Problems/Comments

On 4/92 ADEC informed that soils contaminated from past spills of fuel products at the Power Plant and Motor Pool were excavated. Contamination may remain. Extent of contamination estimated at 2000 cubic yards, though additional contamination may exist. Low levels of solvents in soils at Motor Pool. Unknown if groundwater contaminated. Bioremediation landfarming proposed. Surface soil samples from the overflow drainage ditch adjacent to the power plant were found to contain semi-volitile organic compounds including benzo(a)-anthracene, benzo(a) pyrene, benzo(b)-flouranthene, benso(k)flouranthene, and dibenzo(a,h)anthracene in excess of proposed action levles. Subsurface soil samples confirmed the conclusion from earlier studies that contaminant migration into the sub-surface soils has not occurred. No evidence of grouwnwater contamination was found at the site. Sites are managed as Operations and Maintenance sites. They are not IRP sites. Last staff assigned were Noland, and Light. An overflow pipe form an oil/water separator occasionally spilled into a ditch on the east side of Building 111. The oily water flowed at least 250 feet down the ditch east of the power pland and infiltrated the soil adjacent to the ditch.

Some samples analyzed for Halogenated Volatile Organics and Aromatic Volatile Organics. TPH values ranged from 215 - 18,800 ppm. One water, one soil sample were collected at the Motor Pool. 10/13/2005 Update or Other Action 1994 RI findings/recommendation: Limited SVOC contamination in the surface soils at the former location of the oil/water separator. 11/8/2005 Update or Other Action Staff reviewed site summaries for 23 IRP sites at Clear. The following comment was sent to the Air Force for this site: Site 17 (SD017) is located adjacent to the power plant where an overflow pipe from an oil water separator occasionally spilled into a ditch. One removal occurred prior to 1991 when approximately 100 cubic yards of contaminated soil next to the footings was removed. It appears that the oil water separator was also removed at that time. An RI occurred in 1994 and 1995 that found elevated levels of some polyaromatic hydrocarbons and recommended a remedial action to remove soil to a depth of one foot for approximately 250 feet along the ditch. The Air Force proposes a supplemental sampling event, including the sampling for PCBs, to determine if contaminants remain that warrant further investigation. If contaminants remain at levels of concern, a RI will be completed to completely characterize the site. DEC concurs. Debra Caillouet
2/2/2006 Update or Other Action The Alaska Department of Environmental Conservation received the Draft Preliminary Findings Report Sites 6, 7, and 17 on January 27, 2006. The report describes the results of sampling and analysis from the fieldwork in October 2005 and proposes modifications to the work planned for the spring of 2006 based on the preliminary findings. DEC sent the following comment regarding site 17 to the Air Force. Site 17 is a drainage ditch that received runoff from an oil-water separator. The surface soils obtained during the fall effort delineated the western extent of the surface soil contamination but the results indicate the eastern extent of the surface soil contamination was not defined. DEC requests additional surface soil samples be collected and analyzed for DRO to define the eastern extent of the soil contamination. SB 01 was overlooked by DEC when commenting on the work plan. PCB soil contamination associated with the routine testing of PCB oils during the historical operations of powerhouses has been found at many other installations. The distribution of soil contamination associated with this practice has covered up to 180° and up to 10 feet around any doorway that was convenient to the transformers. Please provide a building drawing showing all exterior doorways, the location of the PCB transformers and an identification of the use of each room within the powerhouse. Using that information, a minimum of three surface soil samples should be analyzed at each doorway. Judgment should be used to bias the sampling in the direction where it would be easiest to throw the oil sample. The soil boring can be deleted from the work plan. Debra Caillouet

Site 17 is the power plant and includes an oil/water separator overflow ditch and the area where PCB filled transformers were located. In 2005, surface soil samples were collected and analyzed that contained DRO up to 3100 mg/kg and RRO up to 18000 mg/kg in the overflow ditch area. Surface soil samples were obtained around the doorways in 2006 and analyzed for PCBs with no detections above 1 mg/kg. The report recommends a Remedial Investigation to determine the extent of soil and potential groundwater contamination. DEC concurs. Comment, DEC requested the areas around the exterior doors be sampled for PCBs in the soil because historically after the transformer oils were tested at other military facilities the oil was disposed by pouring to the ground around doorways. 4/21/2008 Update or Other Action The Site 17 Draft RI report April 2008 was approved. Max DRO 1100 mg/kg, benzo(a)pyrene 0.25 mg/kg in surface soil. Groundwater and subsurface soil below cleanup levels. The report generally meets the requirements of 18 AAC 75.335, Site Characterization except that it does not contain the laboratory data, nor the DEC required Laboratory Checklists. When a final report including the laboratory data and checklists is received DEC should be able to concur with the recommendations for a CERCLA No Action decision and a Conditional Closure under Alaska regulations. 5/8/2008 Site Characterization Report Approved Final Remedial Investigation Report, Site 17, Clear Air Force Station. The report meets the requirements of 18 AAC 75.335 Site Characterization and is approved. The report notes that because a CERCLA Remedial Investigation was completed, a Proposed Plan and Record of Decision will be required.
