Problems/Comments

Diesel release from out-of-service buried oil tank. 10 cubic yards contaminated soil excavated and stockpiled off-site. Pit wall sample next to building had 4300ppm DRO. Residual contaminated soil beneath structure is esitmated at three cubic yards. The following year fresh diesel was found in the crawlspace of the building. Source of the release was tracked to a 300gallon fuel tank buried beneath 2 layers of sidewalk in the front yard. 50 gallons of diesel was recovered from the tank and 15 cubic yards of contaminated soil associated with the tank removal was stockpiled on-site. Lot A Burgess Estate Subdivision 10 yards contaminated soil in back yard removed by State Farm in 1993 was remediated in a biocell at Granite Creek in Sitka. New owner Northern Credit Services removed the second UST and 15 yards contaminated soil from the front yard. Sumps in the front (east) corners of the building are plumbed to french drain along south property line.

Smith-Bayliss had conducted a thorough clean-up of the site that included removal of all soil that was attainable without risking the foundation of the building. Bruce Wanstall
8/19/2002 Update or Other Action Since the tenant change from State Farm to Northern Credit, the front yard where the spill occurred has been paved for parking. Sharon stated that some excavation was necessary for the paving and no contaminated soil was encountered. Bruce Wanstall

9/26/2007 Exposure Tracking Model Ranking Initial ranking with the ETM determined that the contaminated subsurface soil is the controlling pathway. The in-situ recovey and remediation plan was approved by the ADEC in 1993. The primary area of concern is currently paved with asphalt and no sheen or off-site migration was observed during the site inspection by ADEC in 2003. Bruce Wanstall
10/9/2007 Institutional Control Record Established Institutional controls limit, prohibit or protect against activities that interfere with improvements designed to encapsulate or control residual contamintion per 18 AAC 75.990(54). In that regard, any proposal to excavate the residual contaminated material shall be reported to ADEC and a work plan describing how the soil will be managed and/or disposed must be submitted for review and approval prior to excavation. 10/9/2007 Conditional Closure Approved Contaminant concentrations remaining at the Lot A, Burgess Estate Subdivision property, known as the former State Farm Insurance building site, were evaluated with regard to the potential exposure pathways and ADEC determined they do not pose an unacceptable risk to human health or the environment. The residual diesel range hydrocarbon concentration in soil that remains on site will attenuate over time and site management controls are established. Bruce Wanstall

8/20/2014 Institutional Control Update Contacted by the responsible party regarding the IC reminder letter. He reported that the property is now owned by Alps Federal Credit Union. The new property owner is aware of the past leaking underground storage tank issue and have all of the historical documentation. An additional IC reminder letter will be sent to Alps FCU. Description Details
Excavation / Soil Movement Restrictions Diesel range hydrocarbons have been shown to be present in soil in excess of migration to groundwater screening levels of 230 mg/kg. Until environmental data to the contrary is made available to the ADEC, restrictions on the property are established as stated herein. Any proposal to excavate the residual contaminated material shall be reported to ADEC and a work plan describing how the soil will be managed and/or disposed must be submitted for review and approval prior to excavation.
