Problems/Comments

The June, 1993, Corrective Action Plan interim report for work completed and work planned at the Klawock Island Tank Farm and Maintenance Shops prepared by Environmental Services Limited (ESL) stated that during the rebuild of the horizontal tank pad and truck rack contaminated soil was excavated to a depth of six feet below ground surface to the aquitard glacial till layer and was transferred to the Klawock Island Bioremediation Facility (KIBF) located on the adjacent property to the north. The ESL interim letter/report stated that gasoline and diesel contaminated soil is likely present under the vertical tank concrete containment area. Confirmation sampling data following the removal and rebuild of the tank farm pad and other areas in a post-CAP report is not on record. Bioventing treatment of several thousand cubic yards of contaminated soil in the KIBF was successful and by letter DEC approved its closure in 2006.

11/28/2017 Site Visit Visited the site with Klawock Heenya Corporation. The original tanks are gone and new tanks are now there. The original secondary containment is still on site. There were no obvious indications of contamination and I suggested that some test pits be dug near the joints of the containment cell and piping to check for contamination. Danielle Duncan

There are five locations on site to be investigated to a minimum depth of 6 feet (ft.) below ground surface: 1. East corner of the old containment cell 2. West corner of the old containment cell 3. Oil/water separator 4. Oil/water treatment area 5. Area where previous data had DRO at 53,000 mg/kg A photoionization detector (PID) will be used to field screen soils from each excavation and a minimum of five PID samples will be collected from each and documented in the final report. 3/27/2019 Site Characterization Report Approved Approved the Site Characterization Report Klawock Heenya Corporation Version 2.0. Test pits were advanced in five locations on site. Due to the lack of a cleanup report, an unknown amount of petroleum contaminated soil may exist on site. The current effort found some exceedances of the 18 AAC 75.340 Tables B1 and B2 cleanup levels – determining the extent of the contamination was not part of the current effort. The horizontal and vertical extent of soil contamination must be delineated prior to site closure. Specifically, sites three and five require further investigation as does the containment cell and fuel header containment cell. In addition, the presence of sheen on the downgradient groundwater must be investigated. Requested a work plan to evaluate the groundwater for petroleum contamination. Danielle Duncan
