(Old R:Base Action Code = RAPA - Remedial Action Plan Approval). Reviewed a soil treatment plan. The plan consists of 2 remediation techniques: landfarming and soil washing. The completed landfarming workplan should be submitted to Laura Noland, who is project manager for this site, for review and approval. Although the treatment plan has not been approved, the department does not object to transporting the drums to Fairbanks for storage until the treatment plan is approved. The soil needs to be transported in a safe manner, drums stored in a secure location and in a manner that will not lead to secondary contamination from the drums. |

1. Any future change in land will negate the exposure assumptions used in the determination of the alternative soil cleanup levels. If land use and/or ownership changes, the current land owner shall report these changes to ADEC within 14 days, as these ICs may no longer be protective and ADEC may require additional remediation and/or ICs. In addition, the University of Alaska - Fairbanks shall investigate and report the current land use and the status of the Fenced Soil Disposal Site to ADEC every three years, or report as soon as University of Alaska – Fairbanks becomes aware of any change in land ownership and/or use, if earlier. 2. The contaminated soils shall remain stored within the 981 square foot Fenced Soil Disposal Site shown on EXHIBIT A and described on EXHIBIT B (both EXHIBITs are presented in Documents). Any proposal to excavate, transport, move, treat, and/or dispose of soil located within this Fenced Soil Disposal Site requires prior ADEC notification and approval. An environmental site assessment, performed by a qualified environmental consultant, may be required. The fence surrounding this 981 square foot area must be maintained on this property, and two metal signs must be posted on the fence stating “Contaminated Soil Within Fenced Area – Unauthorized Entry Prohibited”. Photos of the posted signs shall be provided to ADEC for documentation purposes. 3. A NOTICE OF ENVIRONMENTAL CONTAMINATION (NEC) has been signed by an Authorized Representative of the University of Alaska - Fairbanks, and then recorded in the Palmer, Alaska Department of Natural Resources Land Recorder’s Office. |

The ADEC Cleanup Complete Determination with Institutional Controls letter was updated to reflect the current legal description and the recording of the NEC on December 12, 2013. This ADEC Cleanup Complete Determination with Institutional Controls letter will supersede the January 16, 2013 ADEC Cleanup Complete Determination with Institutional Controls letter. |
