(Old R:Base Action Code = CORR - Correspondence (General)). WDO was cc'd a copy of a letter from John Smart, U.S. Public Health Service, to Pedro Bay Village Council President Ben Foss, reporting on a February 10, 1993 investigation by PHS at the Pedro Bay School. The letter was dated March 8, 1993 and was received by WDO on April 1, 1993. The investigation was requested by Mr. Foss because residents were concerned about possible soil and water contamination from a fuel tank farm serving the school, and water contamination from the sewage disposal serving the school. the intake for the school water supply was (and at least until 4/23/93, is) located down slope from both possible contamination locations. Mr. Smart observed the improper use of an above-ground rubber hose connecting a fuel tank to the school power generation building and recommended in his letter that the hose should be properly and permanently installed. He also recommended that the village council continue to pursue investigation by ADEC of the fuel contamination, and should contact the Lake and Peninsula School District requesting evaluation and assistance with repair of the sewage system. |

Potential sources of contamination were identified as a buried tank near the creek, partially buried drums in the vicinity of the French drain, and the existing tank farm. Report states that no evidence of POL contamination was measured in the school crawl space. DRO soil contamination evident in soil borings collected at the tank farm and generator building. DRO and benzene soil contamination also documented in the school playground area. Benzene concentrations exceed cleanup level in groundwater sample. ADEC staff (Dave Pikul, Mike Haars, and Jim Frechione) along with a representative from Shannon and Wilson (S&W) traveled to the site to assess site conditions, collect data necessary to come up with preliminary plan for a groundwater diversion system, and to meet with community members. Vince Webster from Lake and Peninsula School District (L&P) arrived on-site along with L&P's contracted industrial hygienist (EHS) during DEC's site visit. L&P have installed a permanent 5,000 cfm exhaust fan to ventilate the schools crawl space. Volumetric calculations for proper crawl space air exchange indicated that a 2,300 cfm fan was required. During DEC's site visit the ventilation system was operational and no hydrocarbon odors were noticed in the school or from the opening of the crawl space. EHS was on-site to perform follow-up air monitoring after system installation. Test results are expected next week. Once test results have been reviewed, ADEC will coordinate with staff from: EHS, Department of Labor, Department of Epidemiology, the State Fire Marshal, and the Village of Pedro Bay to assist L&P in evaluating the use of the school. Pedro Bay Village's environmental coordinator informed ADEC that the school building is being used for gym and computer class on a short-term (1-2 hours at a time) basis at this time.
Seepage of groundwater was noticed again in the area behind the school (playground). L&P will be fencing off the playground, making it off-limits to students. Seepage from this and other areas converges near the creek. Disturbance of the creek sediments and soils between the creek and the playground resulted in the development of what appeared to be a petroleum sheen. A petroleum odor was noticed. |

RFP issued to perform a multiphased pilot study of the remediation system. Task 1 as follows: Produce a work plan to conduct a pilot study. Using existing equipment and other parts as necessary, run on-site remedial systems in various configurations to determine the best remedial method for site cleanup. Methods include, but are not limited to, soil vapor extraction, air injection, air sparging and filtration of groundwater. Vertical PVC pipe(s) within the tank farm soils should be exposed and retrofit to allow for the collection of in-situ water for laboratory analysis for GRO, DRO and BTEX and to monitor vacuum created from running remedial systems. Components of the groundwater treatment system will require cleaning and maintenance. Electrical usage costs should be projected and included in the cost proposal. Several site visits are expected for systems operation and maintenance. Site work should be projected through system shutdown this field season. Remedial systems should be properly prepared and secured for winter. Start-up recommendations should be included in a final report to be generated under task three below. |

DEC held a teleconference with DOE, Nathan Coffee. DOE does not responsible for the old school building and does not have funds for demolition. DOE would defer to Lake & Peninsula SD to deal with the building. Typically the DOE tries to give the buildings away. DOE leases the land from DNR who holds the land in trust for the future city of Pedro Bay. It is not likely that DNR would pay to demolish the building. Nathan suggested that the village’s trustee send a letter to the appropriate people to request funds if the village wants the building torn down. It will be a legislative appropriation. The Village Council will be having a meeting on Monday April 14 and will discuss the site and determine what they want to do with the building. |

Discussions included identifying a suitable location to stage a land-spread/land farming operation for remediation of POL soil at the school property. Pedro Bay will look into potential locations. Contamination has migrated under the generator shed which is situated at the toe of the ground slope from former tank farm. Clean up actions are limited as long as the generator shed remains. Due to the perpetual degradation of the building, Pedro Bay does not know if they want to keep the structure on the property. I spoke with Don Carney (Dept of Education) regarding their plans for demolition of the school buildings. DOE acquired legislative funding to remove the school buildings and planned to contract with Illiamna Construction to demolish them during 2007. He wanted to know about underground pipes and contaminated soil. I told him that ADEC planned to follow up the building demolition with soil excavation and treatment. I told him that ADEC could address the underground pipes at the time of soil excavation but to ensure any demolition activities cap off pipes that are encountered. He thought the above ground tanks had already been removed. He indicated that he would keep me apprised of their progress. |

