Problems/Comments

Site investigations were conducted between 1985 and 1989 to document the condition of the buildings, the extent of debris in the site vicinity, and to collect soil, sediment, and surface water samples. A more detailed site investigation was conducted in 1998 to support a human health and ecological risk assessment. The most prevalent contaminants detected were diesel range organics (DRO) and residual range organics (RRO), with isolated detections of polychlorinated biphenyls (PCBs) and cadmium. Building demolition, debris removal, and excavation of contaminated soil was conducted in April - May, 2004 and in August 2004. The only remaining issue at the site appears to be the remains of an unpermitted landfill at the beach of the Beaufort Sea. Drums had been exposed at the beach by coastal erosion, and drum remains were widespread at the beach prior to the 2004 site restoration. While the exposed debris has been removed from the beach, buried debris and drums remain. The site was used from approximately 1957 to 1964 by the Air Force as part of the DEW Line system, but was transferred to the Department of the Navy in 1965 for use as a Naval Arctic Research Site. Former potential contaminants on site included petroleum, lead and other metals, and PCBs. The unpermitted landfill was removed and a new inland freeze-back landfill built in 2014. The new landfill will be monitored. The Final Record of Decision (ROD; 2012) for Pt. McIntyre includes a remedial action objective (RAO) to prevent erosion of solid waste and hazardous chemicals into the marine environment. During the FYR period, the Navy reported that drums, an exposed pipe, and what appeared to be a metal track pad were observed along the beach at the former eroding landfill. The Navy also acknowledged that the exposed debris appears to have daylighted as a result of shoreline erosion. ADEC submitted comments on the FYR indicating that we do not agree that the remedy is functioning as intended with regard to that RAO. However, the Protectiveness Statement in the FYR does not mention the observed solid waste at the eroding landfill, and the Navy asserted an overall FYR finding of protective, summarily dismissing ADEC’s concerns. ADEC does not agree with this protectiveness finding and asserts the Navy is out of compliance with the ROD. DEC sent a rescission request for the 2nd FYR on November 9, 2023.

1/9/2004 Update or Other Action Staff worked with the Navy Project Manager on the draft decision document for Point McIntyre. The Navy’s intent now is to try to remove all of the debris from the old dump site. The project manager believes the dump is not that deep and they will be able to remove the majority of buried debris. They will then grade the surface and reseed the area. The other ADEC concerns with the decision document should also be addressed. The next draft of the document will be submitted by January 19th. Ann Farris
8/31/2004 Update or Other Action DEC staff visited the site with the US Navy Project Manager on August 19, 2004. Navy contractors had removed the former structures and known contaminated soil at the site in March and April, and the resultant waste was hauled out on an ice road. August site activities included a final inspection for surface staining, removal of above-ground fuel piping, drums, and other debris, regrading of the beach after removal of exposed debris, and visual assessment of the unpermitted landfill by the beach. The final remedy for the landfill is pending resolution between DEC and the US Navy. Colin Craven

Because the 2004 site restoration removed exposed debris and covered eroded sections of the landfill, the monitoring plan would survey the landfill area in 2005 for subsequent yearly monitoring of its stability. 12/2/2005 Update or Other Action DEC reviewed the draft of the Initial Monitoring Report submitted by Navy contractors. This report documents the first monitoring event for the on-site, unpermitted landfill. The Initial Monitoring Report includes extensive photographic and video documentation, survey transect data, an electromagnetic (EM) survey of the landfill and beach, and a complete property boundary survey. The report is thorough and should be helpful for discussions between DEC and the Navy in how to handle the landfill. The only requests for report revisions by DEC were for additional aerial photographs, submission of raw data files from the EM survey, and a few editorial changes. Colin Craven
