Gretchen Pikul received a call from Doug Poage of Village Safe Water at on 7/28/00 regarding contamination encountered within a water line trench on same day. Village Safe Water is laying a water line within the Woodbine easement. The trench bottom was 8' 10" when suspected kerosene began trickling into the trench. The surrounding soil was not saturated with the contaminant, and groundwater is believed to be approximately 50 feet below ground surface, according to Pikul's message. |

Reviewed the Site Characterization/Remediation Work Plan. The Department received the Work Plan on July 15, 2005. Within the work plan, BGES Inc. proposes to conduct the following activities during the summer of 2005:
• Advance approximately 20 hand borings and drill approximately 15 to 20 soil borings to evaluate the levels of petroleum constituents in soil and/or sediments;
• Install approximately 10 to 15 monitoring wells;
• Survey the top of well casings in the new and existing monitoring wells;
• Measure the depth to water and/or petroleum product in the new and existing monitoring wells;
• Sample and analyze groundwater samples for petroleum constituents in the new and existing monitoring wells;
• Conduct soil screening and sampling of the existing contaminated soil stockpiles; and
• Evaluate the need to construct an interception trench along the Egegik River shoreline. If unanticipated site conditions are encountered during the field season, as interpreted by BGES field personnel, BGES may request approval from the Department to change the scope of work. Areas in which BGES will investigate include the Alagnak and Meshik Bunkhouses, Generator Building, Freezer Building, eroded gulley area near Freezer Building, former Bunder C tanks area northeast of the Main Office, Mechanics Housing, Ugashik and Kvichak Buildings, and the Compressed Gas Storage Building.
At this time, the Department approves of the Work Plan provided BGES Inc. does the following:
• Collect at least one soil sample beneath the pier or dock and near the boiler room of the cannery to be analyzed for petroleum constituents (sample locations should be selected based on screening results);
• Replace three monitoring wells slated to be installed in the beach area with either piezometers or passive diffusion bags. The piezometers or passive diffusion bags should be placed near the mean high tide area along the Egegik beach. Collected pore water should be analyzed for petroleum constituents according to EPA methods 610 and 624;
• Install a monitoring well on the southwest corner of the stockpiled soils area;
• Investigate the nature and extent of contamination on Icicle Seafoods Inc. property resulting from leaks from an old pipeline that fed the former Egegik light and power facility. Screening samples should be collected below piping joints, elbows, connections, and damaged piping components; if these locations are unknown then screening should occur below original level of piping at 20 foot-intervals. In areas where the level of petroleum constituents are believed to exceed Department cleanup levels, soil samples should be collected to be analyzed for petroleum constituents;
• Convert a soil boring located north of the generator building to a monitoring well; and
• Conduct third party verification of soil and groundwater analytical laboratory data according to Section 8.0 of the Department’s Underground Storage Tank Procedures Manual
With regard to the screening of stockpiled soils, the Department recommends that screening samples be collected every 100 cubic yards. With regard to laboratory analysis of stockpiled soils, the Department recommends that, in general, BGES Inc. follow the Department guidelines for sampling of post treatment excavated soil as defined in 18 AAC 78.605 Table C, which may require 3 to 4 soil samples per stockpile. In cases where the screening levels are uniform throughout a soil stockpile, the Department recommends compositing collected soil samples prior to laboratory analysis. In cases where there is a wide range of screening results within the stockpile, the Department recommends BGES submit each soil sample to the laboratory individually and if needed collect additional soil samples to delineate clean from contaminated soil. |

Based on the Department's initial review of the draft Phase II Site Assessment report, it has been determined that the nature and extent of contamination at this property has been adequately characterized in accordance with 18 AAC 75.335. This determination also is a finding that Icicle Seafoods Inc. has achieved the deadline established in the prospective purchase agreement.
ADEC continues to be concerned about contamination at this site and possible impacts to the Egegik River. However, based on the recent characterization data and continued monitoring data from the beach area along the river, has allowed ADEC to amend the schedules established in the prospective purchase agreement, in accordance with the terms and conditions of the prospective purchase agreement.
The proposed cleanup action of when to install a groundwater treatment system is being re-evaluated by ADEC. The characterization data has provided site specific information that needs to be reviewed and evaluated in order to proceed on other corrective actions at this site. Therefore, ADEC will consider the data submitted in the Phase II Assessment report and monitor data collected in 2006 before making a final decision on how (and when) to proceed with a groundwater cleanup plan.
ADEC wishes to extend the deadline for the installation of a groundwater treatment system to October 31, 2006. In addition, there are areas of contamination identified in the Phase II Site Assessment that will require remedial action and the deadlines to address (propose and implement cleanup plans) these additional areas will be October 31, 2006. Please note that all other terms and conditions of the purchase agreement remain the same.

