12/18/2001 Update or Other Action Received Final Interim Removal Action Report prepared by Clearwater Environmental, Inc. for the Alaska Army National Guard. A total of eightr cubic yards of DRO contaminated soil was removed from the site and placed in thirty-two 55-gallon drums for transport to the BNCI thermal treatment facility in Bethel. Confirmation soil samples collected from the excavated area were reported with DRO concentrations ranging from 811 to 17, 700 mg/kg. 5/9/2005 Update or Other Action Staff reviewed the Installation Action Plan and sent a comment letter to the AKARNG. The plan contains a summary of the site characterization and the removal of eight cubic yards of impacted soil in 2000. The results of the confirmation testing of the walls of the excavation indicate that DRO contamination did remain in place after the excavation. The level remaining was up to 17,000 mg/kg DRO but the results were rejected due to moisture content up to 90%. The excavation and sampling occurred when soils were frozen. No GRO or BTEX were detected in the samples. Currently the results of an Alternative Cleanup Level (Method III) evaluation are pending. The results of this will determine the future action at the site. Assuming that the results will not show any significant change in the level of contaminant remaining at the site, DEC concurs that the plan for a NFRAP or long term monitoring with five year reviews should address the concerns at the site. 1/22/2013 Site Characterization Report Approved Kipnuk Federal Readiness Center, Data Gap Investigation Report, Final January 2013 The investigation defined the areas of the site with contamination from diesel range organics and benzene remaining. Groundwater and surface water do not appear to be impacted. The hydrocarbon risk calculator was used to calculate proposed alternative cleanup levels based on the mass fraction of aliphatic and aromatic hydrocarbons in the diesel range. This resulted in proposed cleanup levels of 1500 mg/kg DRO and 0.05 mg/kg benzene based on the migration to groundwater pathway. ADEC has no objection to the use of these cleanup levels. 1/29/2016 Cleanup Complete Determination Issued The Final Remedial Action Report Federal Scout Readiness Center Kipnuk, Alaska, prepared by Ahtna Environmental Inc. (Ahtna), and dated December 2015, documents the final cleanup activities at the site. Ahtna excavated contaminated soil at the site in four (4) different areas previously identified during prior investigations. These areas were all near the former 3,000 gallon AST and west of the footprint where historical investigations indicated contamination greater than the cleanup level. All of the excavations were backfilled with clean material and the area was seeded with native grasses to prevent erosion. A total of 5.47 tons of petroleum contaminated soil was transported to the Columbia Ridge landfill in Arlington, Oregon landfill for disposal. Confirmation samples taken throughout the site indicate that all of the soil exceeding the cleanup level of 12,500 mg/kg DRO has been removed. Danielle Duncan

3/18/2020 Cleanup Complete Determination Issued On September 5, 2018, the fuel line that connected a day tank to the annex building was discovered to be sheared off and an estimated volume of five to eight gallons of heating oil was leaked. Analytical results indicated the highest concentration for diesel rang organics was 4,100 mg/kg. The previous contamination is associated with two releases of heating oil from a tank not associated with this release investigation. A site-specific cleanup level of 12,500 milligrams per kilogram (mg/kg) for diesel range organics (DRO) was approved by ADEC in Record of Decision (ROD) signed on June 27, 2013. In 2016 the site was given a cleanup complete status. At this time, the remaining contamination from the September 05, 2018 spill are below the alternative cleanup levels and no new exposure pathways exist. At this time ADEC will not move for further action. The site will remain closed. Rachael Petraeus
