Problems/Comments

There are over two hundred drums on the property with over one hundred of them full of waste oil, many of them leaking, resulting in hydrocarbon contaminated, stained soil. A Notice of Violation and letter of State Intent was issued on 10/12/1992 to Leo Rollins, property owner. This site is a candidate for state lead cleanup. Update 2/13/2012 by Paul Horwath: ADEC's spill response staff and KSA staff initiated response work in the early 1990s. It appears that the drums have been removed and/or the remaining contents properly tended to. The used oil may have been used for heating oil. However there is no evidence that the hazardous substance releases to the land were ever cleaned up. There is no documentation of any assessment or cleanup, under the oversight of an impartial, qualified, environmental consultant. Any ADEC efforts to pursue the cleanup of hazardous substances appear to have ceased in approximately 1996 - 16 years ago. This site will remain listed as an open site in this ADEC contaminated sites database until a qualified, impartial consultant assesses the property and provides a written report identifying the environmental status of the soil and contaminant concentrations.

3/1/1993 Interim Removal Action Approved (Old R:Base Action Code = FI - Field Inspection (General)). Rollins hired a man to begin the drum cleanup. The drums at the rear of the property have been removed, emptied, cleaned out and brought to the dump. The rest of the work will not be finished before March 2, 1993. The contractor was told verbally that all work must be done before spring breakup and that an ADEC inspector would return to the site in three to four weeks to determine the next course of action. It appears that the drums were removed from the property. This is a long time junkyard and repair facility. There is no record of any communication with the landowner since 1996.