5/25/2006 Update or Other Action The Navy sent DEC a revised draft of the Decision Document for Point McIntyre. A teleconference was held with the Navy to discuss the main concerns, such as the lack of a contingency plan or alternative to remove the unpermitted, eroding landfill based on the approved shoreline monitoring and inspection program. 7/25/2006 Meeting or Teleconference Held ADEC and the Navy discussed the draft decision document (DD) for Pt. McIntyre. The only matter not resolved from the comment and response on the draft DD was a long-term commitment by the Navy to monitor and maintain the eroding landfill, or to move its content to a permitted landfill. While the Navy is unsure currently how to fund landfill O&M or removal, it was agreed that the DD would be revised to include this long-term commitment. DEC acknowledges this difficulty, and concurs with the short-term monitoring activities carried out by the Navy, but requires a long-term commitment to landfill maintenance or removal before signing a DD for Pt. 1/5/2007 Update or Other Action DEC reviewed the draft of the 2006 Monitoring Report submitted by Navy contractors. This report documents the second monitoring event for the on-site, unpermitted landfill. The second Monitoring Report includes photographic documentation, survey transect data, and comparison of the 2005 and 2006 surface elevation. The report is thorough but does not address long-terms plans for the landfill. The monitoring event found that erosion at the surf appeared to be on the order of one foot between 2005 and 2006, resulting in some new drums being uncovered. Since 2000, surveys have shown a low annual shoreline change. The low recent values are interpreted as a periodic decline in a record that has exhibited incremental changes of up to 6 feet per year, and an average change of 3.2 feet per year. DEC review comments reinterated our goal for a long-term solution and holps of further dialogue with the Navy to formulate a mutually agreeable solution. Lisa Maserjian

12/17/2007 Update or Other Action Staff reviewed the Draft 2007 Monitoring Report for the beach erosion monitoring project that is ongoing at the site. The state issued a letter stating that it does not concur with the short term monitoring proposed by the Navy for this site and is pushing for a more long term plan to deal with the potential for eroding waste into the surface water. Plans are coming for a feasibility study to take place in the summer of 2008 to try to better understand the nature and extent of the contamination in the area of the landfill. Jonathan Schick

3/10/2009 Update or Other Action ADEC submitted comments on the Draft Feasibility Study and the 2008 Monitoring Report in 2 separate letters addressed to the RPM at NAVFAC. The main concern of the State is the high levels of Pentachlorophenol that has been detected in the suprapermafrost groundwater. The Draft Feasibility Study does not address groundwater as a potential pathway for human receptors because of the presence of permafrost. Therefore, the State is pushing the Navy to remove the landill because of the potential ecological risk that is posed by the impacted groundwater leaching into the marine environment and the encroaching shoreline on the boundary of the landfill. 7/31/2009 Proposed Plan ADEC staff recieved the draft version of the Porposed Plan in our office for review. The alternatives that were analyzed in the plan included complete removal and relocation of the landfill to an off-site location; relocation of the landfill at the airstrip on-site; and freezeback of the existing landfill in its present location; and No action was also analyzed as an alternative. 7/31/2009 Update or Other Action ADEC staff recieved the Draft Decision Document in our office for review and comment. The preferred alternative presented in the plan was to excavate and relocate the landfill and relocate it to the Airstrip and freeze it in place. There are some issues that need to be resolved in the Decision Document regarding clarification of land ownership and land transfer issues. A RAB meeting is scheduled for September 17, 2009 in Barrow to present the associated Proposed Plan to the public. Jonathan Schick
9/14/2009 Proposed Plan ADEC staff apptroved the finalization and distribution of the Proposed Plan for the Point McIntyre site which details the various remedial alternatives that were analyzed by the Navy. The preferred alternative in the Proposed Plan is to remove all material from the eroding landfill adjacent to the coast line and establish a new landfill on-site that will be located on the current air strip. The contents of the new landfill will be frozen in place through the burial of insulating materials to encourage the return of the permafrost layer into the landfill. Jonathan Schick
9/17/2009 Meeting or Teleconference Held ADEC staff travelled to Barrow, AK to attend a Restoration Advisory Board meeting to discuss the status of several sites including the Point McIntyre eroding landfill. The Proposed Plan was distributed at the meeting opening the comment period that will last approximately one month. The Proposed Plan for the site presented the prefered alternative of removing the contents and impacted soils from the existing eroding landfill and moving the contents to a new landfill that is planned to be located on the airstrip on-site. The new landfill will be covered with several feet of fil material including an insulation layer to encourage the return of permafrost to freezeback the new planned landfill. Jonathan Schick
