Problems/Comments

Wastes identified at site include petroleum, oil, and lubricants, asbestos. The majority of contamination was diesel range organics in soil south of the former generator building. The building contained asbestos. The Department of Defense acquired property from the Bureau of Land Management in August 1941 for use as part of the former Kodiak Island Defense Area. Fort J.H. Smith was built on the property. The Little Navy Annex was a part of Miller Field. In December 1952, the property was relinquished to BLM and subsequently transferred to the Lesnoi Inc. who has surface rights. The subsurface rights are held by the Koniag Corporation. Last staff assigned were Vickaryous, Halverson, Rutkowski, and Brownlee. Removal actions from 1998 - 2004 excavated approximately 4,000 cubic yards of impacted soil above method 3. The soils were thermally remediated on island.

2/7/2000 Update or Other Action IRA report reviewed. Two 25.000-gallon USTs removed south of the building. An investigation was performed on a large area of DRO soil contamintion south of the building using test pits. Contamination extends several hundred feet and will need to be evaluated under method 3 or 4. The site has shallow bedrock with intermittent groundwater sheet flow. Several other smaller areas of soil contamination were removed and confirmation sampled. Jeff Brownlee
2/2/2001 Update or Other Action Staff reviewed a draft 1999 Interim Removal Action Report. This former generator building and equipment storage area on Kodiak Island has a large area (approximately 3,500 cubic yards over 230 mg/kg) of DRO contamination in soil. The spill is believed to have originated from two-25,000 gallon USTs. The contractor attempted to calculate alternative cleanup levels using the Method 3 Commercial/Industrial scenario. The property owner was not involved in the process and no specific institutional controls were discussed. The bedrock aquifer will probably need to be characterized at this site unless the COE can get the landowner to establish ICs that the groundwater won't be used for drinking water in the future. 6/3/2002 Site Characterization Workplan Approved Staff reviewed a draft workplan for an Interim Removal Action at Cape Chiniak Tracking Station and the Little Navy Annex on Kodiak. Both sites have DRO remaining in soil above preliminary alternative cleanup levels. Soil above ACLs will be excavated and treated offsite. Proposed Method 3 ACLs are currently being evaluated by the DEC. Monitoring wells will be installed to characterize groundwater in the area surrounding these excavations. Jeff Brownlee
6/17/2002 Site Characterization Workplan Approved Staff reviewed a draft workplan for well installations at the Little Navy Annex and Cape Chiniak Tracking Station. Wells are designed to characterize groundwater around areas of soil contamination above Method 3. The soil is currently being removed and thermally treated. 1/29/2003 Update or Other Action Staff reviewed an Interim Removal Action Report for the LNA. The removal at the Little Navy Annex amounted to about 3,000 cubic yard of DRO impacted soil. One side wall of the excavation exceeds proposed method 3 ACLs, so additional removal will be required. Jeff Brownlee
3/28/2003 Cleanup Level(s) Approved Staff reviewed Alternative Cleanup Levels (ACLs) for three sites on Kodiak Island. Little Navy Annex, Cape Chiniak Tracking Station, and two UST sites at Cape Chiniak have met the departments’ requirements for a Method Three cleanup. DRO cleanup levels were modified at all three sites. GRO was changed at one UST site. Organic carbon and hydraulic conductivity were the only input parameter changed. 9/5/2003 Meeting or Teleconference Held CS staff attended and participated in a Kodiak Island Borough assembly meeting and public open house for FUDS on Kodiak. The COE updated the assembly on the status of current and upcoming projects. There was minimal community interest at the open house Jeff Brownlee
11/13/2003 Update or Other Action CS staff reviewed a site specific operations plan for a soil remediation operation planned for Kodiak. The COE intends to use the thermal facility to remediate soils primarily from one nearby project making the facility a Category B. The draft plan had several deficiencies that needed to be corrected before the DEC could approve operations. We are working with the contractor to improve the procedures for storm water handling, public notification, and third party sampling Jeff Brownlee
2/25/2004 Update or Other Action Staff reveiwed an interim removal action report. Cape Chiniak Tracking Station and Little Navy Annex cleanups are using excavation and thermal treatment to address DRO contamination in soil. DEC is currently reviewing alternative cleanup levels (ACLs) for both sites. Approximately 3,000 cubic yards of impacted soil have been removed from each site. Proposed Plans for both sites are being developed. Further excavation will be necessary at both sites to achieve proposed ACLs. Jeff Brownlee
