Problems/Comments

The facilities at the Point Carrew Garrison (AOC C) were built for support of W.W.II military presence in Yakutat between 1940 and 1946. These facilities included an ammunition storage facility, a 155mm rigid-mount gun emplacement and housing, a CA Garrison, warehouses, a small dock on the Ankau Inlet, a plotting room, powerhouses, a pump house, quarters buildings, a mess hall, a post exchange, a motor shed, and a garbage dump. The Ankau area was used to support the gun stations along the west and south coast of Yakutat. The field notes from the USACE 1984 cleanup indicated that most of the materials and building ruins from the area were loaded into trucks and hauled to the city solid waste dump. Some of the materials and structures may still be present. There are seven sites that have been investigated within AOC C; Ankau Bridge Area Garbage / Drum Dump (AOC C1), Point Carrew Garrison Drum Dump (AOC C2), Garrison Area Powerhouse Foundation 1 (AOC C3), Garrison Area Surface Debris (AOC C4), Ocean Cape Powerhouse No. 1092 (AOC C5), 50,000-Gallon Fuel Tank (AOC C6), and Ankau Slough Powerhouse No. 1093 (AOC C7).

4/28/2003 Site Characterization Report Approved Point Carrew was investigated over two field seasons. In 2000 the dump area was investigated to delineate the extent of buried debris in the drum dump and surface debris areas. DRO was documented in three surface soil samples, two soil boring samples and in the sediment sample. DRO was detected in the groundwater below Table C levels. Silver was reported in one surface soil sample above Method II. Chromium was reported above background levels no PCBs were found. In 2001 Powerhouse 1092, 1093 and a former 50,000 gallon wood stave diesel tank were investigated. The location of powerhouse 1092 could not be found. DRO was detected up to 5800 mg/kg in soil at the tank, and 6.84 mg/l in groundwater. Powerhouse 1093 was identified by the presence of a 12 foot x 18 foot concrete foundation. No evidence of PCBs was found, low levels (below Method II) of fuel were detected. Arsenic and chromium in soil were above background in soil. Lead, arsenic and chromium were in groundwater above Table C. Debra Caillouet

There is insufficient site characterization data available to select appropriate remedies or to effectively evaluate them against CERCLA criteria. 9/30/2009 Update or Other Action ADEC staff signed a CON/HTRW project closeout report fort he Formerly Used Defense Sites associated with the Yakutat Air Base. The State of Alaska, through the Department of Environmental Conservation concurs with this USACE project closure. The decision may be reviewed or modified in the future if information becomes available that indicates the presence oif military CON/HTRW that may cause unacceptable risk to human health or the environment. 3/19/2012 Site Characterization Report Approved ADEC approved the 2010 Supplemental Remedial Investigation Report. Surface soil samples were collected at the location of the historical exceedances for chromium. The samples were analyzed for hexavalent chromium, and hexavalent chromium was not detected. Because the chromium at AOCs C1 and C2/C4 was determined not to be hexavalent chromium, the chromium concentrations at the site are below the applicable ADEC cleanup levels. Jonathan Schick

The objectives of the investigation at AOC C2, C3, C4 were to 1) determine risk posed groundwater and soil contamination using the ADEC Method Three Calculator and the Hydrocarbon Risk Calculator; 2) determine the type of debris and source material in the dump using test pits; 3) determine the current groundwater condition; 4) determine whether PCB contamination is present in the surface water and sediment. 2/17/2015 CERCLA Proposed Plan The ADEC Contaminated Sites Program approved the February 2015 Proposed Plan for No Department of Defense Action Indicated (NDAI) for the Yakutat Air Base Formerly Used Defense Sites. The proposed plan included only the Point Carrew Garrison Powerhouse (AOC C7) at the Yakutat Air Base Point Carrew Garrison OU. For this AOC, no additional remedial action, no additional review, no implementation of long term management or land use controls is planned by the Department of Defense. If new information becomes available indicating risk or concern of military-related contamination at this AOC, further evaluation may be warranted. Jessica Morris

7/7/2016 Site Characterization Report Approved The ADEC Contaminated Sites Program approved the 2015 Final Supplemental Remedial Investigation Report for the Former Yakutat Air Base FUDS. For the Point Carrew Landfill/Drump Dump (AOC C2), the investigation results show that petroleum contamination exceeds the regulatory limits and applicable human health risk standards for soil and groundwater. Site closure with institutional controls to limit land use is recommended for AOC C2. For the Point Carrew Surface Area Debris (AOC C4), the investigation results show that petroleum contamination exceeds the regulatory limits and applicable human health risk standards for groundwater. Site closure with institutional controls to limit land use is recommended for AOC C4. 10/4/2017 Update or Other Action The ADEC Contaminated Sites Program sent a letter to the USACE documenting the State's non-concurrence with the Revised Property Survey Summary Sheet for DERP-FUDS Property No. F10AK0606, Inventory Project Report (INPR) for the Yakutat Air Base, Yakutat Alaska. ADEC does not have sufficient information to concur with the reduction of the overall Yakutat Air Base FUDS eligible projects, as described in the INPR. 8/9/2021 Update or Other Action On 08/09/2021 ADEC approved Final Report 2020 CON/HTRW Removal Action, Yakutat Air Base Formerly Used Defense Sites, dated June 2021. This report was developed to describe the process that was used to excavate, containerize, transport, and dispose of up to 5,000 tons of Petroleum, Oil, and Lubricants (POL)-contaminated soil from Area of Concern (AOC) C6 – Point Carrew Garrison Tank No. 1094 at the Yakutat Air Base, Yakutat, Alaska. This project also included groundwater sampling at AOCs C6 and C4 and decommissioning of monitoring wells at AOC C6 and AOC C5 where contaminant concentrations are below Alaska Department of Environmental Conservation (ADEC) cleanup levels.
