Problems/Comments

Updated 4/9/2018: Site SS013 is located between the runway and the apron just south of the southeast corner of the cantonment “triangle.” To the east, Site SS013 is bordered by Site SS016. The POL Tank Farm (Site ST005) is located north (hydraulically upgradient) of the western portion of the site, and the POL Fuel Line Leak (Site ST003) is located immediately north of the central portion of the site. The Yukon River is approximately 1,650 feet south of the Site SS013. Site SS013 is a former storage and handling area for 55-gallon drums used until the 1970s, where spills and releases occurred from drum handling. The site was an unpaved area located between the runway and apron that stored a large number of drums (stacked horizontally about 3 drums high and 10 drums wide) containing unused aviation gasoline, jet propulsion fuel grades 1 and 4, diesel fuel, solvents, thinners, cooking fuel, and possibly some waste products. Unused drum residues were reportedly dumped on the ground regularly prior to shipping the empty drums off-site. Based on the most recent investigations at the site, only arsenic and antimony exceeded Method Two cleanup levels (CULs) for human health. Arsenic also exceeded the Galena background threshold value (BTV). However, arsenic and antimony occur naturally in soils at the Former Galena FOL and were detected throughout Site SS013; there are no known releases of metals at Site SS013. With regard to groundwater, recent downgradient groundwater sampling (from 2006 to 2011) indicates that TCE and its degradation products are non-detect or below 2016 Table C CULs at Site SS013.

DEC recommended administratively closing the original CTDSA site since it has been encompassed by the CTDSA South site. 9/2/2005 Update or Other Action DEC commented on the draft final Proposed Plan that recommended site closure for five Installation Restoration Program sites. Since further site characterization is planned for the CTDSA South site, DEC could not concur with the proposed remedy of site closure. CTDSA South will be removed from the Proposed Plan since the remaining four sites were agreed to as ready for closure. This has no effect on the original CTDSA site (encompassed by the subsequent CTDSA South site), which was still recommended for administrative closure. Colin Craven

3/7/2006 Update or Other Action Due to the late inclusion of this site into the Remedial Investigation, no risk assessment or feasibility study was conducted. The Air Force has proposed long term groundwater monitoring (LTM) and land use controls (LUCs) until residual contamination has attenuated to Method 2 cleanup levels. DEC agrees that LTM and LUCs will comprise minimum components of a remedy for the site if the presence of groundwater contamination is confirmed in future site investigations, but can not agree to the adequacy of this remedy until the additional investigation is conducted. If future site investigation finds no contamination above Method 2 cleanup levels, DEC will support site closure. Colin Craven

6/1/2006 Site Characterization Workplan Approved The Air Force and DEC came to agreement on a work plan for monitoring well installation and sampling that will serve to fill data gaps identified during the recent remedial investigation. Two long-screened monitoring wells will be installed to test whether a groundwater plume of trichloroethene (TCE) has resulted from former drum storage and waste disposal in the vicinity. The wells will be placed downgradient of former monitoring well 13-MW-38, where previously TCE was detected above groundwater cleanup levels, and downgradient of TCE contamination found in soil borings. 11/17/2006 Update or Other Action Two monitoring wells were installed downgradient of a destroyed monitoring well and soil borings that had previously documented trichloroethene (TCE) contamination. Samples from the new monitoring wells were either non detect for all volatile organic compounds (VOCs), or with VOC detections under the groundwater cleanup levels. While no samples detected TCE, cis-1,2-dichloroethene, a breakdown compound of TCE, was detected in one sample at low concentrations. Colin Craven