3/4/2004 Update or Other Action Staff reviewed an interim removal action report for a FUDS in Kodiak. Approximately 1000 cubic yards of DRO impacted soil was removed and thermally treated from the Little Navy Annex site. The cleanup is a continuation of a previous impacted soil excavation. All edges and bottom of the excavation met agreed to method three cleanup levels for DRO Jeff Brownlee
7/15/2004 Update or Other Action Contaminated Sites staff reviewed a draft proposed plan for the Little Navy Annex FUDS on Kodiak. The site was a WWII facility originally known as Fort Smith. A number of investigations and interim removal actions have been performed over the last ten years. The site contamination was mostly diesel range organics in soil. About 5,000 cubic yards of soil have been excavated and thermally treated on island. The DEC approved a Method 3 cleanup level for DRO at the site. At the completion of the current groundwater monitoring program the site will be proposed for No Further Remedial Action Planned (NFRAP) status. Jeff Brownlee
10/27/2004 Meeting or Teleconference Held staff participated in a Kodiak Island Borough Assembly meeting to discuss the status of Formerly Used Defense Sites on the island. The Corps of Engineers also participated at the meeting. The DEC and COE contractor also participated in a public open house to solicit comments on the cleanup work being done on Kodiak. Turnout was light as is typical in Kodiak Jeff Brownlee
2/24/2005 Update or Other Action Contaminated Sites staff reviewed and commented on a draft proposed plan for the Little Navy Annex Formerly Used Defense Site on Kodiak Island. The majority of the site has been remediated through interim removal actions. Approximately 3,300 cubic yards of DRO impacted soil have been removed and thermally treated. The contamination originated from two 25,000-gallon USTs. Three septic vaults in the area were also closed. Groundwater in the area is sheet flow on top of bedrock and appears to be ephemeral. When groundwater sampling has been successful the results for contaminants of concern have been below Table C cleanup levels. 6/17/2005 Meeting or Teleconference Held Contaminated Sites staff participated in a public open house for Formerly Used Defense Sites on Kodiak Island. Staff also conducted several site inspections. Proposed Plans for the Little Navy Annex Site and the Cape Chiniak Site were introduced at the Kodiak Island Borough assembly meeting. The open house had a moderate amount of interest with several community members stopping by to discuss sites and pick up information. Jeff Brownlee
12/2/2005 Update or Other Action Contaminated Sites staff reviewed a decision document for the Little Navy Annex Formerly Used Defense Sites on Kodiak Island. The site included three areas of concern including a generator building, fuel storage area, and several above ground and under ground fuel storage tanks, and a septic system. There have been several interim removal actions at the site including the removal of approximately 4,000 cubic yards of petroleum impacted soil. Method three cleanup levels were applied to the site. 1/19/2006 Meeting or Teleconference Held Contaminated Sites staff participated in a Kodiak Island Borough Assembly meeting to discuss the recent documents available for the review and the field work the COE will be doing this summer in the island. The COE and DEC were interviewed on public radio to discuss the Kodiak projects and overall contaminated site cleanup process. There was also a public open house to give community members the opportunity to bring up concerns and ask questions in person. As typical for Kodiak turn out was light Jeff Brownlee
5/24/2006 Update or Other Action Staff participated in site inspections with a Corps of Engineers Pacific Ocean Division representative on Kodiak Island. Several Formerly Used Defense sites were toured by helicopter including Burma Road, Long Island, Buskin Lake, Cape Chiniak Tracking Station and Little Navy Annex Jeff Brownlee
6/1/2006 Meeting or Teleconference Held Staff participated with the Corps of Engineers (COE) and their contractor in a public open house for the Formerly Used Defense Sites on Kodiak Island. We also attended the Kodiak Island Borough Assembly meeting. The COE gave a briefing on the work planned for this summer. The open house showed light interest which is normal for Kodiak. Staff also met with Coast Guard environmental personnel and inspected several sites on the Coast Guard Base Jeff Brownlee

6/14/2007 Meeting or Teleconference Held Contaminated Sites staff participated in public meetings and site inspections for the Kodiak Formerly Used Defenses Sites (FUDS) on Kodiak Island. Three FUDS are active this summer including a continuing PCB removal at Drury Gulch, a below water smear zone excavation at Building A-711 and a biosparge pilot test at the Fire Training Pit. The Corps of Engineers and their contractor participated in a public open house and Kodiak Island Borough assembly meeting. 8/20/2007 Update or Other Action Contaminated Sites staff reviewed comprehensive groundwater monitoring reports for the Bruhn Point and Little Navy Annex Formerly Used Defense Sites (FUDS) on Kodiak. Both sites have demonstrated groundwater sampling events well below Table C cleanup levels for the sites contaminants of concern. The ADEC approved well decommissioning at both sites Jeff Brownlee
