6/1/1995 Document, Report, or Work plan Review - other Remediation Plan Phase 1 dated June, 1995. Specific objectives of the remediation program are to: 1) Maximize attenuation of hydrocarbons present in the soil and water; 2) Maximize recovery of vegetation damaged by hydrocarbon contamination; 3) Minimize erosionary processes and repair erosion damage in the phase 1 location area; 4) Minimize further damage to the environment by the remediation activities; 5) Minimize risks to aquatic resources downstream of the site. Sammi Castle
9/1/1995 Update or Other Action (Old R:Base Action Code = CORR - Correspondence (General)). Requested a decision by BIA regarding cleanup and water quality monitoring. Ray Dronenburg

1/1/1996 Document, Report, or Work plan Review - other Impacted Soil Characterization and Removal BIA Bioremediation Treatment Cell dated January 1996. A biocell was constructed to remediate contaminated soil identified during a Preliminary Assessment conducted in 1991 by the COE. The soil was stockpiled in four cells at a site previously occupied by a White Alice Communications System facility. Impacted soil was encountered beneath the stockpiles during construction of the biocell. This report documents the investigation of the impacted soil. Sammi Castle

7/26/1996 Cleanup Plan Approved (Old R:Base Action Code = RAPA - Remedial Action Plan Approval). Conditionally approved plan to identify and treat remaining contamination and set up long-term monitoring. Ray Burger
11/20/1997 Site Ranked Using the AHRM Surface Water Exposure Index Value changed from "0" to "0.4" since surface water has never been tested. Ray Burger
2/11/1998 Update or Other Action Ecology and Environment submit a proposal to establish risk-based cleanup levels and propose appropriate cleanup actions. Jim Frechione
9/1/1998 Site Characterization Workplan Approved The site characterization work plan was prepared to assess current site conditions and review contaminant levels for risk-based standards. The State assumed the lead based on the history of the site and the need to investigate the site based on a proposed settlement agreement. Ecology and Environment was hired as the state term contractor. Jim Frechione
12/31/1998 Update or Other Action Draft Site Assessment report submitted to ADEC. The report presented soil, water and sediment sample information. Jim Frechione
5/26/1999 Cleanup Level(s) Approved The Draft Final Bethel BIA Administration Site Development of Risk Based Cleanup Levels and Corrective Action Alternatives was accepted by ADEC based on a proposed berry study to be conducted in the area. Jim Frechione
5/28/1999 Record of Decision Record of Decision was prepared for the site. It was decided excavation of the tundra vegetation and sediments affected by the spill might cause more harm than good. Therefore, in situ treatment (in the future) might be appropriate depending on funding availability. Jim Frechione
5/28/1999 Conditional Closure Approved The decision to require no further action was made on intrusive cleanup might cause more harm than good at this site. Therefore, future cleanup action would be dependent on the identification of any risk posed by the contamination remaining. Jim Frechione
8/25/1999 Update or Other Action Ecology and Environment submit work plan to conduct berry study. Jim Frechione
11/29/1999 Document, Report, or Work plan Review - other Summary of Berry Collection and Analysis at Bethel Bureau of Indian Affairs (BIA) Administrative Site report submitted to ADEC. Field activities were conducted on August 26 and 27, 1999. Crowberries were sampled and analyzed for DRO contamination. In conclusion, no indication of accumulation of diesel contamination in crowberries is evident at the Bethel BIA Administrative Site. Sammi Castle
4/1/2000 Document, Report, or Work plan Review - other Final Report Sampling Activities dated April 2000. This report is for the two groundwater sampling events and one soil sampling event performed at the site in 1999. Groundwater samples were collected from six existing monitoring wells and analyzed for RCRA metals, PCBs, DRO, GRO, AVOCs, SVOCs. Bioattenuation samples were collected from surface soils within a historical fuel-spill area on the site and analyzed for DRO and RRO. Sammi Castle
9/18/2000 Institutional Control Record Established An Equitable Servitude Agreement (ESA) was entered into between the Bethel Native Corporation and DEC. It restricted use of suprapermafrost groundwater; no residential development; no excavation or construction of new buildings. Jim Frechione

This report includes one groundwater sampling event and one soil sampling event performed at the site in 2000. Groundwater samples were collected from six monitoring wells and analyzed for RCRA metals, PCBs, DRO, GRO, AVOCs, SVOCs. Bioattenuation samples were collected from surface soils within a historical fuel-spill area on the site and analyzed for DRO and RRO. Analytical data does not show a consistent decrease in petroleum concentrations in the fuel-spill area. Sammi Castle
12/30/2002 Update or Other Action START 2 PA July 2002. Two tracts owned by Bethel Native Corporation investigated. Tract A is the southern one and contains two borrow pits with drums and debris on the east side of borrow pit (BP) 1.
