Problems/Comments

The St. Mary's Airport (KLM) was transferred from the Bureau of Land Management (BLM) to the State of Alaska Department of Transportation in 1978. That year, Delta Development (the lessee) requested permission for space to relocate a 10,000-gallon Aviation Gasoline (AvGas) tanks and permission to sell AvGas to the public. The aircraft hangar was constructed in 1980. The site was then leased to Hermans' Aviation, which was purchased by MarkAir Express around 1990. Throughout the history of the site, the lessees had a reputation for poor housekeeping on the lot, revealed in correspondence with DOT. The size of the lot and naming conventions also changed throughout time. The lessee had an auto body shop on the property that was added on in the 1980s. In 1992, MarkAir filed for Chapter 11 bankruptcy, but MarkAir continued to operate at the site. In July 1993, an approximately 1,000-gallon diesel fuel release occurred in the area on the north and eastern sides of the building on Lot 5C. The release likely occurred from the overfilling of an aboveground storage tank (AST). Other sources of contamination may have included spillage from leaking drums located on the site or spillage from a tanker truck. A diesel-powered generator, space heaters, piping, aircraft, and heavy equipment were also stored on-site. In response to the release, approximately 50 cubic yards of soil were excavated and stored on a polymeric liner. A Phase II Environmental Site Assessment (ESA) performed in 1996 revealed DRO above maximum allowable cleanup (MAC) levels in the soil. Groundwater was not investigated at this time.

11/20/1996 Update or Other Action ADEC reviewed a Phase 2 Environmental Site Assessment, ADOT St. Mary's Airport dated November, 1996, submitted by Restoration Science and Engineering and received by the ADEC on this date. Two reports were received: one pertaining to Lot 5C Block 100; and the other pertaining to Lot 3A Block 100, Lot 2 Block 100, and Lot 2A Block 300. ADEC determined that five areas need further evaluation and are numbered in order. (#1) Lt 2, Blk 100(Mark Air Terminal Facility & Fuel Dispenser) 1,000, 1,500, & a 500 gal. AST. Impacted soil is present around the center of the east side of the building from the ASTs. Surface soil samples contained up to 1,060 mg/kg DRO. There is an estimated 22 cubic yards of contaminated soil on the site. A non-potable drinking water well, located on the east side of the property, extends to a depth of 220 ft. (#2) Lt 2, Blk 100(Fuel Dispenser) underground fuel lines to the Jet Fuel Dispenser. Impacted soil is present around the Jet Fuel dispenser. Surface soil samples contained up to 3,920 mg/kg DRO and 0.339 mg/kg benzene. There is an estimated 50 cubic yards of contaminated soil on the site. (#3) Lt 2A, Blk 300(Jet Fuel ASTs) 10,000 gal. and a 5,000 gal. AST. Impacted soil is present within and outside bermed area. Surface soil samples contained up to 292 mg/kg DRO and 0.463 mg/kg benzene. There is an estimated 26 cubic yards of contaminated soil on the site. (#4) Lot 5C, Block 100(ADOT Airport Lease Lot Building) 1,000 gallon Diesel AST. The AST is a likely source of contamination with up to 17,000 mg/kg DRO in the surface soil. There is an estimated 22 cubic yards of contaminated soil on the site. (note: There is a drinking water well present at the ARRF Building on Lot 4A, South east of the AST, that extends to a depth of 380 feet. Water samples collected did not detect contaminants. (#5) Lot 5C, Block 100(ADOT Airport Lease Lot Building) auto shop floor. Hydrocarbon impacted soil underneath the hangar floor contained up to 2,690 mg/kg DRO. There is an estimated 33 cubic yards of contaminated soil underneath the floor. Grant Lidren
