Problems/Comments
A: In 1991 a Phase I site assessment of Tract M of the Delta Agricultural Development Project identified a primary potentially contaminated site located 0.4 miles north of mile 1395 of the Alaska Highway. The apparent dumpsite had approximately thirty 55 gallon drums containing what appeared to be petroleum products or other engine fluids scattered and ruptured. The ground was stained, and old batteries, tires, etc. were scattered at the site. This old dumpsite also had vehicles, an abandoned trailer house and underground storage tank, and a steel casing that could have been a well. A secondary site located 0.7 miles north of mile 1395 of the Alaska Highway was also identified. Eight drums and several used industrial sized oil filters were identified. B: In 1999 ADEC staff conducted a site visit. The first dumpsite was cleared, with only the purported well casing still in place. No report documenting the cleanup by a qualified third party was submitted to ADEC. The secondary drum dump site was still intact, and the eight drums were noted to still be there. One leaking drum that contained suspected crankcase oil was uprighted to stop the leak. Two stained soil spots were noted at this secondary site. C: In 2007 ADEC staff again visited the secondary site. Nine barrels were noted, with three still containing a dark liquid, assumed to be waste oil. All of the barrels were overturned and showed signs of corrosion, bulging, and three large surface stains and areas of affected vegetation were noted. Six industrial sized oil filters were observed, with oil seeping from them into the soil directly underneath. Prior file# 170.38.001. State repossesed land from original leasee Earl Mitchell (deceased). This tract of land was also part of the Haines-Fairbanks pipeline corridor. Directions to site: Access property at MP 1395 Alaska Highway. Drive 0.4 miles on dirt road through woods to edge of field. Old well casing on your left. Continue driving another 0.3 miles to the tree island. The drums are along the concrete foundation of a demolished building.
