Problems/Comments
Alyeska called ADEC (8/4/1993) to notify department of an oil spill, staining in four discreet patches at the material site OMS 35-1.2 near Phalen Creek. Alyeska maintains that they are not responsible for the spill, but were assisting in the cleanup of the contamination. This is a segregated use material site between Alyeska on the west side the and Alaska Department of Transportation (ADOT) on the east side. Once Alyeska determined that the contamination extended to a depth greater than 4 feet, they stopped removing gravel and called to notify ADEC. Alyeska estimates 200-300 cubic yards of gravel will need to be removed. Alyeska has not used the site since 2003. John Kotula, ADEC, took photographs of contamination. Alyeska does have a mining plan in the event they want to pursue any mining activities in the future. ADNR has serialized the site as ADL 418195. 1/22/2020 Update: No analytical soil samples have ever been collected from the site confirming contamination. The historical file contains limited information with hand drawings, but no photos. This site is 26 years old with no confirmed source areas or further reports of releases. Therefore, based on the 2019 field work and information contained in the file, the site status has been changed from “active” to “unconfirmed”.

10/22/2019 | Site Characterization Report Approved | On this date, ADEC received the OMS 35-1.2 Reconnaissance Report submitted by SLR and dated October 22, 2019. Soil screening for VOCs was conducted along two long transects established in the approximate center of the OMS site, near location of machinery observed in an aerial photograph taken in 2014. The transects were spaced approximately 50 ft apart and ran 100 ft from east to west. Soil samples were field screened with a pid every 20 ft along each transect from a depth of approximately 0.5 ft bgs. PID readings for the north and south transects ranged from 0.0 to 0.3 parts per million. During the site visit, there was no evidence of surface staining or indications of near-surface contamination within the areas formerly indicating a surface release. | Grant Lidren |
