Informational: DEC received the Environmental Audit Tesoro dock Facility Valdez, Alaska submitted by America North Inc. dated July 24, 1989. Soil staining and petroleum odor was noted outside the bermed AST containment area near the pipelines, however a surface soil sample collected from this area was below cleanup levels. South of the Metal Warehouse contaminated soil had been exposed 2 feet bgs which contained a strong petroleum odor and black soil staining during an Alyeska excavation. This apparent soil contamination was investigated further to a depth of 5 to 6 feet bgs where it appeared to be heavily contaminated with hydrocarbons. Soil samples were collected, but the results are unknown. It was suspected that the encountered contamination was the result from a UST that had previously been removed. |

Receipt of letter report regarding soil characterization during construction at SERVS VEOC facility. During trenching for water line installation, discolored soil was observed and sampled. Single sample collected and analyzed for DRO, metals, and halogenated organic carbons with only DRO above current Table B2 Method Two with a concentration of 1,290 mg/kg. This letter report also mentions a Phase II conducted in 1993 in which samples were collected from eight surface locations and two borings. Further states that DRO was less than 1,000 mg/kg but doesn't give concentrations or other constituents that may have been analyzed.

ADEC received the Level I Environmental Site Assessment for Closeout of Leased Property Formerly Known as the SERVS Dock Facility Valdez, AK submitted by Emcon dated June 1995. The objective of the Site Assessment was to evaluate potential environmental liabilities associated with Alyeska’s operation of the subject property as the SERVS Dock Facility site. Work included file review, interviews, and site inspection. Emcon concluded, based on observation of existing conditions, no evidence of impact from petroleum hydrocarbons or hazardous substances was noted. |

DEC approved a work plan to conduct site characterization efforts to delineate potential soil and groundwater impacts previously identified during excavation of a water line. Two borings will be advanced southeast of the identified release location from 1995, and monitoring wells will be installed and sampled to evaluate petroleum hydrocarbon impacts to groundwater. |

DEC approved the 2022 site characterization report, SERVS Response Base Investigation Report, received by DEC November 23, 2022 and supporting documents on April 13, 2023. Results from five soil samples from two borings did not show hydrocarbon contamination above the DEC Human Health or the Migration to Groundwater cleanup levels with the exception of one duplicate sample for boring SB02. Benzo(a)anthracene was detected at 0.981 mg/kg, the duplicate sample at that depth was below (0.11 mg/kg). All other petroleum hydrocarbon constituents were non-detect, or detected at low level estimated concentrations or were detected well below the DEC Migration to Groundwater cleanup level. An 11-foot-thick aquitard blocks movement of groundwater to the subsurface and beyond to seawater.
DEC agrees with the recommendation that no further work be completed at the site and that the site is ready to be administratively closed. |