1. Under task 3, please eliminate the costs associated with the use of a Horiba U22 Water Quality Meter. At this time, ADEC has not approved the use of this equipment during the sampling of pore or groundwater.
2. Under task 4, ADEC approves of the revised costs and scope of work submitted to ADEC on June 22, 2006. Please inform ADEC of any additional changes to the scope of work regarding this task.

Issued letter to Virginia Ferrari responding to her questions and concerns regarding use of prospective purchuser agreement funds for site investigation and remediation activities. ADEC comments were as follows:
1. ADEC is now in receipt of Woodbine’s agreement with Icicle Seafoods regarding the Egegik facility. Thank you for providing this information. Please note that ADEC is not a party to the Purchase Agreement. Consequently, it is Icicle’s obligation to coordinate with Woodbine concerning its remediation proposals since it is Woodbine and Icicle’s purchase agreement that creates that obligation.
2. Please be aware that the scope of work for remedial or investigative action at the Icicle Seafoods Processing Plant has never been formally defined. Site investigation and remediation is a dynamic process; particularly when work is being conducted in a rural area with limited resources. BGES’s initial proposal to conduct site and remedial activities at the Icicle Seafoods Processing Facility was an estimate and a projection. In the future, ADEC will continue to direct BGES’s investigative and remedial activities at the Icicle Seafoods Processing Plant and changes to the scope of work will likely occur. ADEC will make an effort to consult with you prior to any significant changes in the scope of work; however, ADEC cannot guarantee that you will be consulted prior to all changes in the scope of work since they may be related to a technical issue and/or logistics issue that may need to be made quickly. There is no formal agreement between ADEC and Woodbine that requires approval or consensus on these matters. The notification is a courtesy to keep you informed on the environmental activities conducted there.
3. The PPA between ADEC and Icicle Seafoods Inc. established a funding source for site investigation and cleanup of “existing contamination”. Existing contamination is defined in the PPA as all contamination released into the environment prior to the effective date of the PPA (March 18, 2005). Therefore, ADEC considers investigation and cleanup of the area contaminated with Bunker C fuel appropriate under the PPA.
4. You are correct that ADEC requested BGES not to proceed with the installation of an interception trench in the Bunker C Area.
5. ADEC has requested BGES install a piezometer in the pier area just north of the packaging warehouse boiler room since ADEC suspects that groundwater may be contaminated. Soil samples collected in this area indicate that the soil is not contaminated, but there is not always a direct correlation between clean soil and clean groundwater. In certain cases, contaminated groundwater may migrate to areas free of soil contamination. ADEC views this investigation as defining existing contamination and therefore, costs associated with this task will be applied to the PPA fund.
6. You requested that costs associated with tasks 4-5-8-13-18-19 be pro-rated to Icicle Seafoods due to the June 2005 fuel spill. ADEC considers the amount of fuel spilled in June 2005 to have been 50 to 100 gallons with an impact to approximately 5 cubic yards of soil. BGES was requested to separate all costs associated with treating the soil from the 2005 spill area in June 2005 and they will be reviewed in accordance with the PPA fund. ADEC oversight costs for this spill will be forwarded to Icicle Seafoods for separate payment.

