11/8/2005 Update or Other Action Staff review site summaries for 23 IRP sites at Clear. The following comment was sent to the Air Force for this site: Site 22 (SS022) is the Auto Hobby Shop. The text states that it is available to Clear AFS personnel to work on their personal vehicles. Please clarify if that is still true and if so, please identify the current waste management practices. The PA in 1991 found TPH up to 10,400 mg/Kg in surface soil. Soil sampling during the 1994 RI found DRO up to 1890 mg/Kg and GRO up to 472 mg/Kg in surface soil and 1980 mg/Kg DRO, 251 mg/Kg GRO at 5-7' bgs. Lead was also detected up to 1220 mg/Kg in surface soil. One monitoring well was installed on the upgradient side of the building. The RI recommended limited soil excavation. The Air Force proposes to complete an FS, PP, and ROD for the site. DEC suggests that additional soil sampling is needed to completely define the extent of contamination existing at Site 22. 2/24/2011 CERCLA ROD Approved SS022. The major component of the selected response action is presented below. ? Implement LUCs in the form of a notice to the Clear AFS General Plan and post signs at the site. The notice would state that potential future movement of soil from the site must be done in accordance with applicable regulatory guidelines, with ADEC review and approval. Posted signs would identify the site as an ERP site and state that Clear AFS environmental personnel should be contacted prior to performing any construction work at the site. Contact information for the Clear AFS environmental personnel would be provided on the signs. These LUCs would be kept in place as long as exceedances of the most stringent ADEC cleanup levels remain on-site. Debra Caillouet

4/13/2016 Document, Report, or Work plan Review - other DEC Approval of the Data Gap Investigation at Site SS022 and Remedial Investigation at Historical Locations SS-03 and SS-05, UFP-QAPP Work Plan - Site SS022 Building 51/Auto Hobby Shop.As part of the data gaps investigation (DGI), data will be collected outside of contaminant source areas and analyzed for total organic carbon, and grain size to develop input values for the Method 3 calculator to develop Alternative Cleanup Levels. Additionally, a land survey will be conducted to locate historical sample locations with chromium exceedances, and analytical samples will be collected to speciate chromium at these locations. In conjunction with the DGI, a RI will be conducted to further evaluate lead contamination exceeding the DEC Method Two direct contact cleanup level in surface soils at historical sampling locations SS-03 and SS-05. An area with a five foot radius around the samples will be excavated to one feet, then x-ray fluorescence in-situ field screening will be used to determine if there is remaining contamination. Analytical confirmation samples will be collected from the excavation base and sidewalls. Monte Garroutte

5/8/2017 CERCLA Removal Action Report DEC Approved the Data Gap Investigation at Site SS022 and Remedial Investigation at Historical Locations SS-03 and SS-05 Report, Site SS022 Building 51/Auto Hobby Shop. The objective of the DGI was to collect the necessary data to fill existing data gaps, including collecting site specific data to calculate ACLs; speciating chromium to determine the type of chromium present at the site (trivalent or hexavalent); and confirming historical detections of methylene chloride in surface soil. A site-specific hydraulic conductivity was calculated using the Hazen formula for input into the Method Three Calculator. The objective of the RI was to delineate two locations near the northwest (SS-03) and southeast (SS-05) corners of Building 51 that had historical lead contamination in surface soils above the ADEC Method Two direct contact level, and to subsequently remove those areas and perform confirmation sampling. The report conclusions indicated that maximum remaining concentrations of DRO, selenium, PCE, TCE, and methylene chloride are below the method three ACLs. All previously identified lead and cadmium was removed to concentrations below Method Two cleanup levels. Hexavalent chromium was detected in one sample (SS-06) above the migration to groundwater cleanup level. However, the area was delineated to within two feet and there were no further detections across the site. Historical groundwater sampling has indicated that there is no hexavalent chromium groundwater contamination, therefore, it is evident that there is de minimis mass of hexavalent chromium at the site remaining above migration to groundwater CULs. 4/28/2020 CERCLA ROD Approved On January 31, 2019, the Alaska Department of Environmental Conservation (DEC) approved the Explanation of Significant Differences (ESD) for Site SS022, Building 51/Auto Hobby Shop, dated June 2018. The ESD was prepared to facilitate the increase in cleanup levels from the 2008 Method Two, Tables B1 and B2, Under 40-inch Zone Migration to Groundwater cleanup levels to site-specific Method Three alternative cleanup levels (ACLs) for all constituents except hexavalent chromium. The hexavalent chromium cleanup level was changed to the 2016 Method Two, Table B1, Human Health cleanup level. All residual contamination at Site SS022 is below the updated cleanup levels.The ESD was signed on April 28, 2020. Jamie McKellar
