Staff reviewed the Installation Action Plan and sent the following comments.
The IAP includes the results of a site investigation and a remedial investigation (RI) that indicate diesel range organics up to 6000 mg/kg and residual range organics up to 50,000 mg/kg are present in surface soil at the site. The samples had high moisture and organic content and the results are questionable. The Newtok Federal Scout Armory is located on a wetland.
The introduction to the IAP states that there was an interim removal action (IRA) during which 60 cubic yards of contaminated soil was excavated. The Alaska Department of Environmental Conservation (DEC) has no information on this action in our files. The IAP does not provide any further information on the IRA. Please provide a copy of the IRA report to me and include a summary of the action in the IAP. The IAP introduction also states that there is a possible off-site source for petroleum contamination but does not provide any supporting information. This should be expanded upon in the IAP and the Alaska Army National Guard should notify the persons responsible for this off-site source.
Photographs in the RI show a pipeline on the ground on the north side of the armory. This pipeline is not included in the RI report. The current use of this pipeline should be determined and an investigation of its integrity should be preformed. If the pipeline is not in use, it should be cleaned and removed.
DEC does not have enough information at this time to agree that no further action is appropriate. Potential impact to the wetland needs to be assessed. When the alternative cleanup level demonstration results are available, DEC would like to work with the AKARNG to determine the most appropriate actions for the site. |

Staff reviewed an Alternative Cleanup Level Demonstration Report and provided comments to the AKARNG. The site observations section of this report indicates the potential for improper disposal of drums and debris creating a sheen on the surface water at the site. The Alaska Army National Guard should remove the drums and debris and characterize any contents in the drums and the surrounding soil and surface water for potential contamination. |

The report incorporates acceptable responses to comments previously provided by DEC and it meets the requirements of 18 AAC 75.335, Site Characterization. The report is therefore approved.
It is my understanding that the Alaska Army National Guard (AKARNG) is currently reviewing the report and in the future will submit a Decision Document (DD) containing the remedy that the AKARNG has selected for the site. Upon receipt of the DD, DEC will make a decision on the acceptability of the proposed remedy and cleanup levels for the Newtok Federal Scout Armory.

Draft Remedial Action Report, Federal Scout Armory, Newtok, Alaska and Request for Determination of Cleanup Complete. The report documents the removal of 25 1-yd3 Super Sacks of soil contaminated with diesel range organics (DRO) and residual range organics (RRO) and transport off-site for disposal. Confirmation samples were obtained at the limits of the excavations. All results were below the Record of Decision cleanup levels of: 10,250 mg/kg DRO, 10,000 mg/kg RRO, 11 mg/kg benzene, 220 mg/kg toluene, 110 mg/kg ethylbenzene, and 63 mg/kg xylenes. These cleanup levels were based on the human health pathways of ingestion and/or inhalation as the migration to groundwater pathway was determined to be incomplete.
The requirements of 18 AAC 75.380, Final Reporting Requirements have partially been met. The DEC can determine that the cleanup is complete and the site is closed when the documentation of the soil disposal is provided.
