11/18/2005 Update or Other Action ADEC received the 2005 Groundwater Monitoring report for Fairview Manor Apartments. MW-1, MW-5, and MW-10 were sampled and analyzed for PCE (ranged from non-detect to 31.7 ug/L), DRO (ranged from non-detect to 1.6 mg/L), and BTEX which were all below ADEC cleanup levels. Shannon and Wilson recommends that since DRO levels are still above ADEC cleanup levels that at least two more rounds of annual groundwater-monitoring events are required at the site. 1/10/2007 Update or Other Action 2006 groundwater monitoring report was received. Three monitor wells were sampled - MW 1 and 5 for PCE and MW 10 for DRO. MW 1 detected 30 ppb PCE which is below the 50 ppb site cleanup level but above the 5 ppb MCL for drinkng water. MW 5 detected 6.5 ppb. The trend in concentration (compared to the last 3 years) appears to be stable at this time. MW 10 detected 2 ppm DRO which exceeds the 1.5 ppm cleanup level but also appears stable when compared to previous sample rresults. GW monitoring will continue. Jim Frechione
2/14/2007 Meeting or Teleconference Held ADEC (Frechione) and AG (Steve Ross) met with Nortech (Hargasheimer) to discuss a possible prospective purchase agreement between the developers (Weeks Field Development Group) and the State. The meeting was preliminary to discuss various administrative options and the level of data necessary to effectively execute a PPA. The conclusion was for Nortech to discuss the options with Weeks Field Development and either proceed with further site characterization or propose conditions in a draft agreement (based on existing data). Nortech will then contact ADEC for further discussions. Jim Frechione
2/23/2007 Update or Other Action The record of decision to require no further active cleanup actions was conditional on institutional controls attached to the site. These controls related to soil and groundwater issues were never attached to the property deed. It is recognized that the deed notice and/or restrictions are required but due to the current property negotiations - ADEC shall delay attaching the required controls until further characterization and/or cleanup actions are conducted associated with the development proposal. 5/23/2007 Meeting or Teleconference Held a meeting was held this date with DEC (Frechione); AG (Steve Ross); Bitteroot Investments (JV Brown); and the Weeks Field Development Corp (Glenn Gellert and Rod Pflager). the purpose of the meeting was to generally discuss the plans for development and the status of contamination. there currently is an EPA Brownfield assessment by Ecology & Enviro scheduled for summer 2007 to further define the nature and extent of contamination. Weeks Field wanted to discuss a "release from liability" agreement but it was premature until the contamination was characterized. DEC did offer information about the various options (transport and treat off site or treat / dispose on site) to address contamination if present. it was agreed to meet again following receipt of site characterization data Jim Frechione

9/27/2007 Update or Other Action EPA report (prepared by Ecology & Environment) for the Weeks Field Targeted Brownfield Assessment site (Fairview Manor Apartments) was finaled. it concluded that the 13 acre site was not contaminated above ADEC cleanup levels. the assessment focused on the former maintenance shop area and the fuel distribution pipeline to the aprtment buildings. there was no evidence of soil contamination above cleanup levels for either petroleum or PCE but that PCE was present in the groundwater upgradient of the site Jim Frechione
11/21/2007 Meeting or Teleconference Held a meeting between Glenn Gellert; Jim Frechione and Steve Ross was held this date to discuss the status of the environmental assessment (conducted by EPA Brownfield) and the negotiations to purchase the property from the city. Mr Gellert indicated he still wanted to pursue a release from environmental liability agreement. DEC and AG's office aggreed to draft an agreement that might facilitate re-development of this property. a mid-december target date was proposed for the initial draft agreement Jim Frechione
7/23/2008 Update or Other Action DEC received information regarding the re-plat of the 13 acre fairview manor property into 4 tracts (tracts A, B, C, and D). the westernmoswt tract (D) is to be developed first and the consultant (Nortech) indicated the developer and lending institution wanted to discuss a release from liability agreement for existing contamination. the attorney general's office had a draft agreement prepared for discussion purposes and DEC reviewed the site data to determine the nature and extent of contamination on tract D. there was no evidence of soil contamination and there were low levels of chlorinated compounds detected in the groundwater in the past - but not in the recent EPA brownfield assessment. Perhaps DEC could issue an environmental determination regarding tract D and address the other tracts as they are proposed for development. Jim Frechione

A complete file review will be done to see if there are groundwater monitoring results that are missing from our database records. 10/19/2011 Institutional Control Compliance Review IC requirements of no offsite transport of contaminated soil and/or groundwater and no excavation in the areas of contamination without prior approval of ADEC, added to the database record on October 19, 2011. These requirements should have been added at the time of conditional closure in 2001. A letter was sent to the property developer reminding them of the requirements during construction activities. 4/22/2013 Document, Report, or Work plan Review - other Received report from Weeks Field Development Group prepared by Nortech on the Phase II Investigation Report related to the Fairview Manor Shop building, which was being demolished. Nortech confirmed PCE-contaminated soil was present in the northwest and southwest corners of the shop building. Six cubic yards of contaminated soil was removed and disposed of through Emerald Alaska. PCE remained in the excavation limits in the northwest area, but the levels were below 1.65 mg/kg which was established as an alternative cleanup level in the 2001 Record of Decision. Nortech estimated 5 cubic yards of contaminated soil may remain in this area - which was removed during excavation for the foundation of building RL-3. ADEC approved managing this soil on-site. 2/6/2014 Document, Report, or Work plan Review - other ARES submitted a Limited Site Characterization Report, dated 2/6/2014, for soil sampling and stockpile management following foundation excavation activities for the RL-3 building at Ravens Landing. The excavation work was conducted in October 2013. Based on the Nortech sampling reported in 2013, approximately 5-10 cubic yards of PCE-contaminated soil were estimated to remain in the northwest corner of the RL-3 foundation excavation. Soil excavated from this area was treated as contaminated soil and temporarily stored in a 370 cubic yard pile, approximately 2 feet deep, east of the existing apartments on the property. The pile was then inadvertently covered with clean material. After discussion with DEC, the top material was removed, and ARES bored 9 boreholes into the remaining pile from which to collect 10 soil samples. Toluene, xylenes, and trans-1,2-dichloroethylene were observed below cleanup levels. PCE was not detected. This property was identified as Tract B1, Weeks Field Subdivision. Janice Wiegers