12/31/2009 Update or Other Action ADEC staff submitted comments on the Draft Decision Document for Point McIntyre DEW Line Site. The Draft Decision DOcument relies on risk assessments and concludes that there is no unacceptable risk at the site, thus the on-site levels represent tthe cleanup levels. THe ADEC does not concur with this approach. ADEC is urging the Navy to consider Method 1 cleanup levels for the Arctic Zone to be used as the cleanup level for excavated soils from the eroding landfill. Jonathan Schick
5/4/2010 Update or Other Action ADEC issued a letter with comments on the Landfill and Stabilization Design document. The letter contained comments mostly pertaining to the analytical testing methods that were selected for the project. The letter retracts a previos letter written on April 30, 2010 approving the finalization of the document. At that time, the ADEC Project Manager was not aware that there was an additional section of the document that was submitted later via email. The ADEC's main concern is how the material will be separated and analyzed to determine where it should be disposed of and how it should be handled in the intermediate time frame. Jonathan Schick
5/20/2010 Update or Other Action ADEC staff submitted comments on the Point McIntyre Landfill Design Support Coastal Engineering Evaluation document. Most of the comments were questions for clarification and the issue of the 25% uncertainty factor with regards to the levels of shoreline erosion that may occur in the future as conditions may change. 7/26/2010 Update or Other Action ADEC staff submitted comments on the 2010 Project Specific Sampling and Analysis Plan for the 2010 summer's field work to collect soil samples in an effort to confirm that the gravel pad soils are usable for backfill in the proposed landfill. 9/1/2010 Update or Other Action ADEC staff sent a letter to the Navy RPM detailing the concerns that were not addressed in the Draft Final version of the Sampling and Analysis Plan. Several of the agreed upon changes from the Draft were not made in the Draft Final docuemnt an this letter details the outstanding concerns. Unfortunately ADEC recieved this Draft Final version of the Sampling and ANalysis Plan after the field work was completed. 18 AAC 75.335 (b) requires that the responsible person shall submit a site characterization work plan to the department for approval before beginning site characterization work. In the future please provide enough time for ADEC to review any changes to the document and approve the finalization of the plan to be implemented in the field. 10/6/2010 Update or Other Action Contaminated Site Staff submitted a letter and comment response form to the Navy in regards to the Draft Final Decicsion Document that was recieved in this office via email on August 30, 2010 and in hard copy on September 16, 2010. The State would like to see additional details included in this Decision Document as we are concerned that considerable challenges are involved in the removal and characterization of an abandoned landfill. It is not known what was disposed of in the landfill and therefore we need to be cautious during and after the remedial action to ensure that all of the hazardous materials have been removed from the unpermitted landfill and that what is placed in the new permitted landfill will not impact the surrounding environment. Adequate confirmation and characterization sampling will be necessary to ensure that the waste and soil removal from the unpermitted landfill achieves the remedial action objectives. It will also be important to limit the potential for contaminant migration to the sediments along the coastline during the remedial action. Jonathan Schick
10/14/2010 Update or Other Action ADEC Contaminated Sites Staff attended a Restoration Advisory Board Meeting in Barrow, AK to discuss the current advancements in the removal of the eroding landfill at Point McIntyre Former DEW Line Site. At the meeting we presented the tentative agreements between the Navy and our contaminated sites and solid waste programs to allow for the Navy to remove the contents of the eroding landfill and place the contents in a new freezeback landfill to be constructed in the footprint of the airstrip on-site. We have tentatively agreed to allowing for the disposal of the contents of the eroding landfill into the new landfill with the exception of any hazardous or TSCA regulated waste. Any waste not approved to be disposed of in the new landfill will be shipped off-site to an approved hazardous waste disposal facility. Jonathan Schick
