Problems/Comments

Petroleum products and associated contaminants present in soil. EPA No further action needed 10/01/80. APC subleased the western portion of the Toppers/Mapco property from 1980 to 1996 and operated as a used oil recycling facility, but also as an automotive storage and maintenance facility with at least six ASTs for storage. Address is likely now 10660 Old Seward with the portion used for the gas station 10630. Site is subleased by Holiday who may also sublease this portion of the property to another current lesee. Also, property line between the portion used as the gas station site (Holiday 602) appears to have moved to include more land for use for the gas station. Also, it would appear that contamination may have migrated from the Holiday site onto this site. Hydrocarbon contamination was discovered during hazardous waste site assessment. CERCLA AKD061673430.

7/13/1984 Preliminary Assessment Approved A report which has no author identification dated 7/13/84. Unknown when ADEC received or who funded the work. Alaska Pollution Control (APC) was allegedly storing and improperly disposing of toxic wastes. Confirmation has not been made. Site assessment by EPA contractor in 7/81 found only waste oil. 5/15/1986 Update or Other Action Final report received from Tryck, Nyman and Hayes dated May 1986. No PCBs found in oil, levels of oil and grease were in excess of 23,000 mg/kg in soil. Contamination was restricted to surficial soils with levels of contamination rapidly decreasing with depth. (Later note by McLoone - Oil and Grease data most likely included beyond GRO + DRO + RRO). 7/21/1987 Update or Other Action (Old R:Base Action Code = NFA - No Further Action Required (CERCLA)). Letter from EPA stating that further action by CERCLA is not appropriate at this time unless tanks are abandoned or leak. 11/20/1992 Document, Report, or Work plan Review - other Date of receipt of Phase I and II Environmental Site Assessment reporte prepared by RZA for Mapco on both the APC and adjacent Mapco properties. Activities included advancement of 12 "shallow" borings and 5 "deep" borings which were developed into monitoring wells including MW6, MW7, and MW8 on the APC property, two wells were abandoned according to procedures approved at the time (APC-MW AND APC-MW1), and soil and groundwater sample collection. 12/1/1996 Document, Report, or Work plan Review - other December 1996 report by Shannon & Wilson for Mapco (prior to gas station development) entitled Sewer Line Excavation and Septic Tank Closure Assessments. Project was to upgrade sanitation system by removing an UST used for septic and install new sewer line. Excavation of tank, as well as sewer line excavation and stockpile created were sampled. Highest concentrations remaining onsite were 1,170 mg/kg DRO and 0.795 mg/kg PCE @ 7 ft bgs. Stockpile was not sampled for chlorinated compounds which were likely present. Keather McLoone

3/2/2008 Update or Other Action A review of the 1989 water well search conducted for the adjacent Holiday 602/Williams 5002 indicates two wells north of the property were previously decommissioned. Other identified wells to the north are likely out of the range of impact from Holiday 602/APC. The nearest well to the west was identified at Tract A, Mary Hanes subdivision and is listed as 485 feet in depth, however additional information collected 1999 indicate this parcel is served by AWWU. 6/13/2008 Update or Other Action APC has indicated that they do not wish to meet with ADEC and that all of the pertinent information has been forwarded to ADEC in the past. Bill O'Connell
7/23/2008 Meeting or Teleconference Held Meeting today with Perry Green, Property owner of the former Alaska Pollution Control. ADEC explained that there did not appear to be a risk to human health or the environment from the contamination remaining at the property. Mr. Green indicated he intends to pursue additional cleanup with potentialy responsible parties. Bill O'Connell
4/2/2014 Potentially Responsible Party/State Interest Letter Letter sent to Holiday as they lease the property and have sublet to other operators. Also requested that the status of the stockpile created during a 1996 sewer upgrade by Mapco be ascertained as well as four onsite monitoring wells, three of which were installed by Mapco. 4/10/2014 Update or Other Action Holiday provided documentation that shows DEC approval to transport stockpile. Have requested documentation that the stockpile was in fact transported and treated. 7/1/2014 Site Visit Site visit conducted on this date, accompanied by S&W representative. Confirming the status and location of the three wells installed by RZA Agra on behalf of Mapco is not feasible at this time given the site conditions which include a large number of pieces of heavy equipment and a gravel surface which appears to be frequently graded. Also a very large berm is now present along the property boundary shared by the railroad. Keather McLoone

3/17/2016 Update or Other Action ADEC sent a letter requesting a site characterization work plan to investigate the extent of contamination at the property. DRO, RRO, Toluene, Ethylbenzene, Xylenes, Tetrachloroethene, 1,4 Dichlorobenzene and 1,2 Dichlorobenzene that were left in the soil when the septic tank was removed in 1996. Lisa Griswold
