Problems/Comments

Approximately 400 drums of aged asphalt. Drums are in disrepair, partially buried. 1996: Site visit determined these drums were located on property near Goat Hill, Back Loop Road in Juneau, Alaska. Drums are stacked three high in rows, and also stored in conex and trailers. No drums were buried, many were leaking and pools of asphalt evident in the area. Potential hazard to area wildlife. Facility name changed from "Montana Creek Road Drum Site" in 1996. No evidence that drums are stored at a site on Montana Creek Road. It is possible these drums were moved to their current location. Leaking drums and pooled of emulsified asphalt; probably CRS-1 typically used in paving projects.

11/18/2014 Update or Other Action Spoke to RP and he is actively working on removing debris from the property prior to moving the asphalt drums off site to his Lemon Creek property. He will contact me when the drums are ready to be moved. No word yet from CDI on a work plan, but need the area clear of debris first anyways. Danielle Duncan
3/13/2015 Update or Other Action Spoke with RP- planning on moving the drums to his industrial site (Concrete Way) beginning in April; will let me know when. The drums will be placed on top of concrete pads to eliminate any possible leaks to the ground. The house is connected to city water. Danielle Duncan

8/6/2015 Update or Other Action Touched base with RP and he said that the plans for the asphalt plant near Costco have been denied - maybe an DEC air quality/residential issue? He is looking into possibly selling the oil to someone in Haines or Sitka for use by SE Road Builders. Danielle Duncan
10/8/2015 Update or Other Action Received an email from CDI discussing the preparation of a suitable, lined pad at Dave's shop on Concrete Way and transportation of the drums to the new pad during the winter. Moving the drums during colder weather will assure that there is no spillage, and will make cleanup of the vacant site easier as well, since any spilled product will be solid rather than soft. Once all of the drums are moved to the new storage area, asphalt oils will be retorted individually transferred to new drums for shipment to pavers in Haines and Sitka who have shown interest in the product. CDI will put together a more formal cleanup plan. Danielle Duncan

7/15/2016 Update or Other Action Rec'd an update: the RP is moving old equipment and materials out of the way at the drum site and hauled in some clean pit run and stockpiled it off to one side. They are pretty close to being ready to move drums and are making preparations to haul it to an industrial property at Lemon Creek. I should see a work plan soon once the consultant is back in town. 11/8/2016 Cleanup Plan Approved Approved Cleanup Plan Green Construction Drum Site completed by Dahlberg Design. The work plan outlines activities to relocate approximately 1,100 55-gallon drums of asphalt and cleanup any soil contamination resulting from their storage. Danielle Duncan
