Problems/Comments

Former shop area has intermittent diesel and gasoline soil contamination throughout. Potential sources include aboveground storage tanks (ASTs), maintenance areas, gasoline dispenser, burn barrels, batteries, and spills. Site located in rock quarry near Crab Creek co-owned by Shaan Seet and the City of Craig. Risk Evaluation, Corrective Action Plan (CAP), Phase II submitted. ADEC agreed to a Level D cleanup based on information provided in the preliminary remedial estimate (PRE). However, this site is an exception, as it was being reviewed under different department policy. Note: the responsible party did not accept the Level D cleanup, and is pursuing a less stringent Alternative Cleanup Level (ACL).

10/16/1995 Cleanup Plan Approved (Old R:Base Action Code = RAPR - Remedial Action Plan Review (CS)). ADEC approved a Level D cleanup for approximately 1000 cubic yards of DRO soils based on past input by ADEC staff, evidence provided by RP on soil holding capacities and PRE. 8/10/2001 Update or Other Action Jaynes visited site week of 7/30/01 with Jim Shoemaker, Shaan Seet consultant. Someone has allowed this pit to be filled with debris material, mainly soils and some limited construction debris. No indications of contaminated material were observed in fill. The Solid Waste program has no records of permits for this facility. 1996 ADEC trip indicated contamination in this location to be minor. Facilities at the time were sited on bedrock, so no soils involved. Jaynes recommends we close out or list site as inactive once final fill is placed and landfill properly closed out, effectively sealing any potential contamination within site. Bill Janes

11/13/2012 Site Visit With permission from the City of Craig DEC entered City property on Tanner Crab Road adjacent to the site and performed a brief plain view site visit inspection. Soil not useful for other purpose has been added by the City to cap the surface of the former material site. Property description is stated as those properties not otherwise described in Tract B of teh Crab Cove Heights Subdivision; Plat - 94-14 Ketchikan Recording District. Bruce Wanstall
1/2/2014 Potentially Responsible Party/State Interest Letter DEC letter was sent today to the manager of the facility to request a final report for any work completed under the approved DEC workplan (circa 1995/1996) and to inform the responsible party of the Alaska Statutes and Regulations that outline cleanup responsibility and authorize DEC to recovery costs associated with providing oversight during the cleanup, evaluating exposure pathways for contamination, and making determination for site closure. 6/27/2018 Meeting or Teleconference Held Teleconference with R&M to discuss changes to the work plan - a revised version will be rec'd soon. The main issue was that no samples were to be collected in the center of the site where known contamination exists. The work plan had proposed to sample only the down gradient edge - this is not a full characterization and was not approved. Danielle Duncan
