TCE was detected in an area at 5 times the screening level that was not specifically targeting TCE, indicating that greater concentrations are likely present. This document details the updated project plan for the long-term monitoring and management of institutional controls (ICs) in place at CS544 and LF001. In addition to annual site visits to observe and inspect the status of ICs, up to four active zone water monitoring points will be installed and sampled during the 2023 field season. This sampling is intended to fulfill the active zone water monitoring requirements set forth in the 2014 Record of Decision for LF001. |

DEC completed review of the 2023 Five-Year Review for Sites LF001 and CS544. This is the third five-year review for LF001 and the first five-year review for CS544. The purpose of this review is to evaluate the implementation and performance of the selected remedies for LF001 and CS544 and to determine if each selected remedy is functioning and remains protective of human health and the environment. For LF001, the remedy was found to be short-term protective due to exposed liner, scattered metal debris and ponding on the landfill cap. Cap maintenance and active zone water monitoring is required in order to maintain the selected remedy at LF001. The protectiveness determination was found to be short term protective for CS544. For the remedy to be fully functioning, a NAUL must be filed. |

DEC reviewed and approved the "2023 Long-Term Management Report" for Cape Lisburne LRRS sites CS544 and LF001. This report detailed the 2023 inspection activities of the institutional control/land use controls (IC/LUC) in place at CS544 and LF001. In addition to the annual long-term management inspection, three active zone water samples were collected downgradient of LF001. Inspection results indicate site conditions at CS544 and LF001 are largely unchanged. Results from the active zone water sampling indicate trichloroethene (TCE) is present above DEC Table C Groundwater Cleanup Levels. These results indicate possible transport of contaminants outside the landfill margins. |

DEC reviewed and approved the "Landfill Cap Repair Assessment Technical Memorandum" for the Cape Lisburne LRRS sites. This document details the inspection of the LF001 landfill cap and the soil cover at CS544. This memo also documents the cap and cover condition and depth of the LF001 cap. Visual inspection of the LF001 cap indicated it was in moderate condition with varying degrees of revegetation occurring. The depth evaluation of LF001 indicated the majority of the cap is less than 2 feet thick. Additional maintenance of the LF001 cap is recommended. Condition of the soil cover at CS544 was noted to be in general good condition and no maintenance was recommended. |

This report details the annual inspection of institutional control (IC)/land use controls (LUC) in place at CS544 and LF001 and the active zone water sampling conducted at LF001. One of the IC signs at CS544 was observed to be destroyed and will require replacement. Four active zone water samples were collected at LF001 and analyzed for DRO, RRO, TCE, carbon tetrachloride and benzene.
