Problems/Comments

Contaminated soil discovered beneath foam soil stockpile liner. One of three monitor wells indicated benzene in water sample close to maximum cleanup level (MCL). Subsequent resampling did not find any. Contaminated soil was excavated from former stockpile location, and incinerated. Site "closure" sampling indicates it is below cleanup levels. Wells will be periodically resampled.

10/21/1992 Update or Other Action This action entered July 9, 2014. "Thermal Remediation and Site Assessment Project Report" by Environmental Systems, Inc. (ESI) faxed to ADEC on October 21, 1992. 1067 cubic yards of soil was thermally remediated from a lined, contaminated soils containment area. Liner installed in June 1990. Sampling and analysis was conducted by ESI, instead of impartial, third-party consultant. Amy Rodman

Letter received at ADEC NRO on June 16, 1993 from William Satterberg (attorney) to ADEC Commissioner John Sandor stating opinion on ADEC's stance/preference on in-situ remediation (bioremediation) for leaking underground storage tank (LUST)removals versus thermal remediation. Environmental Systems, Inc. is an environmental services company which specializes in mobile thermal remediation and conducts analysis, monitoring associated with contaminated sites. Amy Rodman

3/14/1994 Update or Other Action This action entered July 9, 2014. Letter (USPS Certified Mail) to Environmental Systems, Inc. (ESI)(William Satterberg)from Jeffrey Peterson (ADEC) notifying that the site is on ADEC Contaminated Sites Database and request for environmental data. 9/11/2002 Update or Other Action This action entered July 9, 2014. Site Closure Workplan by American Environmental received at ADEC Fairbanks office for ESI site. ESI operated from 1991 to 1998. Approximately 3,000 cubic yards of soil were left on site after ESI moved their operations. In fall 2000, 2,220 cubic yards of soil were removed to OIT, local thermal remediation contractor. That soil was sampled in November 2000. Shallow groundwater impacted by TCE from upgradient property. TCE is found in nearby groundwater wells and rendered them non-potable. Three monitoring wells installed in 1992. All wells sampled thirteen times since installation. In 1997, elevated levels of DRO and benzene in MW 2. Stockpiles remaining on site need to be addressed. 8/27/2004 Update or Other Action Doug Bauer sends email reply to Larry Johnson and Jim Frechione concerning site status. Salient points are John Carnahan's September 20, 2000 memo to Steve Bainbridge provides a good summary of the current situation (see attachments); suggest a meeting with ADEC managers and ADOL to determine closure strategy before contacting the current land owner Mr. Bill Satterbergy; 1800 cubic yards of contaminated soil remain on property of which 750 cubic yards came from the ADEC state lead Denny Property cleanuup; and recent sampling of stockpile soils was conducted only at shallow depths, higher concentrations may be found at depth in stockpile. 7/18/2007 Update or Other Action Wayne Grieme, western neighbor to the former ESI property, contacted ADEC reporting that piles of contaminated dirt associated with the former ESI operation were being moved about the property. Mr. Grieme reported a stong odor of diesel fuel and wanted to know what was happening. Douglas Bauer
7/19/2007 Update or Other Action Mr. Al Vezey, owner of Lakloey, Inc. and current property owner of the former ESI property was contacted. Mr. Vezey was informed of Mr. Grieme's July 18, 2007 concerns. Mr. Vezey stated that he was operating in accordance with a NORTECH Enironmental Engineering & Consulting land farming plan. Mr. Vezey was advised to have NORTECH contact ADEC as soon as possible. Mr. Vezey stated that he did detect diesel ordors as the contaminated soil was moved. Douglas Bauer
7/19/2007 Update or Other Action Mr. Peter Beardsley with NORTECH Environmental Engineering and Consulting contacted ADEC at the direction of Mr. Al Vezey. Mr. Beardsley stated that NORTECH does not have a formal written land farming pla for Lakloey, Inc.; however, NORTECH has previously spoke with Mr. Vezey about general land farming requirement and has previously field screened treated soil. Apparently Mr. Vezey was land farming soil on property prior to his purchase of the property in Dec. 2004 when Mr. Bill Satterberg owned the property. Mr. Beardsly was not aware of any ADEC approval for the land farming. Douglas Bauer
