Problems/Comments
Diesel contamination reported in approximately 1984. Class B public drinking water well reportedly contaminated. Quantity and, extent unknown. Possible source is fuel spills associated with old power plant close to site or on-site tanks. Formerly known as the Chitina Cafe. A NOV (notice of violation) was issued in 5/86 to Mike Hatch, Cafe owner, for continued use of a contaminated well, for operating without a food service permit. File is in Mat-Su Office drinking water files. Lots 22 and 23, Block 17.

1/14/2000 | Update or Other Action | Received file from Mat-Su office. File contains documentation that in 1985 at least three drinking water wells including the Chitina Cafe well were contaminated based on EPA 413.1 (Oil and Grease) concentrations and upon field observations including a diesel odor and sheen. File indicates Chitina Cafe burned 6/87. Status of surrounding wells and a surface water source unknown. Project manager contacting other programs and offices for additional and more current data. | Eileen Olson |
5/1/2000 | Update or Other Action | No record of drinking water use since facility burned 6/87. Contamination has not been characterized. | Eileen Olson |
9/17/2007 | Update or Other Action | Changed file number from "CS" to 2211.38.003. | Hannah Lager |
11/8/2007 | Exposure Tracking Model Ranking | Ranked for conditions at time of transfer to Contaminated Sites Program from spill response. | Eileen Olson |
9/19/2014 | Update or Other Action | Contacted current property owners by telephone; property houses a business that is operating as a bar. The water well used by the former business has been capped; water source in area is by delivery. Owners noted they have several parcels and are uncertain where boundaries are with respect to contamination. Will follow up with owners regarding actions required to address contaminated site status. | Eileen Olson |

12/29/2023 | Update or Other Action | In 1984 and 1985 petroleum was detected in the former Trading Post/Chitina Café’s drinking water well and two adjacent properties well. All wells were sampled for Oil & Grease using method 431.1 and indicated the potential presence of petroleum hydrocarbons and the site was added as an “active” contaminated site. In 1986, samples were collected from two of the wells located adjacent to the property and were analyzed for VOCs. VOCs were not detected. A release of a hazardous substance was never identified on this property or adjacent properties. In 2022, groundwater samples were collected from the drinking water well on the property and analyzed for GRO, DRO, VOCs, and PAHs. All analytes were not detected. Based on the environmental records for the site and the 2022 sampling event, DEC has decided that this site will be changed from “active” status to “non-qualifying” status. | Alena Voigt |
12/29/2023 | Site Characterization Report Approved | The ADEC CSP reviewed the revised report, dated August 24, 2023. One analytical sample and one duplicate sample was collected from the drinking water well. The sample was analyzed for gasoline range organics (GRO), diesel range organics (DRO), volatile organic compounds (VOCs), and polycyclic aromatic hydrocarbons (PAHs), and lead. No sample analytes were detected. | Alena Voigt |