2/4/2011 Update or Other Action ADEC recieved a Draft copy of the 2010 Inspection and Monitoring Report for the Point McIntyre DEW Line Site. THe report details the inspection of the eroding coastline and landfill to document any significant changes from previous monitoring events and the collection of background gravel pad samples to determine if the material is suitable for usa as backfill at the landfill that is slated to be removed adn the new freezeback landfill that is proposed for the site. 2/15/2011 Update or Other Action ADEC recieved the Draft Record of Decision for the Point McIntyre Former DEW Line Site. The Record of Decision documents the Navy's preferred alternative to remove the eroding landfil on the Beaufort coastline and move the contents inland to a new freezeback landfill. Te proposal allows for disposal of polluted soils in the new freezeback landfill so long as they are not TSCA regulated wastes or fail TCLP analysis that would deem the waste as hazardous. 2/25/2011 Update or Other Action ADEC submitted a comment letter regarding the 2010 Inspection and Monitoring Report for the Former DEW Line Station at Point McIntyre. The report documented the shoreline erosion monitoring as well as some soil sample collection and analysis to determine if the material is suitable for use as backfill at the location of the landifll to be removed and the proposed freezeback landfill. All of the material sampled was deemed acceptable for usa as backfill with the exception of 4 small stained areas on the gravel pad that will be excavated and disposed of in the new freezeback landfill. Continuing erosion monitoring showed little change from the previous years' monitoring except in the area on the northwest end of the landfill at the low lying bluff which has exhibited more significant erosion from the wave action and ice scraping at the site. 3/14/2011 Update or Other Action COntaminated Sites Staff submitted a letter to the US Navy regarding our comments on the Draft Final Record of Decision for the eroding landfill at the site. Previously the document was going to be drafted as a state decision document, but that was changed to a CERCLA Record of Decision because of the unknown substances that may be present within the landfill. 6/13/2011 Update or Other Action Contaminated Sites Staff recieved a Draft Project-Specific Sampling and Analysis Plan for the summer 2011 field season. The plan details the sampling program for dioxins and furans in the soil and groundwater adjacent to the landfill site. 7/18/2011 Update or Other Action Contaminated Sites Staff submitted a comment letter to the US Navy Remedial Project Manager regarding the Draft Waste Management Plan and Environmental Protection Plan. The State was concerned with the plan to discharge the investigation derived waste water onto the tundra. 8/9/2011 Site Characterization Workplan Approved Contamianted Sites Staff recieved the Final Version of the 2011 Project Specific Inspection and Sampling WOrk plans for the Former Distant Early Warning Line Station at Point McIntyre. The plan details the summer's filed work activities that include collecting groundwater and soil data from borings on the north side of the eroding landfill and also performing a visual inspection of the shoreline to make observations about the rate of erosion and to inspect for any potentially hazardous substances coming from the landfill. THe Plans are associated with and should follow the Record of Decision that is currently under review. The Land Use Contral Plan should address the restrrictions on the area where the new landfill will be constructed as well as the limiting the use of any residual impacted groundwater at the site of the eroding landfill on the shoreline. 9/26/2011 Update or Other Action Contaminated Sites Staff recieved response to our comment on the Landfill Design document via email. The comment was regarding the the construction of the thermistors and the access to the wiring within. The response to our comment was reviewed by staff in the solid waste division at ADEC and was deemed acceptable. Jonathan Schick
9/28/2011 Update or Other Action Contaminated Sites Staff submitted a letter to the US Navy's Remdial Project Manager approving of the finalization of the LAndfill Design document. The approval was limited as the construction of the landfill is associated with a CERCLA action of the removal of the eroding landfill and so this design should not be implemented until the Final Record of Decision for the site has been signed. The Preferred alternative selected in the Record of Decision involves excavating the material from the eroding landfill including any residual soil contamination and placing the majority of the waste into a new freezeback landfill located at the airstrip located on the Navy property. 