Problems/Comments

An environmental assessment in 1991 found several areas of potential contamination including stained soils. Follow up investigations in 1992 detected petroleum hydrocarbons and perchloroethylene (PCE) in soil and diesel range organics (DRO), benzene, and ethylbenzene in groundwater. A new property owner conducted site cleanup in 1994 which included disposal of used paint and solvent containers and surrounding soils. Follow up investigations resumed in 2008 and detected DRO, residual range organics (RRO), benzene, and ethylbenzene at levels above cleanup.

Action Information

Action Date Action Description DEC Staff
9/23/1992 Meeting or Teleconference Held Kalu/Gibler met with attorney Alan Schon representing Dr. Art Hansen, owner of Giant Tire site. The need to assess the source and extent of groundwater contamination was emphasized. Kalu Kalu
9/28/1992 Site Added to Database Former Staff
1/28/1993 Site Ranked Using the AHRM Initial ranking. Former Staff
1/14/1994 Update or Other Action (Old R:Base Action Code = RPL2 - Site Information Request Letter). Sent PRP-CS Database Notification Letter to RP requesting update and more environmental information. RP responded with completed information form and update that they had removed some stuff from the site. Jeff Peterson
7/10/2002 GIS Position Updated Plotted latitude and longitude coordinates and found them to be acceptable for associated property or address. Heather Goldman
4/27/2006 Update or Other Action Letter sent to responsible party requesting additional soil and groundwater characterization on the site. Deborah Williams
6/29/2006 Update or Other Action Proposal for Release Investigation Work Plan received from Shannon & Wilson. Tamara Cardona-Marek
1/15/2008 Update or Other Action Letter sent to RP requesting status on the property. Tamara Cardona-Marek
3/13/2008 Exposure Tracking Model Ranking Initial ranking with ETM completed. Tamara Cardona-Marek
5/16/2008 Update or Other Action Third notice letter sent to RP. Tamara Cardona-Marek
5/22/2008 Update or Other Action Received call from RP, Suzan Cowee. Will be hiring a consultant to proceed with site assessment this year. Tamara Cardona-Marek
7/25/2008 Update or Other Action Spoke with RP. Shannon and Wilson collected samples and will submit a report. No workplan was submitted although a phone call with Shannon and Wilson took place around June. Tamara Cardona-Marek
8/22/2008 Update or Other Action Received Well Monitoring report by Shannon and Wilson. Monitoring well B-4 contained DRO above cleanup level. ADEC requested installation of an additional monitoring well at the edge of the property (corener of Building #3). A soil sample must be collected during drilling and sampled for PCE/TCE. Water must be analyzed for PCE/TCE also. Tamara Cardona-Marek
11/24/2008 Update or Other Action ADEC was contacted by Lyle Greeshover. He is the new consultant for this site and will be submitting a workplan for additional work at the site. Tamara Cardona-Marek
8/25/2009 Document, Report, or Work plan Review - other ADEC received the Giant Tire Sampling and Well Installation Work Plan from Alaska Resources and Environmental Services. Tamara Cardona-Marek
1/4/2012 Document, Report, or Work plan Review - other DEC received and reviewed the Phase II Environmental Site Assessment Report for work conducted in 2009. One well was installed near the location were PCE was identified in 1992 and existing well B-4 was sampled. Soil samples collected during well installation indicate DRO and RRO above the migration to groundwater cleanup levels but below health based levels. Only DRO present in groundwater. Highest DRO was 1.74 ppm in well B-4 . Detection levels for PCE in soil samples were above the migration to groundwater cleanup level, however , no PCE was identified in groundwater. Tamara Cardona-Marek
1/26/2012 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 72616 USTs and ASTs. Tamara Cardona-Marek
7/30/2012 Document, Report, or Work plan Review - other DEC received from ARES the work plan for additional site characterization. ARES proposes to install two soil borings to sample soil and complete as temporary monitoring wells. Soil and groundwater will be sampled as well as drinking water well and well B-4. Analysis will include DRO, GRO, RRO, VOC's, PAHs, and lead. Tamara Cardona-Marek
11/28/2012 Update or Other Action Received call from RP. Site characterization work was completed last field season; awaiting report from consultant. Tamara Cardona-Marek
11/28/2012 Document, Report, or Work plan Review - other DEC received the 2012 Phase II environmental site assessment from ARES. The report documents cleanup activities and monitoring performed at the site, including the installation of temporary monitoring wells downgradient of the property (off the west and northwest property boundaries), excavation and disposal of contaminated soil, and monitoring of new and existing wells including the private well onsite. Remaining contamination is well below cleanup levels for all analytes which included GRO, DRO, RRO, BTEX, VOCs, PAHs, and lead. ARES recommends a cleanup complete status and decommissioning of monitoring wells. Robert Burgess
2/6/2013 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 72616 USTs and ASTs. Robert Burgess
2/22/2013 Update or Other Action Call from RP checking on status of closure letter. Email closure letter directly to RP when complete (see email in affiliates). Janice Wiegers
6/7/2013 Cleanup Complete Determination Issued Cleanup Complete Decision document sent to RP on 6/3/13 Robert Burgess
