Problems/Comments

Significant floating product (6.30 and 4.25 feet) was discovered on November 17, 1992 in two monitoring wells. The date of the spill(s) or leak(s) are unknown. The contamination may be a long term problem spanning decades, may be recent, or may be a combination of past and recent releases. Analysis showed the product to be a weathered mixture of leaded gasoline (presumably AvGas) and diesel. At the time of construction in March 1992, Hart-Crowser personnel found no evidence of product in the monitoring wells and did not take water level measurements or sample the wells again until November. As it may have taken a period of time for floating product to collect in the newly constructed monitoring wells, the presence of floating product does not necessarily signify a recent spill. NOV/Request for Corrective Action issued by ADEC/WDO to Reeve Aleutian Airways DBA Frosty Fuel on December 21, 1992. NOV requested and received additional data including lab results and proximity of site to water sources by December 23, 1992. Hart-Crowser personnel performed a product recovery test using a bailer on November 28, 1992 and will submit the results to WDO the week of January 4 - 8, 1993. NOV/RCA of December 21, 1992 includes a request for Remedial Action Plan by January 10, 1993 and commencement of product recovery by January 15, 1993. Hart-Crowser expects to meet those deadlines. 12/21/1992 Update or Other Action (Old R:Base Action Code = CORR - Correspondence (General)). Received letter from Hart-Crowser providing information requested in NOV/RCA of 12/17/92. Information requested by 12/23/92 included results of floating product laboratory analysis and a map showing all groundwater and surface water sources within a one-mile radius of the tank farm boundaries. Two wells owned by the FAA provide water to the community of Cold Bay and are located approximately 800 and 1000 feet from the Cold Bay tank farm. The Chem Lab analysis report includes this note: "Hydrocarbon sample appears to be a mixture of leaded gasoline and a middle distillate such as diesel fuel." Lead content of the sample was 211 ppm. Telephone conversation with Matt Zukowski of Hart-Crowser, who reported that a Hart-Crowser technician traveled to the Frosty Fuel Tank Farm in Cold Bay on 12/28/92 to do a bail test on the monitoring wells to determine potential for fuel recovery. He said he hadn't assimilated the results yet but that the first indications are that bailing will be a very successful means of product recovery. VPH, EPH and 8020 tests will be run on water samples taken from monitoring wells in which floating product was not present, and a report of the bail test and sample analyses will be submitted to WDO. 4/27/1993 Update or Other Action (Old R:Base Action Code = SA2 - Phase II Site Assessment (General)). Telephone conversation with Matt Zukowski of Hart-Crowser, who reported that Phase II site assessment work, including installation of monitoring wells, to depths of up to 35 feet, is complete. Hart-Crowser personnel expect to measure water levels and determine whether floating product is present in the new wells nest week, after water levels have stabilized. At that time they will also report on the amount and fate of any product recovered to date. A Phase II SA report is not expected for at least a month, but Hart Crowser has agreed to provide weekly interim reports by telephone. Former Staff