11/6/2013 Update or Other Action A compliance advisory letter was sent to the Navy. In reviewing the documentation of the on-going work, photographs and site inspection reports it has become apparent that the Navy’s contractor was not always in compliance with the Alaska Site Cleanup Rules (18 AAC 75.325-75.390). Construction of the stockpile storage area and management of the stockpiles was not in compliance with the RAMP or 18 AAC 75.370. On August 19, 2013, Todd Blessing the Quality Assurance Officer for ADEC traveled to the site and noted berms around the excavated soil stockpiles were not present. The response was that the Navy would follow up and make sure the stockpiles were in compliance with the RAMP. The contractor production report (CPR) for August 21 states that berms were created around the stockpile gravel pad and they would continue to the berms around the debris pad the next day. The CPR for the next day states this was completed. The photographs provided for 9/1/13 show the berm created for the painted metal stockpile but also shows that the liner is not properly secured over the berm. Photos from 9/4 show multiple stockpiles without covers and other stockpiles not completely covered. Additional photographs provided by the Navy show that work plan was not followed for the proper construction of the stockpiles after the issue was reported to have been resolved. The berm construction is insufficient to prevent contaminant migration. Separation is not maintained between the stockpiles allowing mixing of potentially contaminated soil with soils that could either be clean or contaminated with different constituents. Failure to properly stockpile and contain excavated contaminated material may result in unpermitted discharge of petroleum or hazardous substances and secondary contamination. Photographs for 9/4/13 show a dump truck that is labeled as transporting soil to the freezeback landfill without being covered. 18 AAC 75.360 that requires contaminated soil to be transported as a covered load. Also the Site Superintendant did not meet the definition of a qualified person as required by 18 AAC 360. ADEC requests that the Navy submit corrective action plans by December 31, 2013 to: • Remove the poorly constructed stockpiles and properly treat or dispose of the material by no later than October 1, 2014. • Conduct site characterization beneath and around the stockpile locations and cleanup any secondary contamination that may have occurred. • Prevent future occurrences of non-compliance with 18 AAC 360, specifically the requirements o for a qualified person to supervise the cleanup operation, o to transport soil as a covered load o to prevent contaminated soil coming into contact with non-contaminated soil during the cleanup and o to store soil in compliance with 18 AAC 370. • Prevent releases from equipment, materials and wastewater stored on-site. • Complete the removal of the eroding landfill to ROD cleanup levels during 2014 so accelerated erosion of the Eroding Landfill will not occur. • Complete the construction of the Freeze-Back landfill and begin long-term monitoring during 2014. Additionally, ADEC requests that the Navy submit the field and laboratory data for all samples obtained during the 2013 work by Jan 31, 2014 along with copies all field notes, daily reports (production, quality or other) and all site photographs in original format (Navy and contractor) for all on-site work conducted during 2013. In the report, the thermistor battery system failed from January to August of 2023 and the current status of the Freezeback Landfill is unknown. The Point McIntyre Record of Decision (ROD) states that thermistors would also be installed to monitor the temperature of the landfill and confirm that the waste in the landfill stays frozen. ADEC will reevaluate available thermistor data from the 2024 season at a later date and as applicable, we will request corrective actions as outlined in the ROD. ADEC also remains concerned that the remedial action objective (RAO) identified in the Point McIntyre ROD to prevent the erosion of solid waste and hazardous chemicals into the marine environment is not being met. Excavation / Soil Movement Restrictions The Freezeback Landfill is approximately 1,010 feet long by 110 feet wide, and contains nonhazardous contaminated soils, solid waste, and debris consolidated from the former Eroding Landfill and other areas approved by ADEC on the site. The limits of the Freezeback Landfill are shown on Figure 1-3. The following LUCs or restrictions will be applied to this area: • Ensure no disturbance to the Freezeback Landfill cap, except as necessary for authorized cap maintenance and other maintenance activities.
Groundwater Use Restrictions The former Eroding Landfill covered an area approximately 350 feet long by 170 feet wide along the shoreline of the Beaufort Sea. In addition, the remedy addressed an area of debris about 450 feet long and 40 feet wide that extended along the shoreline to the east of the main Eroding Landfill. The following LUCs or restrictions will be applied within this area: • Ensure no groundwater use from, or downgradient of, the area except for monitoring and remediation as approved by ADEC. • Protect groundwater monitoring location points until removal is approved by ADEC and the Navy