•Department of Education (DED) has a long-term lease, DCRA holds the land in trust for the future city of Pedro Bay. At this time Pedro Bay is a village and the land cannot be conveyed to Pedro Bay until they become a “city.” However, the village may use the property before becoming a city or having the land transferred to them.
•The former school site is the preferred site of 2 being considered for a barge landing. There was a study that was conducted this winter in coordination with the borough. A report is anticipated as a result from this study which will likely recommend one site over the other. The village is anticipating that the former school site will be the site recommended as it has the deep water needed and the other site being considered, Smokehouse Bay, has some big drawbacks. Now that plans for addressing contamination at the site seem to be moving along, the former school site is likely to be seen as a viable prospect. It is anticipated that a design and possibly construction will move forward, in part with funding via the Denali Commission and that at least 2 years will pass before construction would begin.
•Use of local equipment was discussed and we were requested to give them as much of a heads up as possible as they are likely to have other projects for this equipment but want to make it available for the former school project. Ben Foss also mentioned that some local residents had received HazWoper training and that it would be good if we could make use of that training and use local hire.
•DEC plans to do early season characterization to address data gaps. Ben and John indicated that mid-May would be a good time to get started as that is typically when weather permits beginning gardening activities etc.
•DEC hopes to return within a short time frame to begin addressing the onsite stockpile and other necessary site contamination issues later this summer based on early season results.
•Commercial land use and groundwater use restrictions and potential landowner agreements were discussed and there were no objections raised. John stated that our approach sounded reasonable.
•John asked if there would be groundwater monitoring conducted and we talked about how that would depend on future data and decisions about land use restrictions. Ben Foss indicated that there was a well reported on the adjacent property (other side of creek) owned by a seasonal resident who hadn’t use the property for a number of years. He could not locate the well and it was assumed to have been destroyed.
•Ben asked how likely it was that we would dig down to 8 feet bgs (again) and find a bunch of contamination and then have the possibility of the project being stalled again. We explained that that is likely the smear zone and that we were planning on that being an area of focus with our characterization and potential remedial efforts. It was further discussed that this area is an unknown since we do not have current subsurface samples results, and is a data gap that needs to be addressed in the upcoming investigation. There were also questions about the creek barrier and migration to surface water issues were discussed.
•Keith Jost indicated that DED should be contacted for permission to access the property and conduct planned activities and suggested a letter of non-objection sent by DEC for DED’s signature would be the timeliest way to gain that permission.

Reviewed 2012 Corrective Action Monitoring Report for Former Pedro Bay Denaina School. Activities conducted in 2012 included sampling the landfarmed soil which had been tilled on eight occasions in 2011, and sampling and decommissioning the three remaining monitoring wells at the site. The landfarm was sampled by excavating ten test pits into the landfarm and underlying native soil. Soil samples collected from within the landfarmed soil contained DRO up to 1,840 mg/kg. Soil samples collected from native soil below the landfarm contained DRO up to 11,100 mg/kg, however the next highest concentration detected was 3,170 mg/kg. Groundwater samples were collected from the three monitoring wells in June and October 2012 and contained DRO from 1.53 mg/l to 12.8 mg/l. Following sampling activities, the landfarm was graded and compacted and the three monitoring wells were decommissioned. Groundwater contaminant concentrations appear to be generally stable. |

Cleanup Complete Determination Issued |
Contamination remains on site above established default cleanup levels; however ADEC has determined there is no unacceptable risk to human health or the environment. Therefore this site will be issued a Cleanup Complete- ICs determination subject to the following.
1. Any future change in land use may impact the exposure assumptions cited in this document. If land use and/or ownership changes, current ICs may not be protective and ADEC may require additional remediation and/or ICs. Therefore the Alaska Department of Commerce, Community, and Economic Development or Pedro Bay Village Council shall report to ADEC every three years to document land use, as soon as they become aware of any change in land ownership and/or use, if earlier. The report can be sent to the local ADEC office or electronically to DEC.ICUnit@alaska.gov.
2. A Notice of Environmental Contamination shall be recorded in the State Recorder’s Office that identifies the nature and extent of contamination at the property and any conditions that the owners and operators are subject to in accordance with this decision document.
3. Installation of groundwater wells will require approval from ADEC.
4. Any buildings constructed at the site must incorporate a liner/vapor barrier to prohibit the potential migration of hydrocarbon vapors into the structure, unless otherwise approved by ADEC.
5. Any proposal to transport soil or groundwater off site requires ADEC approval in accordance with 18 AAC 75.325 (i). A “site” [as defined by 18 AAC 75.990 (115)] means an area that is contaminated, including areas contaminated by the migration of hazardous substances from a source area, regardless of property ownership. (See attached site figure.)
6. Movement or use of contaminated material in a manner that results in a violation of 18 AAC 70 water quality standards is prohibited.
