Problems/Comments

PCBs encountered in the soils adjacent to a transformer at the NDB/DME facility. Diesel contamination also documented but is associated with a former regulated UST (1000 gallon diesel emergency generator tank). Last staff assigned was Patrick-Riley. An EPA letter dated April 26, 1993 refers to EPA's review of the Preliminary Assessment (PA) report for the FAA Dutch Harbor Station. It is not clear whether the Station is the same site as the NDB/DME site where PCBs were encountered. The PA is not in ADEC files. EPA's letter notes that the site does not score high enough to be proposed for inclusion on the NPL, and the facility will not be removed from the Federal Agency Hazardous Waste Compliance Docket, but will be listed for no further action.

12/14/2006 Update or Other Action Reviewed file information. File contains report regarding PCB contaminated soils located at old transformer area, a 4' by 4' patch of soil located on Amakanak Island on a mountaintop. Multiple hand excavations reducted PCB levels to well below 1 ppm PCB. Additional information on the UST diesel tank indicates mostly ND with one 1300 ppm DRO at the bottom of the removed tank. Site soil profile is a thin veneer of soil with high organics over fractured bedrock. Mike Jaynes
