Problems/Comments

Alyeska performed a Site Assessment (SA) of its fuel handling area at PS 08. Soils contaminated with petroleum hydrocarbons were excavated and thermally incinerated; 900 cubic yards were excavated. Alyeska placed impermeable liner underneath the fuel handling area to limit contaminant migration from any release in the future. Contamination in excess of cleanup criteria remains in place near the east and west fuel dispensers, however is limited in extent. A drinking water well is located 400 feet south of the turbine fuel loading area. Groundwater is assumed to be a depth of 375 feet bgs.

Action Information

Action Date Action Description DEC Staff
6/1/1992 Update or Other Action Site Assessment and Corrective Action Report for Pump Station 8 Turbine Fuel Loading Area, dated June 1992 by America North/EMCON, Inc. Soil contamination was encountered from a site assessment as part of the turbine fuel loading upgrade at PS 08. Contaminated soil was excavated both horizontally and vertically in efforts to remove all the contaminated soil. The excavation was limited by the active east and west fuel dispensers. Generally, the soil samples that exceeded ADEC migration to groundwater cleanup levels were detected at the dispensers where 12 cy contaminated soil was left in place. The highest soil sample collected at 6 ft. bgs contained DRO at 25,000 mg/kg. Contaminant concentrations decreased with depth. Soil samples collected 10.5 feet bgs did not contain contaminant concentrations above ADEC migration to GW cleanup levels. A total of 900 cy of soil were removed and thermally remediated off site. Grant Lidren
6/5/1992 Update or Other Action (Old R:Base Action Code = RARR - Remedial Action Report Review (CS)). 900 cubic yards of DRO contaminated soils were excavated from the area of the Turbine Fuel Loading facility. Approximately 12 cubic yards of contaminated soil was left in place around the dispensers. Mehrdad Nadem

5/7/2014 Institutional Control Record Established Institutional Controls established and entered into the database. Grant Lidren
5/7/2014 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation (ADEC), Contaminated Sites Program, has completed a review of the environmental records associated with the Alyeska PS 08 Turbine Fuel Loading. Based on the information provided to date and the administrative record, the ADEC has determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment. No further remedial action will be required as long as the site is in compliance with established institutional controls. Grant Lidren
5/9/2014 Update or Other Action On this date, ADEC received the signed CC-IC agreement from Alyeska. Grant Lidren
11/16/2015 Institutional Control Compliance Review IC compliance review conducted, staff name changed from Lidren to IC Unit, and reminder system set to review the site record in May 2019. Nathan Maxwell
6/18/2018 Institutional Control Compliance Review IC compliance review conducted. Closure/IC Details updated. Kristin Thompson
3/11/2019 Institutional Control Compliance Review ICs verification letter received from Alyeska which confirms their compliance with all associated IC requirements. The next review will be completed in five years time. Evonne Reese
3/20/2024 Institutional Control Update DNR-SAIL added as affiliate. For DNR LAS information: ADL# 418176. Any coordination would be with the State Pipeline Coordinator's Office housed in the Division of Oil and Gas. Jennifer McGrath

Requirements

Description Details
Advance approval required to transport soil or groundwater off-site. Standard condition.
Groundwater Use Restrictions Installation of groundwater wells at this site will require approval from ADEC.
When Contaminated Soil is Accessible, Remediation Should Occur The soil contamination located under the east and west fuel dispensers is currently inaccessible. When the dispensers are removed and/or the soil becomes accessible, the soil must be evaluated to the satisfaction of ADEC.
Other Alyeska will report to ADEC every five years to document land use, or as soon as they become aware of any changes in land ownership and/or use.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
