Problems/Comments

An unknown amount of diesel leaked to soil and groundwater from fuel storage tanks and/or piping over a period of time that may have begun in the early 1970s. Hydrocarbon product present as a floating layer on the water table. Extent of contamination at least one acre. Health impact unknown. Drawdown recovery system was installed in 1987 and recovered approximately 8,100 gallons as of 8/1988. Depth to water 12 to 23 feet. (Illinois-Minnie) (rpltr.BEN) (c-plan). Chevron acquired responsibility for Texaco site in 2002. Groundwater at Saupes and Wilner's (102.38.005) are being monitored together.

4/22/2003 Update or Other Action Groundwater Monitoring Well Assessment, Repair, and Sampling report submitted. Eleven wells were sampled in June with maximum concentrations of 175 ppb benzene (TH-17) 3,160 ppb GRO (TH-1), and 103,000 ppb DRO (TH-1). Other VOCs were below cleanup levels. Twelve wells were sampled in September with maximum concentrations of 1,540 ppb (TH-2), 38,900 ppb GRO (TH-2), and 15,300 ppb DRO (TH-2) (Saupes and Willners assessed together). Janice Wiegers
5/22/2003 Update or Other Action Requested information about an injection wells from Sourdough Fuel. Dave Cieplik, facility manager, indicated that the only potential injection well he knew of was a drum cleaning pit at the back of the warehouse that had not been used since the mid-70s. He believed the pit was contained and did not drain to the ground, but is checking into this. Another potential drywell was reported by SECOR in on the northern portion of the property and is probably the former injection well associated wtih the recirculation gallery. Mr. Cieplik stated that Sourdough Fuel recently built a lined snow containment cell for their spill plan along the northern boundary of the property. Janice Wiegers

According to the report the new monitoring wells that were installed downgradient of the site (MW-7, MW-8, and MW-10) all contained groundwater contamination above ADEC cleanup levels. 1/10/2008 Update or Other Action DEC received the Second Semi-Annual 2007 Groundwater Monitoring Report from ARCADIS BBL for the former Chevron bulk plant, former texaco bulk plant and former unocal bulk plant. DRO's in wells TH 2 and TH 17 seem to have doubled from the last time they were sampled. Wells TH 7 , TH 10 and MW 3 had no contaminants above the DEC cleanup level. ARCADIS recommends sampling wells TH 7, TH 17 and TH 18 on an annual basis instead of semi-annual. They also recommend eliminating PAH, EDB and volatiles analysis (will continue BTEX). 1/31/2008 Update or Other Action DEC received the 2007 Site Assessment Report for the Former Chevron Bulk Plant, Former Texaco Bulk Plant, and Former Unocal Bulk Plant. Soil samples and vapor probe gas samples were collected at the site. Vapor probe gas samples exceeded screening levels for ethylbenzene, benzene and toluene at depths of 5 and 8.5 feet. One soil sample exceeded exceeded cleanup levels for DRO and benzene. ARCADIS proposes to conduct another vapor sampling event in 2008. Tamara Cardona-Marek

7/11/2008 Leaking Underground Storage Tank Corrective Action Underway Met with Dan Carrier (Chevron) and Greg Montgomery (Arcadis) to discuss current activities at the site and plans to do additional assessment. ADEC recommended doing vapor probes on two sides of the buildings on site to assess the potential for vapor intrusion. 8/29/2008 Update or Other Action Received and reviewed the First Semi-annual 2008 Groundwater Monitoring Report for Former Chevron, Texaco and Unocal bulk plants. Results are consistent with previous results. ARCADIS recommends eliminating PAH's analysis , EDB and VOC's. ADEC agrees but requires analysis for PCE/TCE. 3/13/2009 Meeting or Teleconference Held ADEC discussed site with Arcadis and Chevron on 3/3/2009. ADEC requested that only one sampling event takes place this year and efforts are focused on developing graphs and plume maps that demonstrate contaminant reduction over time. MNA parameters should also be measured at the site during sampling events. Arcadis will do a Phase I assessment to determine if additional plume delineation to the west is needed. 8/28/2012 Meeting or Teleconference Held DEC met with Chevron and Arcadis to discuss actions for 2012-2013. It was discussed how to establish a "baseline" of the contamination . DEC suggested an in depth file review with a document that summarizes the current sttaus of the site and how it will be moved forward. 4/29/2013 Meeting or Teleconference Held DEC met with Chevron and Arcadis to discuss the current status of the site and upcoming activities. Arcadis performed groundwater monitoring in 2012; results were consistent with previous events and contamination was documented in several wells. LNAPL was present in MW-25. Arcadis will continue with annual groundwater monitoring and will prepare a conceptual site model report in 2013. Robert Burgess
5/14/2014 Meeting or Teleconference Held DEC met with Chevron and ARCADIS to discuss the status of several Fairbanks-area sites. Current plans for this site are to continue annual groundwater monitoring. Nearby sites are a higher priority for Chevron, and heavy hydrcarbons in the diesel range (DRO) are the primary contaminants. DRO does not respond well to air sparge or soil vapor extraction treatment, so monitored natural attenuation may be the most likely long-term remedy for this site. Robert Burgess

Description Details
Groundwater Use Restrictions The groundwater should not be used for drinking water (or any other purpose) until such time that groundwater cleanup levels are achieved. If there is a groundwater well on your property, the water must meet regulatory cleanup levels . If the groundwater exceeds the cleanup levels (as determined by approved water sample analysis), it should either be treated to meet those levels or the well should be decommissioned in accordance with ADEC procedures. The installation of any new groundwater wells should be coordinated with ADEC.
Excavation / Soil Movement Restrictions If contaminated soil is excavated or groundwater is encountered and must be discharged, ADEC should be notified prior to any transport or discharge from the property. Information regarding how the excavated soil is to be stored and/or transported and how groundwater will be contained and/or discharged should be provided to ADEC prior to transport or discharge.
