Problems/Comments

Petroleum soil contamination discovered during the removal 500-gallon heating oil UST. DRO & benzene soil contamination, exceeding ADEC cleanup levels, remains insitu after UST removal. The excavation was backfilled with clean gravel and the area capped with concrete. the remaining insitu contamiantion is located under an asphalt/concrete cap or under the building. There is no current completed direct exposure route. The 75yd3 stockpile was landspread on ADOT&PF airport property in 2006. The 06 & 07 area wide GW assessment reports show that MW2, located at the former Mark Air facility, is below the ADEC GW cleanup levels. Groundwater depth is between 4 and 76 feet below ground surface. One well is on-site. Surface water bodies within ¼ mile. Wien Alaska Air Inc. from 1976 to ’84 occupied the site. Lot 7 Block 500A. Tank closure took place in 2004, impacted soil derived from this investigation was transported to the Instrument Landing System site in dillingham.

Action Information

Action Date Action Description DEC Staff
12/22/1992 Site Characterization Report Approved Phase I Environmental Site Assessment Report conducted by Dames & Moore submitted. On site & off site evidence of potential soil &/or Gw contaminatioin observed, including severla areas of staining, an old heating oil UST and numerous off site USts and ASTs. Report recommended: Phase II SA; integrity testing on heatin goil UST & piping; removals of surface staining; improve drum storage and add secondary containment; sample existing MW; and collect soil samples in areas of surface spillage. GW is approximately 4 - 76' bgs and flows in a southerly direction towards the Nushagak River. Donald Seagren
10/12/1998 Update or Other Action Received analytical data report on 4-55gallon drums of soil cuttings from soil borings. The request to transport the drums to ASR in Anchorage for thermal remediation in accordance with their operating permit was approved. Jim Frechione

11/13/2003 Meeting or Teleconference Held ADEC met with Ron Stroman of ADOT and Dan McMahon of Shannon & Wilson to discuss several MarkAir sites. The outcome of the meeting are as follows: 1. MarkAir Nome – ADOT proposed to undertake soil/groundwater investigation at the site with a $15,000 tank removal aid from ADEC. ADEC will seek CIP funds for the tank removal expense. 2. MarkAir Dillingham – ADOT proposed to undertake soil/groundwater investigation at the site with a $12,000 tank removal aid from ADEC. ADEC will seek CIP funds for the tank removal expense. 3. King Salmon – DEC Drinking water program will be provided with information on the on-site drinking water well. Details of groundwater impact will be provided. An increase from 0.5629 mg/L DRO to 1.4 mg/L DRO has been recorded. Also ADOT lessee (AIDA) will be contacted. The contact person for AIDA is Jim McMillan. Ron Stroman will provide ADEC with contact information for AIDA. AIDA has leased this property to Bristol Bay Borough and Alaska Airlines. Both parties will be informed about the impacted drinking water well by DEC (CS program or Drinking water program). 4. MarkAir Barrow – Dan McMahon will provide a workplan addressing concerns presented in ADEC’s November 2003 letter regarding Bioremediation project. It was agreed that suprapermafrost groundwater issues will not be investigated at this time. Beatrice Egbejimba

6/21/2004 Meeting or Teleconference Held ADEC met with Ron Stroman of ADOT and Dan McMahon of Shannon & Wilson to discuss long term remedial plans for the various Mark Air sites. Specifically, the possibility of land spreading impacted soil on ADOT&PF owned airport parcels in Dillingham, Nome, Kodiak, Kotzebue and King Salmon. ADEC had no objections to this plan however Jim Frechione (Environmental Conservation Manager) stressed the need to prevent run-on and run-off during the remediation process. Beatrice Egbejimba
10/29/2004 Update or Other Action DEC staff completed review of the document titled: Underground Storage Tank Closure Assessment Lot 7A, Block 500A Dillingham Airport, Alaska dated June 2004. This report covered the removal & closure of a 500 gallon heating oil UST, which was not considered a regulated UST at the time of removal. Based on the data presented, concenttrations of DRO and benzene are present in the vicinity of the former UST above the applicable ADEC soil cleanup levels (maximum DRO 7,770 mg/kg; & benzene 0.0259 mg/kg). Based on field screening results & visual observations, it appears impacted soil may extend beneath the building. In addition, based on the analytical results the southern excavation sidewall does not exceed the applicable soil clenaup levels. Approximately 75yds3 of petroleum contamianted soil were excavated during the UST closure. The excavated soil was placed in a long-term storage cell on ADOT&PF owned land northeast of the site. the excavation was backfilled with cleanp gravel and capped with concrete. The area in the vicinity of the former USt has an asphalt cap. David Pikul
11/18/2004 Meeting or Teleconference Held DEC staff met with Ron Stroman ADOT and S&W to discuss future site activities. Contaminated soil remains within the excavation (7,700 ppm DRO) and it is likely a release investigation is nessecary. David Pikul
11/19/2004 Cleanup Assumed by ADEC DEC will assume clean up of the site. The site was being handled under the bankruptcy settlement under ADOT&PF prior to ADEC assumption. David Pikul
