Problems/Comments

Sawmill operation with widespread contamination from careless handling and incidental spillage of hazardous materials. Petroleum contaminated soils, drums, and solid wastes were observed scattered over the site. The cleanup remedy utilized was removal of petroleum soil contamination by excavation at the power plant, truck shop, and sawmill areas. The contaminated material was transported to the Klawock Island Biocell treatment site. In-situ soil in the zone of groundwater fluctation and impacted groundwater underwent in-situ remediation by enhanced natural attenuation; nutrients were added to the excavations before backfilling. Site was operated by Klawock Timber Alaska Inc (KTAI) and the land is owned by Klawock Heenya Corp. Weyerhauser provided support for facility operations on the site in the early 1990s and initiated a site cleanup. Thirteen groundwater monitoring wells were installed in areas of concern at the facility. The first semi-annual results by Emission Control (EMCON) found all but eight of the thirteen wells destroyed; results over the two sampling events found total recoverable petroleum hydrocarbons (TRPH) and benzene, toluene, ethylbenzene, and xylenes (BTEX) at or near groundwater cleanup screening levels.

Action Information

Action Date Action Description DEC Staff
8/26/1993 Site Added to Database DRO and RRO contamination. Former Staff
5/13/1994 Update or Other Action From 4/14/05 file review - Final corrective action report received. Approximately 6,200 cubic yards of screened material was taken to the Klawock Island biocell in December 1993. Bill Janes
10/13/1994 Update or Other Action (Old R:Base Action Code = RARR - Remedial Action Report Review (CS)). Former Staff
10/13/1994 Update or Other Action Former "Site Closure Approved" action rescinded. See "Site Closure Approved" action dated 6/4/96. Former Staff
10/14/1994 Update or Other Action From 4/14/05 file review - Letter from Emcon to DEC committing to semi-annual groundwater monitoring. No record of results in file. Bill Janes

9/22/2003 GIS Position Updated Extrapolation from aerial photo and personal knowledge using web-based GIS locator in North American Datum 27 coordinates. Bruce Wanstall
9/23/2003 Update or Other Action Project activated and staff assigned to manage contaminated soils transported off-site to Klawock Island for disposal and treatement. Department approved biocell plan on Klawock Island has not been implemented, no remedial treatment to soils following construction of the biocell and soil vapor injection and extraction system. Bruce Wanstall
5/25/2005 Site Visit Site inspection conducted. Tried to locate groundwater monitoring wells installed by Emcon in the early 1990s to no avail. At this time it appears the project can be closed once the KHC biocell problem has been addressed. Any remaining gw contamination should have attenuated by now since the primary source near the former generator and above ground tank storage area was excavated. Reference final cleanup report in file. Bill Janes
5/26/2005 Update or Other Action Telecon with Jennifer Bariska of Weyerhauser. The facility was operated by Klawock Timber Alaska, Inc. prior to Viking taking over. Weyerhauser was the bank's representative during the cleanup. She will send explanatory letter for the file. Bill Janes
6/13/2005 Update or Other Action Letter recieved from Weyerhauser documenting that they are not a responsible party. Bill Janes
7/5/2005 Update or Other Action Cleanup status letter sent to Klawock Heenya on this and other sites located on Klawock Heenya lands. Copy in hard file and in the G drive site file under the name "Klawock Heenya 3 Letter." Bill Janes

5/3/2006 Update or Other Action CR check for $1,480.08 received by Law. Bill Janes
3/10/2008 Update or Other Action Correspondence records indicate that Klawock Heenya Corporation has maintained ownership of the facility without interruption. Weyerhaeuser arranged for EMCON to conduct a cleanup of the facility in 1994 and setup on-going monitoring plan and ongoing maintenance of the site cleanup remedy was passed on to the new facility operator Viking Lumber. Bruce Wanstall
12/10/2008 Cleanup Complete Determination Issued Cleanup Complete Determination concerning historical soil contamination. After the release source was removed, residual soil contamination under structures was treated in-place. Bruce Wanstall