Reviewed the 2007 Remediation Work Plan. The Remedial Work Plan was received on March 30, 2007 and outlines the remedial approach for the following areas at the subject site: Beach, Intertidal, Upper Bluff, Bunker C & Generator Building, Mechanics Housing, Ugashik and Meshik Bunkhouse, Patricia Ann Boat Storage, and Boiler Room/Pier. BGES will continue to excavate contaminated soil from the Beach, Upper Bluff, Mechanics Housing, Ugashik and Meshik Bunkhouse, and Patricia Ann Boat Storage areas. Soil excavated from these areas will be placed in the on-site landfarm to be treated. Contaminated soil near the Bulk Fuel Tank Farm may also be excavated and placed in a unique location adjacent to the landfarmed area. At this time, ADEC has determined that any contaminated soil excavated near the Bulk Fuel Tank Farm is the responsibility of Icicle Seafoods, Inc and should be treated separately than contaminated soil excavated from other areas of the subject site. An interception trench will be constructed just above the intertidal area of the beach. Interception trench water or effluent treatment may be re-injected into an upgradient infiltration trench.
At this time, ADEC approves of the 2007 Remedial Work Plan, as written, under the following conditions:
Groundwater and pore water samples will only be collected one to two weeks following implementation of approved remedial option from the following areas: Mechanics Housing, Bulk Fuel Tank Farm, and Beach (downgradient of interception trench);
A landfarm decision unit will consist of a ½ acre area. A multi-increment (MI) sample which consists of at least 35 increments collected from each decision unit. Triplicate MI samples will be collected from one decision unit within the boundaries of the following three areas: older excavated soils, gasoline impacted soils, and soils generated by Icicle Seafoods;
MI samples slated to be analyzed for DRO/RRO will not be dried more than two hours prior to the sieving and grinding steps; and
BGES will request ADEC’s approval of proposed costs and methods to install an interception trench in the Beach area prior to construction

Reviewed cost estimate and associated documentation for 2007 remedial activities at the Egegik Icicle Seafoods Processing Facility. The cost estimate was received on June 4, 2007 and identifies costs associated with twelve remedial tasks and three optional tasks. Proposed costs associated with Icicle Seafoods Inc. spills were separated from contamination uncovered during BGES’ Phase II Site Investigation, dated March 2006. CSP has reviewed the costs associated with Icicle Seafood Inc. spills and has the following recommendations:
1. Under task 3, erection of a sign as opposed to a fence may be more cost effective in notifying site residents of the existence of the landfarmed contaminated soil and the risks associated with it.
2. Under Task 8, investigate the possibility of excavating soil with shovels instead of an excavator.
At this time, CSP does not approve of the WAFCO costs associated with the optional tasks (tasks 3, 7, and 8) simply because of the limited amount of prospective purchase agreement funds (Funds) now available. CSP approves of the WAFCO costs associated with the twelve approved tasks under the following conditions:
1. Under task 4, the amount of estimated hours to monitor seep areas appears excessive. This task could be completed by two people in four hours. One person would only require less than two hours of time taking pictures and another person would require two hours to receive process and evaluate pictures in the office. With regard to this task, CSP is primarily concerned with evaluating the seeps following the construction of the interception trench.
2. Fencing is not required for construction of the landfarm area. CSP requests that a sign be erected to notify people of the inherent risks that the landfarmed area poses to human health and the environment.
3. BC Excavating will document in their final invoices labor rates, labor hours accrued per task, and any other fees. DEC expects BC Excavating labor rates to be usual and customary for the type of work being conducted. Please note that overhead, management, administrative, and oversight costs are not approved.
4. BGES will document in their final invoices the equipment rental costs incurred for their work at the Facility.

