Problems/Comments

Suspected 500 gallon leaking underground storage diesel tank. It was taken out of service. No contamination above cleanup levels so site closed out. ST = storage tank area. Now a part of SERA phase I work which began in 1993. UST Facility ID 1525. Fire Station no. 3 was at Building 24856 Oilwell Road now is at building 3786 Provider Drive. The State Elmendorf Environmental Restoration agreement was abolished on 10/21/2002. EPA ID: AK8570028649

3/16/1994 Update or Other Action John Halverson ADEC sent letter to Dept. of Air Force, James Spell, Jr. 3 SPTG/CEVR RE: SERA Phase 1A and 1B; Site Assessment Report Final February 15, 1994. Overall the report is acceptable as meeting the requirements for site assessments under the SERA. However, there are a few issues and recommendations in the report on which the department does not concur. Below is a summary of the status of each of the sites. Areas of concern with the report are addressed along with requests for additional work where it was determined necessary. Sites Recommended for No Further Action- The final report recommended no further action on several of the sites. The following sites appear be suitable for such a decision: SS35; SS34; and, LF01. If the Air Force would like to pursue closure of these sites, the department requests submittal of a separate letter for each site requesting closure (similar to the August 31, 1992 closure letters used for other SERA sites). This would help clearly document no further action decisions. Sites Recommended for No Further Action- However, Additional Work Requested. The report recommended closure of additional sites, however, based on the information provided to date, the department can not concur with the recommendations. Sites included in this category are listed below along with a brief discussion of additional work that is necessary and a request for work plans. ST65-The report recommends no further action for the site other than permanent closure of the underground storage tank (UST) in accordance with Alaska UST regulations (18 AAC 78). A decision on the need for further action will be based on the results of the site assessment conducted during the UST closure. Sampling conducted to date can not be substituted for the site assessment required during UST closure. Based on our review of the State-Elmendorf UST Agreement it is not clear whether this tank is included on the list of tanks scheduled for upgrade or closure. The department requests submittal of a schedule for permanent closure of the UST at this site. John Halverson
4/3/1995 Update or Other Action SERA Phase I Corrective Action Plan-ST65, Diesel Leak (IRPMS Site 51). ST65 is located on the south side of Oil Well Road and near Fire Station No. 3 (Building 24-856). The site is located in the vicinity of a fuel dispenser and an out-of-service, 500-gallon diesel UST (Tank No. 858). The UST at this site was identified as possibly leaking due to a positive result from a soil vapor survey leak test (Tracer 1991b). The UST was re-tested in 1995 and passed a tightness test (NPS 1995). A site assessment was conducted at the site in 1993 under SERA Phase I (USAF 1994c). The investigation concluded that the UST should be removed and that the closure results should be reviewed along with the 1993 results to confirm that no release has occurred. The UST removal start date is scheduled for 29 June 1995 as part of a USAF 1993 MCP, project FXSB 93-3004. Limited new information is available for this site since the 1993 investigation; and consequently, the 1993 conclusions for ST65 have not been altered. The CAP for this site summarizes the activities to be accomplished during the Summer 1995 closure program. Field PID readings on soil samples were used to help select the samples submitted for laboratory analysis. None of the soil samples had elevated PID readings. The soil and groundwater samples were analyzed for DRO and BTEX. DRO was detected at 66 mg/Kg in the soil sample collected from 15.5 feet bgs, the boring immediately upgradient of the UST (51 BH02). The soil sample collected from 10 feet bgs in the downgradient well 51WL01 had a DRO concentration of 7.8 mg/Kg. None of the other samples had hydrocarbon concentrations exceeding method reporting limits. The only groundwater contamination identified was trace DRO in all of the groundwater samples. The 1993 investigation concluded that the out-of-service UST should be closed out in accordance with 18 AAC 78. Groundwater data could be compared with other data from the area to improve the characterization of the general groundwater quality. Pursuant to 18 AAC 78 requirements, a matrix score of 34 was computed for the subject site. A matrix score of 34 requires Level B cleanup standards. None of the soil samples had concentrations of the analytes exceeding cleanup levels. The groundwater flow direction for site ST65 was determined using basewide data, which indicate flow to the west. The groundwater samples collected from the three on-site wells had similar DRO concentrations (ranging from 130 to 260 ug/L). The low levels of groundwater contamination appear to originate from an upgradient source. Additional groundwater sampling of the ST65 wells was conducted in the Summer of 1994 as part of the OU-6 investigation. Results were consistent with the 1993 SERA investigation. The corrective action required indicated by the soil and groundwater quality and hydrogeologic conditions identified at ST65 is to remove the existing inactive UST during the Summer 1995 under the 1993 MCP, project FXSB 93-3004. No contamination requiring remedial action has yet been discovered at ST65 that would prevent a No-Further-Action decision following removal of the UST. John Halverson
5/3/1995 Update or Other Action ADEC J. Halverson sent comment letter to USAF J. Williamson & C. Mayer 3 SUG/CEVR RE: Review Comments SERA Phase I Corrective Action Plan April 1995. NO FURTHER ACTION CANDIDATE SITES-Based on information that has been provided to date, closure of the following sites with regard to soil contamination is warranted. If in the future contaminated soil or groundwater are generated at the sites it will need to be handled in accordance with the applicable laws and regulations. Separate closure letters should be prepared for the sites in order to document them for the record. ST65 - Diesel Leak (Building 24-856, Fire Station #3)-Based on information that has been provided to date, the department does not object to closure of site ST65 under SERA on the condition future closure of the UST is completed in accordance with the UST compliance agreement. 4/10/1996 Site Closure Approved USAF Decision Document signed by John Halverson RE: No Further Action Decision Document for State-Elmendorf Environmental Restoration Agreement (SERA) Site ST65. STATEMENT OF BASIS-This decision is based on the results of SERA Phase I Corrective Action Plan (CAP), Final, dated April 1995. Also, reference your 3 May 95 letter, page four, No Further Action Candidate Sites section. DESCRIPTION OF THE SELECTED REMEDY-Based on the current conditions at ST65, it has been determined that no significant risk or threat to public health or the environment exists. Therefore, no further action (NFA) at this site is required. DECLARATION-Site assessment results show no soil contamination above the appropriate soil matrix cleanup level (level B) in Alaska Underground Storage Tank (UST) regulation 18 AAC 78 has been found at ST65. Trace concentrations of diesel range organics (DRO) were found in the groundwater, but are not attributable to this source area. Therefore, this NFA declaration represents the selected action for this site in accordance with SERA. It has been determined that the selected remedy of no further action is protective of human health and the environment, attains federal and state requirements that are applicable or relevant and appropriate, and is cost-effective. The statutory preference for further treatment is not satisfied because further treatment was not found to be necessary. Contaminant levels at the site have been determined to present no significant threat to human health or the environment; thus, no treatment is necessary. John Halverson
