Problems/Comments

During fuel transfer from one tank to another approximately 5,000 gallons of diesel was spilled through an uncapped valve into the unlined, diked tank farm. 2,700 gallons was recovered by April 15, 1993. Point of contact: Keith Barnack, Project Manager, 611th CES/CEV 10471 20th Street, Elmendorf AFB, AK 99506-2270; Telephone (907) 552-5160. Last staff assigned was Norberg (907) 269-3077. The spill occurred on November 26, 1992. By April 15, 1993, 21,000 gallons of diesel and water, of which approximately 2,700 gallons is diesel, had been recovered and is stored in an empty tank. WDO sent a letter to the site operator, Martin Marietta Services, Inc., on April 15th, stating that initial spill response and recovery activities were satisfactorily completed, and that the site requires further assessment and cleanup work. The letter requested a work plan by May 31st. During a mid-April phone conversation between Gary Brell and WDO staff, Mr. Brell requested that the requirement for third-party oversight be waived based on Martin Marietta employee's qualifications. Mr. Brell plans to include his request for the waiver with the work plan. This site is owned by the USAF and Martin Marietta is the contractor running the site.

Action Information

WDO sent a letter approving the corrective action plan prepared by Martin Marietta Services for site assessment and placement of soils into a bioremediation cell. The soils may or may not be bioremediated, depending on volume. If the volume of contaminated soil is small, it will be shipped out. If the bioremediation option is chosen, a remediation plan will need to be submitted to WDO. Former Staff

2/17/2009 Cleanup Level(s) Approved Contaminated Sites staff reviewed and approved a request for an alternative cleanup level for DRO impacted soil at the Cape Newenham Long Range Radar Station. About 300-cubic yards of soil were stockpiled in biocells originating from underground storage tank removals in the late 1990’s. Total organic carbon in the area is over 6%, with the average DRO concentration in the piles at around 800 mg/kg. The responsible party is coordinating with the Solid Waste Section to see about using the contaminated soil as landfill cover Jeff Brownlee
7/7/2023 Document, Report, or Work plan Review - other DEC approved the Draft Final Supplemental Site Characterization Work Plan/ UFP-QAPP Cape Newenham Long Range Radar Site Site TA001, dated June 2023. The work plan describes the planned site characterization activities at the TA001 site located on the Cape Newenham Long Range Radar Site, Alaska. The goal of this work is to address data gaps from previous site characterization efforts and to define the lateral and vertical extent of petroleum-related soil contamination at TA001, investigate groundwater and surface water impacts at TA001, and further investigate the extent of lead soil contamination at the former Tank 2 footprint within the Tank Area. The focus of this investigation will be on the Tank Area, Pipeline B, and Pumphouse. The related sites within the database are Cape Newenham LRRS POI 1 (File Number 2525.38.001) – includes only the Tank Area, and the Cape Newenham LRRS – Air Force (File Number 2525.38.001) – includes and tracks cleanups at all sites, except SS008 and SS007.
