P13 - P16. The amended work plan incorporated ADEC’s most pertinent comments and recommendations. Changes to the work plan included but were not limited to adjustments to the soil sampling location for P14 and the addition of gasoline range organics (GRO) to the groundwater sampling analyte list. The ADEC reviewed and approved the revised 2023 “Groundwater Sampling Activities” report, dated February 21, 2024. Samples from monitoring well MW-15 exceeded CULs for DRO (2,830 µg/L). Samples from monitoring well MW-16, and its duplicate MW-26, exceeded for DRO (maximum of 8,010 µg/L), naphthalene (maximum of 407 µg/L), and 1-methylnapthalene (maximum of 20.7 µg/L). Analytes were either not detected or detected below CULs for MW-14. DRO concentrations in monitoring wells MW-15 and MW-16 have increased since the 2022 sampling event. Free product was not observed in any wells. A Conceptual Site Model (CSM) was prepared and soil, groundwater, outdoor air, surface water, and sediment have been identified as complete exposure pathways. The ADEC concurs that additional groundwater sampling should continue for MW 14-16. The vertical and horizontal extent of soil and groundwater contamination has not been delineated to the north, west, south, and southeast of the former tank farm, therefore additional site characterization is needed. |
