Problems/Comments

The Auto Service Pad Spill Area is located in the southwestern part of the Construction Camp near Building 1. The site measures about 1200 square feet and was used as an auto service grease pad, where personnel performed regular maintenance on vehicles and equipment. The site consists of a concrete pad and an areo of contaminated soil associated with the activities at the pad. In 1991, about 250 cubic yards of contaminated soil were excavated and backfilled with clean soil.

11/8/2005 Update or Other Action Staff reviewed site summaries for 23 IRP sites at Clear. The following comment was sent to the Air Force regarding this site: Site 21 (DP021) is the location of a former auto service grease pad where engine oils and other automotive wastes were spilled. Surface soil contamination was present over approximately 1200 square feet. A removal action in 1991 excavated about 225 cubic yards of contaminated soil that eventually ended up buried in the liner at Site 11. Two samples were taken from the cut wall, TPH was detected at 4980 and 6120 mg/Kg, lead was detected at 219 and 238 mg/Kg. Four borings were placed during the 1994 RI; three were in the area of the excavation and one in an area of stained soils. Benzene was detected in two of 17 samples up to 0.0625 mg/Kg according to Table 21-2. The text states that no organic analytes were detected above proposed action levels (PAL). Please modify this to explain that the PAL listed in the RI was 22.03 mg/Kg but that the DEC cleanup level currently is .002 mg/Kg. The Air Force proposes to conduct a supplemental RI that will be followed by a FS, PP, and ROD as needed. DEC concurs. Debra Caillouet