DEC has completed a review of a 2007 Site Remediation and Monitoring Report for the Egegik Icicle Seafoods Processing Facility. This report was prepared by BGES Inc. (BGES) and received at DEC’s Anchorage Office on March 04, 2008. BGES personnel supervised the excavation of contaminated soil from the following areas: Mechanics Housing Area, Ugashic/Mehshik Bunkhouse Area, and Patricia Ann Boat Storage Area. Excavated soil was transported to the landfarm area to be treated. At the Mechanics Bunkhouse Area, approximately 421 cubic yards of additional soils was excavated. Eight discrete soil samples were collected at the base of the excavation pit and tested for GRO, DRO, and BTEX. In two of the soil samples, DRO and benzene were both detected above DEC cleanup criteria and in two other soil samples, DRO was the only analyte detected above DEC cleanup criteria.
At the Ugashic/Meshic Bunkhouse and Patricia Ann Boat Storage areas, three multi-incremental samples were collected at the base of the excavation pits and analyzed for DRO, RRO, GRO, and BTEX. No contaminants of concern were detected above DEC cleanup criteria; albeit, GRO/BTEX results were determined to be biased low (In one sample BTEX results were rejected) due to low surrogate recoveries.
Within the landfarm area, BGES personnel supervised the construction of berms around the perimeter to mitigate precipitation runoff and constructed cautionary signs at access points to warn residents of potential human health risks. Fertilizer (Arctic Grow) was applied to areas that appeared to be highly contaminated. Landfarmed soils were spread at depths ranging from 6 inches to 2 feet and soils were not spread closer than 200 feet from School Lake. BGES personnel evaluated the levels of contaminants of concern by conducting a multi-incremental sampling event following soil spreading. Decision units (DUs) were created at the landfarm based on the type and degree of contamination present. The three DUs developed were as follows: Mechanics housing, GRO-contaminated soils excavated from the bluff area, and weathered soils previously transported to the landfarm area and spread in ½ acre areas.
BGES personnel supervised the construction of an interception and recirculation trench in the intertidal area below the freezer plant. The interception trench was designed to capture and/or reduce contamination in the intertidal area of the beach so that it does not impact the Egegik River. The interception trench is roughly 100 feet long, 4 feet wide and contains a sump to collect contaminated groundwater. A recirculation trench roughly 100 feet in length was also constructed upslope of the interception trench. The recirculation trench receives pumped water from the interception trench allowing recirculated water to continually wash contaminated sediments downslope. After the interception trench was constructed, BGES personnel no longer observed a sheen on water flowing out of seeps. Two piezometers were sampled following the construction of the interception trench and analyzed for GRO/BTEX and DRO/RRO. GRO and benzene were detected above DEC cleanup criteria in piezometer number 3.
Two monitor wells (MW-12 and MW-16) were sampled during the 2007 field season. GRO, DRO, RRO and BTEX were not detected at levels that exceeded DEC cleanup criteria in samples collected from MW-12 which is located near the tank farm. DRO/RRO and benzene were detected above cleanup criteria in monitor well MW-16 which is located near the Mechanics Bunkhouse. A surface water sample was also collected from School Lake to establish baseline water quality conditions for comparison with future monitoring activities,. No contaminants of concern were detected in this sample.
BGES developed a preliminary conceptual site model (CS) and provided a CSM graphic in their report. Contaminant sources, release mechanisms, impacted media, transport mechanisms, exposure media/routes, and potential contaminant exposure to human and ecological receptors were evaluated. Exposure media include: groundwater, surface water, sediments, soil, indoor air, outdoor air, and biota.

