Problems/Comments

UST containing waste oil and UST with hydraulic oil failed tracer test. Both tanks currently not in use and planned for removal summer of 1992. See also file# 107.23.002. (rpltr4)

9/19/2003 Meeting or Teleconference Held Staff attended a meeting with Air Force and EPA personnel to resolve comments on the draft Eielson Five-Year Review. Issues with the document included event-driven groundwater sampling at several contaminated sites, which we denied pending further clarification of the process, and closing numerous sites under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), but keeping them open under the State until 18 AAC 75 diesel range organic cleanup levels are met. 8/9/2005 Site Closure Approved The Alaska Department of Environmental Conservation (ADEC) has reviewed the historical information for the LUSTs (Tank #29, 30, and 31) at Building 1348, which is in the ADEC LUST Program Database (RECKEY 199231X006601). This site is also listed in our Contaminated Sites (CS) Database. This site consists of one 550-gallon waste oil tank (#30), one 550-gallon hydraulic fluid tank (#31), and one 550-gallon used JP-4 tank (#29) that were all removed on May 25, 1994. Apparently tanks #30 and #31 failed a tracer tightness test conducted in May 1991. Additionally, a leak was detected at the pipeline coming from Tank #29. During the removal of the tanks and associated piping, approximately 1 cubic yard of soil was removed that was thought to be contaminated. However, after sampling of the excavated soil, the concentrations were found to be below ADEC cleanup standards and the soil was spread at the intersection of Central Avenue and Flightline. Two confirmation samples were collected in the footprint at each of the three tanks and analyzed for diesel range organics, gasoline range organics, benzene, toluene, ethylbenzene, and xylenes, and total recoverable petroleum hydrocarbons. All analytes were either non-detect or well below the soil cleanup standards. Because contamination due to the underground storage tanks was below ADEC soil cleanup levels, no further action is required for the three tanks at Building 1348. Emily Youcha
7/6/2006 Update or Other Action ADEC agreed to decrease sampling of the North Boundary Wells from annual sampling to biennial. Upcoming measurements will be summer 2007, 2009, 2011, etc. Concentrations of VOCs, SVOCs, and metals in the sentinel wells have been monitored annually since 1992 and there has been no detection of contamination.
