Problems/Comments

Site selected for Resource Conservation and Recovery Act (RCRA) inspection due to volume of drummed material stored on site. Approximately 400-450 drums containing used oil, also approximately 250 5-gallon containers, JP-4, gasoline, glycols, Isopropanol, asphalt, asphalt cut back, grease/petroleum products found on site. Many drums in poor condition, several leaking. Owner claims most of material is product not waste. Cross-reference to file number 100.23.088. Containers were stored both on the FIA property around the auto repair building/hanger area and nearby on the 5472 Mail Trail Road SRC property (Everts Storage Yard). Subsequently the 5472 Mail Trail property received over 500 cubic yards of contaminated soil that was excavated from Everts Air Fuel Block 3 Lot 1 (Hazard ID 24401) and Block 3 Lot 11 (Hazard ID 24438) during the removal of underground and above ground storage tanks. The 5474 Mail Trail property will remain open until the contaminated soil is properly remediated.

4/9/1993 Enforcement Action A Notice of Violation (NOV) was issued for the SRC Partnership property located on 5472 Mail Trail Road, in Fairbanks. Issuance of this NOV resulted from inspections of the property by the DEC on October 6, 1992 when it was determined that SCR appeared to be operating as a conditionally exempt small quantity generator and was in violation of State (18 AAC 62) and Federal (Title 40 CFR 260-270) Hazardous Waste Regulations. 5/10/1993 Update or Other Action Letter from Everts Air Fuel and SRC Partnership Property was received by the DEC This letter proposed changes at both properties to correct problems identified in the 4/9/1993 NOV. Actions include inspection and cleanup of all drums, installation of a gravel pad with internal liner to provide secondary confinement for future storage of petroleum products, cleanup of gasoline spill from a drum located next to the eastern side of the SRC property, and the testing of contaminated soil and cleanup of spills near the large metal shed in the central portion of the facility. Following the above action, a report will be submitted to the DEC indicating the chemical, volume, and location of each spill and what cleanup activities took place and what additional activities are planned. 6/20/1994 Update or Other Action DEC received hazardous waste manifest documenting the proper characterization and disposal of hazardous waste. Characterization included testing for heavy metals, PCBs, F-listed solvents (29 compounds), halogenated compounds in oil, TCLP extraction and benzene. The hazardous waste consisted of 6 barrels of waste water from the auto shop oil water separator, and 3 barrels of solid waste, including sump sludge containing PCB Aroclor 1260, and a mixture of aircraft oil, soil and absorbant pads. 7/23/1994 Update or Other Action DEC received hazardous waste disposal manifest for the disposal of 3 drums of waste material and treatment of 6 drums of wastewater on June 20, 1994 and determined that violations observed at Everts Air Fuel and SRC Partnership property have been addressed. 7/29/1994 Enforcement Action Closed Following receipt of the hazardous waste manifest #A1199 on June 20, 1994 which documented proper disposal of hazardous waste observed in October 5 and 6 1992, the Department has determined that violations observed at the Everts Air Fuel and SRC Partnership property have been addressed. 8/31/1994 Update or Other Action AGRA Earth and Environmental submitted the Hazardous Materials Inventory Listing for the SRC/Everts properties. These 494 drums contained used oil (274 drums), asphalt cutback (116), deicing fluid (29) and miscellaneous other compounds such as lubricants, greases, dispersant oil, isopropanol, methanol, ether, aluminum etching fluid, and magnaflux. 8/16/1996 Site Ranked Using the AHRM Ranked by Shannon and Wilson. NOTES: Release and GW exposures are unknown. It should be noted that in a 7/29/94 letter, ADEC determined that the violations had been addressed, but they were waiting for the submittal of the hazardous materials inventory. Copies of confirmation analyses from the contaminated soil removal are needed to determine if adequate cleanup was conducted. 2/9/2016 Update or Other Action A request was made by DEC to Everts Air Fuel, Inc. to characterize the remaining soil contamination in an on-site stockpile and the surrounding area potentially affected by contaminants from the stockpile. The contaminated soil stockpile (approximately 450 cubic yards) is from soil excavated between 1993 and 2008 during tank removals from Everts Air Fuel sites, Lot 3 Block 1 and Lot 3 Block 11, which were leased from the Fairbanks International Airport. 6/25/2021 Update or Other Action DEC PM reviewed figures, tables and lab reports of the former stockpiles at the site. Diesel range organics and benzene, ethylbenzene, toluene and xylene analytical samples were collected and analyzed. Heated headspace samples were also collected from both stockpiles. None of the analytical samples exceeded human health levels and most were beneath migration to groundwater cleanup levels. No cleanup level exceedances were observed in the north pile during the 2010 to 2012 sampling events. At least one sample was observed to exceed clean up levels in the south pile each year it was sampled. Benzene was observed at up to 0.0551 mg/kg and DRO up to 355 mg/kg during the first two years of sampling. 7/28/2021 Meeting or Teleconference Held DEC staff met with Everts General Manager to discuss a request for conducting site characterization of the area around the base of the former stockpiles that had been removed. 6/7/2022 Site Characterization Report Approved Everts Air Fuel, Inc. Post-Underliner Characterization Report received. This report summarizes characterization activities conducted by Alaska Resources and Environmental Services; LLC (ARES) related to historical stockpiles of contaminated soil that were previously stockpiled on liners in the area of investigation. DRO, Tetrachloroethene, Xylenes, Trichlorofluoromethane, and several PAH compounds were all detected at concentrations significantly below ADEC cleanup levels. ARES recommends "no further action". 8/31/2022 Document, Report, or Work plan Review - other The Post-Underliner Characterization Report for Everts Air Fuel, Inc. was reviewed and approved. The purpose of this sampling event was to determine if the site was impacted by the storage of former contaminated soil that had been stockpiled at the site. Sampling consisted of field screening of 87 heated headspace samples and analytical analysis of 10 VOC, DRO, and GRO, and 2 PAH samples. All analytical results were significantly below ADEC cleanup levels. No further action has been recommended. Shawn Tisdell

6/21/2023 Meeting or Teleconference Held DEC project manager met with Everts Air Ground Operations manager to discuss four active contaminated sites including this one, which Everts is the responsible party. The general site cleanup process and site closure decision milestones were discussed. Contaminated soil stockpile management was discussed. A request was made by the DEC to determine current conditions of monitoring wells at each site and to develop a work plan for each site that leads towards site closure milestones. Shawn Tisdell
