Problems/Comments

A release was discovered in December 1993 documented in the Environmental Compliance Investigation Report. The building housed an engine generator. Stained soil was observed next to the tank's fill pipe. FAA's identification designation for the only tank at Building 600 is Tank ID 34-A-1. As of 1/17/02, FAA is in the process of transferring the property to the City of Kenai. 10/25/2001 Update or Other Action Staff completed a file review for the FAA Kenai facility, including site closure request for the Emergency Operating Facility (EOF). The EOF consists of 3.34 acres next to the Kenai Airport and the locations of six removed structures, including engine generator and maintenance shop buildings, and two tanks with associated piping going to each building. Further characterization and clarification was requested, including the addition of monitoring wells near the location of the engine generator and maintenance shop buildings. The South Former Living Quarters Area, East Former Living Quarters Area and the VORTAC require more characterization and cleanup at some sites. 1/29/2002 Meeting or Teleconference Held Met with David Jadhon regarding remaining issues with Kenai EOF. We discussed the previous ADEC letters outlining issues at Buildings 300 and 600 and land ownership for the East and South Quarters area. David submitted a copy of the 1996 Environmental Due Diligence Audit. I let David know we will require documentation from the City of Kenai that they will accept the EOF property as is and are willing and able to continue the cleanup. We agreed on the installation of 3 monitoring wells in a triangle, with one at the site of the floor drain at Building 300, one at the site of the surface release at Building 600 and one on the east property line between the two other wells. The wells are approximately 150 feet apart. One boring will be drilled at the site of the surface spill at Building 300. Soil sampling will start at the depth of the previous excavation to groundwater at 5' intervals. FAA will submit a sampling workplan prior to any sampling. Elizabeth Stergiou

3/26/2002 Meeting or Teleconference Held Met with David Jadhon of FAA regarding status of sites at FAA Kenai Station. FAA is planning to submit a workplan for boring and monitoring well installation at the EOF for June. FAA submitted the 1997 Draft Fuel Storage Tank Release Investigation Report for Building 430 at the VORTAC. Review of the draft showed inadequate sample analysis and an incomplete report. The sampling conducted did not include GRO or DRO. ADEC requested FAA submit the report in whole, including the lab analysis and site diagrams. The ARSR site work is done and FAA is awaiting the report. FAA submitted the City of Kenai Underground Storage Tank Removal Report 2000, City of Kenai Daubenspeck Property, which borders FAA property to show groundwater characteristics and the removal of a tank located on property previously in FAA control. 11/26/2002 Site Characterization Workplan Approved The Department has reviewed and conditionally approved the Release Investigation Plan / Sampling and Analysis Plan, Kenai Emergency Operations Facility, received on November 8, 2002. The plan proposes drilling and sampling soils from three borings. Two soil samples will be collected from each boring to be analyzed for DRO. One boring will be developed as a monitoring well with one water sample collected and analyzed for DRO. The plan is approved with the following conditions: Investigation derived waste be containerized. Soils with a positive field screen result include soils that register any deflection of the PID meter. The monitoring well should be developed after waiting a minimum of 24 hours after installation as stated in the draft work plan. Elizabeth Stergiou
12/10/2002 Meeting or Teleconference Held Site visit. Staff observed drilling and sampling of three borings, to groundwater, at the Emergency Operating Facility. One boring was developed into a monitoring well to monitor contamination migration towards the Kenai River. Field screening for all samples, including areas of previously known contamination, was non-detectable. Staff also toured the ARSR site and the VORTAC site. Elizabeth Stergiou
12/10/2003 Site Closure Approved Site closure given to this site with some residual contamination remaining. However, the December 2002 soil borings confirmed that both the vertical extent and volume of residual contamination is limited. When confirmation soil sampling was completed - no contamination was found. Therefore, the evidence at this site indicates that the site is clean and ADEC only suspects that there could be some residual that was not detected based on sampling limitations. That makes the NFA (closure) acceptable over the NFRAP. Deborah Williams
