Problems/Comments

Gasoline and heating oil contaminated soil discovered and stockpiled after excavation of two 500-gallon gasoline, one 2,500-gallon gas and one 1,000-gallon diesel heating oil USTs in June and July 1993.

8/21/2001 Cleanup Plan Approved The plan proposes excavating petroleum-contaminated soil from tank sites at Buildings 100, 101, 102, 301, 402 and the Flight Service Station, and sampling at the limits of excavation. The drinking water well at Building 300 will be decommissioned and three new monitoring wells will be installed downgradient of the known petroleum plume at Building 600. All monitoring wells at Building 600 will be sampled. Contaminated soils will be field screened and sampled during excavation and placed in a long-term stockpile. The existing landspread area, containing approximately 2200 cubic yards of petroleum contaminated soil, will be sampled. ADEC commented on the deletion of the fuel dispenser associated pipeline (~75') removal and reminded FAA the associated soils will need to be characterized in the near future. ADEC also commented on formatting and report quality issues. Eileen Olson
10/2/2001 Meeting or Teleconference Held Staff conducted a site visit with FAA's Brad Platt. The former FSS has been excavated in steps down to 17’ below ground surface. From about 8’ below ground surface down to at least the bottom of the excavation on the north sidewall is layered rock that is holding product between its layers. They have already excavated laterally as close to a road, along a bluff, as they can with out threatening the integrity of the road. Staff recommended FAA propose an alternative clean up levels. The former MRL site has been excavated and is thought to be clean since it has a higher clean up level. BNCI is awaiting confirmation sample results prior to backfilling. In the living quarters area, soil below the sites of buildings 301, 100 and 102 are still contaminated. BNCI thought they could excavated to clean soil, FAA directed them to do so. Elizabeth Stergiou

9/27/2004 Update or Other Action On this date DEC staff, at the request of FAA environmental personnel, reviewed and determined that No Further Remedial Action is Planned (NFRAP) or necessary at the Lake Minchumina Areas of Concern (AOCs) Building 400 (Flight Service Station) and Building 402 (MRL Building). Stockpiled soil associated with the two AOCs will need to achieve the most stringent cleanup levels in order to receive full closure. Hazard ID 1924 will remain active until all AOCs associated with the site have achieved cleanup levels and can be issued similar NFRAPs, at which case the site can be evaluated for complete closure. The 10 acres include the landfarm. stockpiles, former building locations etc, basically the main area the FAA occupied at Minchumina. Work at site will continue. Schedule will be submitted annually. 6/7/2021 Site Visit DEC visited the site and observed the stockpiles being consolidated into the landfarm area, the remediated soil backfill material stockpile, and all other AOCs at the site. Building 300/600 contamination was summarized and will be added as a new source area. The Former Drum Storage Area was examined and no drums or contaminated soil was apparent, and will be assessed for closure determination. 12/10/2021 Document, Report, or Work plan Review - other DEC sent comments on the Draft 2021 Remedial Action Report. This report details landfarm maintenance and operations throughout the summer, as well as soil sampling for VOCs, DRO, GRO, and PAHs. Results from the top foot of the landfarm after weekly tilling indicated soils were successfully remediated. FAA also sampled soil at Bldg. 103 for chlorinated solvents and did not detect any. FAA will remove clean soil from the landfarm and add excavated soil from Building 103 and near Building 300 for remediation next season, per recommendations. Tim Sharp

1/5/2023 Document, Report, or Work plan Review - other DEC received and reviewed the Draft 2022 Report for FAA Minchumina Soil Removal and Treatment. The report details excavation of petroleum-contaminated soil, landfarming operation and maintenance activities, and sampling of previously remediated soils for dioxins. The top foot of the landfarm was remediated in 2022 and is below applicable cleanup levels. Dioxins were detected in all samples collected but were all below cleanup levels. There is extensive petroleum contamination remaining in soils at several areas of concern, including the Former Building 600, “Hot Spots” 1-5, and at the petroleum, oils, and lubricants (POL) 1,2,4 excavation limits.
