Staff reviewed and sent comments on Clean Sweep Remedial Action Report, which describes work completed during summer 2004 at LF001, OT003 (White Alice Site), SS008 and SS009 (Upper and Lower Camp Transformer Bldgs). Letter requested additional information to verify sampling data and to verify proper disposal of wastes, and information on dimensions of excavations, and actual confirmation sample locations. Work completed at this site consisted of removal of 45 cubic yards of PCB soil from Lower Tramway Building and 51 cubic yards of PCB soil at the two Transformer Buildings. Cionfirmation samples show that additional PCB soil will need to be excavated from both areas. |

At the Tramway Transformer Building, the report estimates that six cubic yards of PCB-contaminated soil remains above the 1 mg/kg cleanup level, with concentrations ranging from 2.94 mg/kg to 46.4 mg/kg. At the Two Transformer Buildings, the report estimates that four cubic yards of surface soil remain that exceed the cleanup level, with concentrations ranging from 1.63 to 5.10 mg/kg, and 2 cubic yards of subsurface soil remain that exceed the cleanup level with concentrations up to 130 mg/kg. |

DEC staff sent an approval letter for the Final Work Plan - LF001 and SS009 Remedial Action, Cape Lisburne Long Range Radar Station, Alaska, May 2010. This work plan describes how the Air Force plans to complete the clean up polychlorinated biphenyl (PCB) and petroleum contaminated soil at two areas at the Cape Lisburne Long Range Radar Station, and do additional inspection and sampling at another area. Work is planned for summer of 2010 and includes the following tasks at the Lower Camp Transformer Buildings and Lower Camp Tramway Transformer Building site (SS009):
• Excavation of an estimated 28 yds3 of PCB contaminated soil from the Lower Camp Tramway Transformer Building and 40 yds3 of PCB contaminated soil from the Lower Camp Transformer Buildings, and disposal in a permitted facility;
• Confirmation sampling of excavated areas;
• Site restoration to include backfilling, contouring, and revegetating. |

DEC staff sent approval letter for Final Report – LF001 and SS009 Remedial Action, Cape Lisburne Long Range Radar Station, Alaska (July, 2011). The report describes environmental cleanup and site restoration performed at two sites, LF001 and SS009, at the Cape Lisburne Long Range Radar Station during 2010. SS009 consists of the two Lower Camp Transformer Buildings and the Lower Camp Tramway Transformer Building. In 2010, a total of 118 cubic yards of PCB contaminated soil was excavated and disposed off site at Arlington, Oregon. Confirmation samples showed that the excavations met the cleanup level of 1 mg/kg for PCBs. The excavated areas were backfilled with clean gravel and graded. Based on the information in this report, DEC has determined that all of the cleanup requirements in the Decision Document for SS009 (May, 2003) have been met. |