DEC staff has completed a review of a 2008 WAFCO Site Remediation and Monitoring Work Plan. This work plan was prepared by BGES Inc. (BGES) and received at DEC’s Anchorage Office on July 10, 2008.
BGES proposes to do the following during the summer/fall of 2008:
1. Collect groundwater and/or pore water samples from selected groundwater monitor wells and piezometers between contaminated areas and the Egegik River.
2. Install an additional monitor well northeast of the former Mechanics Housing excavation pit.
3. Collect soil samples at the landfarm utilizing the multi-incremental approach.
4. Inspect the interception and recirculation trenches to make any needed modifications.
5. Characterize the nature and extent of contamination in the vicinity of the gasoline tanks.
6. Observe the water quality in the intertidal area of the Egegik beach and document petroleum sheens and/or adverse water quality.
A letter was issued to Mark Denison on July 16, 2008 conditionally approving of work plan. The 2008 WAFCO Site Remediation and Monitoring Work Plan is approved with the following modifications:
1. BGES personnel will sample all piezometers (i.e. PZ-1 through PZ-5) during the 2008 field season. Water samples collected from areas between contaminated areas and the Egegik River, and from School Lake will be analyzed for GRO, DRO, VOCs and SVOCs according to CSP approved methods. The analytical data will be compared to 18 AAC 75.345 Table C levels, 18 AAC 70 Water Quality Standards, and the Ecological Screening Values listed in Appendix D of CSP’s Ecoscoping Guidance Manual (March 2008).
2. BGES will adhere to CSP guidance on Multi-Incremental Sampling (March 2007), and Monitoring Well Design and Construction for Investigation of Contaminated Sites (February 2008).
3. BGES will adhere to CSP’s Laboratory Data and Quality Assurance Policy (Tech Memo 06-002) when collecting and evaluating laboratory analytical data.
4. BGES will only collect, in triplicate, multi-incremental samples from one decision unit within the landfarm area which is known to contain elevated levels of contaminants. Soil will not be field screened during the collection of multi-incremental samples. The decision unit should not exceed ¼ acre in area. Each sample increment will be consistently collected. The sample increment mass for nonvolatile samples will be 2 to 5 grams. The sample increment mass for nonvolatile samples will be at least 15 grams and the final sample mass will be 30 to 32 grams. Prior to subsampling for nonvolatile analysis, soil will be sieved with a number 10 sieve to remove particles greater than 2 millimeters. The relative standard deviation will be calculated to determine if sampling results meet CSP criteria for data usability. A 95% upper confidence interval of the mean concentration will be calculated and compared to CSP cleanup levels.
5. BGES will complete conceptual site models for human health and ecological risk separately and calculate cumulative risk of contaminated areas, where applicable.

DEC staff reviewed BGES, Inc.'s “Icicle Seafoods , Inc. Egegik, Alaska 2008 Site Remediation and Monitoring Report”, dated March 05, 2009. BGES documented the following during the summer of 2008:
1. The observation of a slight sheen in the interception trench and reduced observations of sheen on water below the sea wall. BGES removed silt from the infiltration trench to increase recirculation of groundwater. Pore water samples collected downgradient of the interception trench exhibited reduced concentrations of contaminants; however, the levels of contaminants still exceeded DEC water quality and ecological screening criteria.
2. Assessment of water quality in School Lake. A surface water sample was collected and analytical results suggest that contaminants of concern (COCs) meet DEC cleanup levels.
3. Evaluation of a modified multi incremental (MI) sampling technique at the WAFCO landfarm. Decision unit LF-B was subdivided in to ¼ acre units and sampled in triplicate to confirm that results would be reproducible. The reported values for DRO in these samples (i.e. 719, 769, and 684 mg/kg) exceeded CSP cleanup levels and were precise since the relative standard deviation was calculated to be 6%.
4. Evaluation of contamination at the Mechanics Housing Area. BGES personnel discovered contaminated soil during the installation of a new monitoring well (MW-17). Groundwater was sampled from monitoring well MW-16 (upgradient and cross gradient of new well MW-17) and DRO, RRO, and benzene were detected at levels that exceed CSP cleanup criteria.
5. The sampling analysis of groundwater from monitoring well MW-8 which is located north of the Bunker C fuel area and adjacent to the Egegik River. No COC’s were detected above CSP cleanup criteria.
6. Sampling and analysis of pore water from piezometer PZ-6, which is located beneath the cannery piers. No COC’s were detected above CSP cleanup criteria.
7. Assessment of soil beneath the secondary containment of the former AST tank farm. These soils were evaluated via field screening techniques and determined to be clean.

Site Characterization Report Approved |
DEC staff reviewed BGES, Inc.'s March 2011 "Wafco Monitoring Report for 2010 Field Season". This work was conducted in August 2010 and included the collection of water samples from several monitoring wells and piezometers; inspection of the interception and recirculation trenches; and observation of seeps in the inter-tidal area of the beach. Since monitoring well MW-15 was dry, it was not sampled. Piezometer PZ-2 was also not sampled because a blockage in the piezometer prevented the submersible bladder pump from being lowered to the appropriate depth to collect the sample. Monitoring well MW-17 was not replaced during the 2010 field season becuase sufficient groundwater was available to collect a sample. BGES personnel visually inspected the intertidal and seep areas and did not observe any sheens as had been observed in 2006 and 2007. Additionally, BGES inspected the interception trench and did not observe any free phase product as was found in 2007. Groundwater samples were collected from wells MW17 and MW12 to be analyzed fro GRO, DRO, RRO, and BTEX - Contaminants of concern were not detected above ADEC cleanup values in these samples. |

