Problems/Comments
Alyeska performed a Site Assessment (SA) of its fuel handling area at PS 08. Soils contaminated with petroleum hydrocarbons were excavated and thermally incinerated; 900 cubic yards were excavated. Alyeska placed impermeable liner underneath the fuel handling area to limit contaminant migration from any release in the future. Contamination in excess of cleanup criteria remains in place near the east and west fuel dispensers, however is limited in extent. A drinking water well is located 400 feet south of the turbine fuel loading area. Groundwater is assumed to be a depth of 375 feet bgs.

Soil contamination was encountered from a site assessment as part of the turbine fuel loading upgrade at PS 08. Contaminated soil was excavated both horizontally and vertically in efforts to remove all the contaminated soil. The excavation was limited by the active east and west fuel dispensers. Generally, the soil samples that exceeded ADEC migration to groundwater cleanup levels were detected at the dispensers where 12 cy contaminated soil was left in place. The highest soil sample collected at 6 ft. bgs contained DRO at 25,000 mg/kg. Contaminant concentrations decreased with depth. Soil samples collected 10.5 feet bgs did not contain contaminant concentrations above ADEC migration to GW cleanup levels.
