Problems/Comments
UST 208 contains 1,000 gallon diesel (was replaced in 7/91). During removal of old tank the fill pipe separated releasing 20 gallons of diesel. Soil samples taken from bottom of excavation resulted in DRPH between 35 and 91 ppm. An additional cubic yard of soil was excavated from area near building before installation of new UST. Consultant for COE on behalf of Army is CH2MHILL for screening site in summer 1993. (rpltr7) This site was reviewed on January 12, 2016. The site was formerly listed in Appendix A of the Two Party Agreement at Fort Wainwright. DEC is reviewing the Appendix A site list and has requested the Army to update the list based on confirmed cleanup complete/closure status of the original sites.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
4/14/1993 | Update or Other Action | (Old R:Base Action Code = RELR - Release Investigation Review (LUST)). Reviewed COECON's workplan and wrote letter with comments and recommendations. Involves UST 208. 1,000 gallon diesel replaced 7/91 with similar UST, used for storage for standby generator at communication Center. During excavation, fill pipe separated from UST, approximately 20 gallons diesel spilled. Highest DRPH concentration in soil 390 ppm from pipe fitted at building wall. | Eleanor Hung |
6/14/1993 | Update or Other Action | (Old R:Base Action Code = RECN - Site Reconnaissance (CS)). ADEC Thomas and Hung inspected site. | Ben Thomas |
6/30/1993 | Site Added to Database | Diesel. | Former Staff |
6/30/1993 | Site Ranked Using the AHRM | Insufficient data to score. | Former Staff |
8/1/1993 | Leaking Underground Storage Tank Corrective Action Underway | A 1,000 gallon diesel UST was excavated and replaced by a new UST 1991. Approximately 10 cubic yards contaminated soil thermally treated summer 1993. RI in progress discovered subsurface and ground water contamination compounded by historical discovery that a dry cleaning operation was located near the site some years ago. | Eleanor Hung |
8/25/1993 | Site Ranked Using the AHRM | Reranked. | Former Staff |
10/14/1993 | Site Ranked Using the AHRM | Reranked using new modifications to AHRM. | Former Staff |
1/12/1994 | Meeting or Teleconference Held | RI indicated high levels hydrocarbons coming across Gaffney Road. Small amounts of chlorinated hydrocarbons from former dry cleaning establishment. Many MWs installed by 3 different RPCONs surrounding site indicate contamination coming from other sources in all directions. Inoperable pipeline exists nearby. Plans include treatability study around UST and further RI involving search for contributing sources. | Eleanor Hung |
3/3/1994 | Update or Other Action | (Old R:Base Action Code = NFA - No Further Action Required (CERCLA)). Closure letter sent this date due to referral to CERCLA process -3 party- upgradient contaminant plume. | Ronan Short |
3/3/1994 | Site Closure Approved | Site is referred to OU5 in 3 party agreement under CERCLA. Closure is recommended under Alaska UST Regulations. Letter this date to Army. | Ronan Short |
