Problems/Comments

Soil contamination encountered during the removal of one non regulated 2,000 gallon diesel UST (Tank 17) and one 2,000 gallon gasoline UST (Tank 16) between October 23 - 28, 1992. Tanks were located end to end in the excavation with dispensers and fill pipes directly over the UST's. No extra piping was running away from the tanks. A small amount of diesel contamination was present, but the most obvious contamination was gasoline. Approximately 170 yds3 of contaminated soil was excavated and placed in short term storage. The excavation was stopped due to exceeding the depth accessible by the backhoe. No groundwater was encountered. DRO & BTEX contamination remains. Last staff assigned were Krieber and Frechione. 12/10/1992 Site Characterization Report Approved UST Removal Site Assessment Repoort by Gilfillian Engineering, Inc. received. The USTs were removed between 23 - 28 October 92. A 2,000 gallon Diesel and a 2,000 gallon gasoline USTs were removed. These tanks were listed as Tanks # 16 & 17 for the Palmer Correction Center. The dispensers were located directly over the USTs. A small amount of diesel contamination was present, but the most obvious contamination was noted to be gasoline. 170 yds3 excavated and placed in short term storage. The excavation was stopped due to exceeding the depth accessible by the backhoe. No GW encountered. DRO and BTEX contamiantion remained, suspeted to mainly gasoline. A CAP was to be prepared. 11/11/1993 Risk Assessment Report Approved Release Investigation Report, dated 11 November 93, by Gilfillian Engineering, Inc. received 9/24/93. A CAP was using passive ventilation was proposed for the contaminated soil stockpile. The plan was verbally approved on 10/26/93 and the cell constructed. In September & October 93 soil borings were advanced through the former UST location and in the area around it. The borings were advanced to about 41.5 feet bgs, No GW was encountered. Only Benzene and Toluene exceeded current cleanup levles in a single boring (TH4) at a depth of 19 - 20.5 feet bgs. All other contaminants analyzed were below cleanup levels. Mike Krieber