Site Characterization Workplan Approved |
DEC staff reviewed and approved of BGES, Inc.'s "Icicle Seafoods Inc. Egegik, Alaska WAFCO Long-Term Monitoring Work Plan (Revision1) For 2011 through 2014. The work plan was revised at the request of DEC's to reduce costs associated with monitoring over the next 3 years. BGES proposed to do the following: Replace Piezometer PZ-2 in 2013; Collect and analyze water samples from a subset of monitoring wells and piezometers during the 2013 season; maintain and continue to treat the land-farm soils in 2011 and 2013; collection of multi-incremental samples from landfarm areas in 2013; inspection, maintainance of recirculation and interception trench in 2011 through 2014, maintenance and revegetation of the bluff area in 2011 and 2014, and decommission monitoring wells in groundwater areas no longer contaminated in 2014. |

DEC staff recieved Icicle Seafoods annual report dated October 29, 2012. On May 26, the landfarm area was tilled. On May 28, teh circulation trench pump was turned on. On June 1, and July 14 the silt was removed from upper drain pit and leach lines were cleared to improve drainage. On September 22, the circulation pump was shut down for winter. |

Two separate reports were submitted by BGES, Inc. in February of 2015 summarizing the monitoring conducted in 2013 at Icicle Seafoods Inc., Egegik, AK (2543.38.002). One report titled "2013 Land-Farm Monitoring Activities" and the second titled "WAFCO Monitoring Report for 2013 Field Season". The first report summarizes several spills and cleanup activities that occurred after Icicle bought the cannery from WAFCO (Woodbine Alaska Fish Co.) in 2005. The second report summarizes existing contamination that is attributed activities that occurred at the site prior to Icicle's purchase of the property in 2005.
As part of the decision made by CSP in a letter dated May 19, 2009 the following post 2005 spill sites have been determined to be "cleanup complete": Freezer Plant Day Tank, Generator Building, and Mechanic's Bunkhouse. The MW-12 that is downstream from the Tank Farm Area has been below ADEC Cleanup Criteria in 2009 and 2010 and sampling was ceased after 2010. There is still some impacted soil under the tank farm and appears to be stable. The Landfarmed soil still exceeds ADEC Cleanup Criteria for DRO and is on a 3-5 year sampling cycle. |

The 2013 "WAFCO Monitoring Report (submitted February 2015) for 2013 Field Season" summarizes the activities occurring at the Icicle Seafoods Inc., Egegik, AK (2543.38.002) associated with contamination existing from before 2005 when Icicle Seafoods bought the facility from WAFCO. The landfarmed soils from these activities are kept separate from the post 2005 spill cleanup soils that are also landfarmed in another location. Areas discussed in this report include: Land-Farmed Soils, where DRO still exceeds ADEC Cleanup Criteria and sampling is on a 2-3 year cycle; Beach Area, where PZ-3 exceeds ADEC Cleanup Criteria for benzene and MW-13 exceeds ADEC Cleanup Criteria for benzene, DRO and RRO; Tank Farm, where impacted soils remain under the 2ndary containment but are stable due to no migration into MW-12 which is downstream from the site; and the Mechanics Housing Area, where 150 cy of impacted soils remain, and MW-16 still exceeds ADEC Cleanup Criteria for DRO. Also the obstruction in MW-17 should be removed to resume sampling during the next round of monitoring. |

Teleconference with Icicle Seafoods representative was held to discuss the current status and future path forward on two sites in Egegik. Immediate actions for source removal have been completed. Both sites are in remediation phase through in situ bioremediation. The last sampling of landfarm soils occurred in 2013. Icicle Seafoods representative requested to resume monitoring in 2017 to give the landfarm soils more time to remediate. There are no other immediate concerns and the extension for monitoring was granted. |

Talked with Margaret (Icicle Seafoods/Ocean Beauty) to discuss site and future plans. Margaret stated that the pump BGES installed in the trench to intercept the gas plume has been maintained since they installed it. |
