Problems/Comments

During the closure of several USFS heating oil tanks, diesel range contamination was encountered at the Kenai Lake Work Center Trailer Park heating oil tank site. Last staff assigned was English.

7/28/2015 Meeting or Teleconference Held Staff participated in a teleconference with USFS staff and their consultant regarding data gaps that are still present at the site. Given that the UST removal occurred in 1993 and contamination was left in the excavation hole, it is unknown if concentrations of contaminants above the cleanup levels are still present in the soil. DEC staff have recommended that the USFS recharacterize the soil contamination at the site. The USFS stated that they intend on removing the trailer (possibly this fall/winter) and hope to sell the property. Additional discussions will be held in a few weeks. Anne Marie Palmieri

9/2/2016 Update or Other Action On this date, DEC sent a letter to the USFS requesting action on a number of sites. For this site, DEC stated: The contamination at this site is the result of heating oil tanks used at a trailer park. The tanks were removed in 1993 but not all of the contamination at Trailer #4 could be removed as the trailer was still in place. Groundwater wells were installed and groundwater contamination was found to be present. Bioventing was conducted for a year. Groundwater samples were collected in 1998, 2007 and 2015. In 2016, the USFS requested site closure based on the 2015 groundwater samples in order to sell the property. In a letter stated July 27, 2016, DEC stated that the site could not be closed as soil contamination which remained after the 1993 removal hasn’t been addressed and there is an insufficient amount of groundwater data in order to determine a contaminant trend. As the existing analytical data is 20 years old and Trailer #4 has been removed, DEC requested that a site characterization work plan be submitted for review by December 31, 2016. Anne Marie Palmieri
