Problems/Comments

The Site held the North Tank Farm for the Fort Greely Fuel Distribution System and was operated by the U.S. Army between 1954 and 1987. The site contained above ground fuel tanks, a fuel pump station and truck fill stands. In 1999, approximately 4,300 cubic yards of petroleum contaminated soil was removed from the site and transported to Ft. Greely for treatment. An additional 830 cubic yards of petroleum contaminated soil was removed in 2006. Confirmation sampling results for gasoline and diesel range organics, benzene, toluene, and ethylbenzene were detected above the migration to groundwater cleanup level but below direct contact and inhalation cleanup levels. A limited volume of contaminated soil remains near a utility pole that could not be excavated due to stability concerns. Depth to groundwater at the North Delta Tank Farm is approximately 40 feet. Groundwater samples were collected from 3 monitoring wells in 2009 and 2010. Contaminants were not detected above the cleanup levels in groundwater. This site received a Cleanup Complete designation on September 2, 2015, subject to the following standard conditions: 1. Any proposal to transport soil or groundwater off-site requires ADEC approval in accordance with 18 AAC 75.325. A “site” [as defined by 18 AAC 75.990 (115)] means an area that is contaminated, including areas contaminated by the migration of hazardous substances from a source area, regardless of property ownership. 2. Movement or use of contaminated material in a manner that results in a violation of 18 AAC 70 water quality standards is prohibited.

The workplan was revised based on comments provided in a letter dated September 9, 2009. This work plan addresses the installation of Groundwater Monitoring Wells at the former North Delta Tank Farm located in Delta Junction, Alaska.
